Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Working paper series No 1 / May 2020 This paper employs a skills-based approach to identify individual and job factors most likely to be impacted by social distancing measures and practices due to the Covid-19 pandemic. Using data from the Cedefop European skills and jobs survey, a new Covid-19 social distancing risk index (COV19R) was created based on skills descriptors that categorise jobs by their level of physical proximity to others and their digital intensity.

It is conservatively estimated that about 45 million jobs in the EU-27 labour market (23% of total EU-27 employment) are faced with a very high risk of Covid-19 disruption and another 22% of the EU workforce – mostly medium to lower-skilled service provision – is exposed to some significant risk. The burden of the Covid-19 social distancing risk falls disproportionately on vulnerable workforce groups, such as women, older employees, non-natives, the lower- educated and those employed in micro-sized workplaces.

The findings call for immediate and targeted policy responses to prevent ongoing job losses and widening of labour market and social inequalities due to the pandemic.

The European Vocational Skills Week 2020 is the active involvement of organisations, companies and individuals. Any school, company, association or organisation in the EU, EFTA or candidate countries, or which is supported by the European Training Foundation, can organise events/activities as part of the Week.

European Vocational Skills Week is an annual event when local, regional or national organisations showcase the very best of vocational education and training (VET). VET is a path to a more fulfilling personal and professional life. European Vocational Skills Week is a platform to make VET’s potential more widely known, and an opportunity to exchange information and good practice across Europe and beyond.

The fifth edition of the Week is a 100% online event organised by the European Commission in cooperation with the German Presidency of the Council of the European Union. A series of partner activities will take place digitally across the EU. Anyone, anywhere can join in these activities.

This year’s theme is VET for Green and Digital Transitions, in line with the Commission priorities of a “European Green Deal” and a “Europe fit for the digital age”.

How can you be part of the Week? Organise or take part in an event or activity, vote in the VET Excellence Awards or share your VET story to inspire others to discover their talent. Any event/activity taking place between March and December 2020 can apply to be an official partner event of European Vocational Skills Week.

Scenarios for European vocational education and training in the 21st century The aim of this synthesis report is to connect and synthesise the series of research papers on the changing role and nature of VET in Europe already published and to complement these with further analysis, modelling and literature to provide new insights. The report also presents results of an online survey among VET stakeholders carried out in spring 2018.

The summary presented in this report shows that European VET varies between countries and is changing in various fundamental ways. It is becoming more diverse in its programmes and qualifications and also expanding into higher levels, challenging the perception of higher education as exclusively academically oriented.

In some countries, this reflects a step towards making lifelong learning a reality; in others, traditional VET is coming under pressure from declining youth cohorts and a growing preference for general education and training. Such negative developments can be seen as a forewarning of future challenges.

Cedefop is ready to help develop and realise the future skills and VET agenda as its remit to work on VET, skills and qualifications, set out in its recast Regulation (in force since 2019). The Regulation ensures Cedefop’s research, analyses and support to countries bridge VET and the labour market.

Independent Training Providers (ITPs) are an integral part of the TVET landscape. They play an increasingly important role in delivering government policy priorities in the development of TVET systems, however their role is often under-researched and their significance overlooked. The first research in the series, conducted in partnership with the Association of Employment and Learning Providers (AELP), puts the ITP sector in the spotlight.

The research begins by outlining the distinctive characteristics of the ITPs in the UK which enable them to respond to government priorities. Examples of the successes and challenges that UK ITPs face are presented through mini case studies. Further on, the research examines the role of the ITPs in six countries – Botswana, South Africa, Uganda, India, Nepal and Sri Lanka and the different models they operate within.

This research aims to prompt national policy makers to consider whether they are making the best use of ITPs by highlighting their distinct characteristics that make them suitable and effective in delivering government skills objectives. It also aims to raise awareness among ITPs about the work undertaken by counterpart organisations in other countries and to encourage international collaboration.

Eurofound, in cooperation with the Finnish Ministries of Economic Affairs and Employment and Social Affairs and Health as well as the Finnish social partners, is organising a one-day seminar on the effects of digitalisation on the quality of working life on 26 November 2019 in Helsinki.

The event will bring together experts, policy makers, Eurofound Management Board Members and members of the Network of Eurofound Correspondents, as well as national level social partners. The aim is to discuss the effects of digitalisation on the quality of working life and to identify policies supporting quality in work in the digital age. The seminar will bring together up to 40 participants from Denmark, Estonia, Finland and Sweden. Since the onset of digitalisation, many workers are experiencing greater flexibility in work. However, a digital work environment also brings challenges such as the blurring of boundaries between work and personal time as well as higher levels of work intensity. Policy attention is shifting towards the challenges relating to changing practices in work organisation, the increase of digitalisation and the rise of new forms of employment and the effects on quality of work. There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Cedefop - Lifelong learning platform joint briefing paper This briefing paper aims to inform European Institutions as well as national policy and decision makers on the issue of integrated and holistic approach to lifelong learning. It also provides the context at a high level and shares a few recommendations on ways to establish lifelong learning systems at local, regional and national level. Furthermore, this briefing paper helps raise awareness about the main highlights and existing practice in order to make any necessary decisions or complete any similar ongoing work in this respect.
