Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

This discussion paper, prepared jointly by the British Council, India and the ILO, provides an overview of the successes and challenges facing the rapidly emerging third party skills assessment sector in India. The paper offers a starting point from which to analyse the skills assessment sector, with a particular focus on three states: Haryana, Maharashtra and Odisha. The discussion paper also focuses primarily on aspects of third party assessment, including funding; assessor recruitment and resourcing; skills gaps in the assessor workforce; assessment processes; quality assurance; and certification and placement. Finally, the discussion paper makes recommendations for further development of the Indian skills assessment sector.

Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

India Skills Report 2017 presents a quantitative and qualitative analysis of demand and supply in the labour market. The report takes stock of the talent landscape by analysing the employability of youth and the needs and expectations of employers. Currently in its fourth edition, it also captures various initiatives taken by the government and its impact on economic growth. The report is a joint initiative by Confederation of Indian Industry, PeopleStrong, Wheebox, UNDP and AICTE (All India Council for Technical Education).

Young Mongolians continue to experience difficulties in their journey towards the labour market. The 2014 labour force data reveals an unemployment rate of 17.4 per cent among young people. Many young Mongolians also experience a lengthy period of unemployment before finding a job. For those who are in work, many young people are often found in the informal economy, which absorbs over 90 per cent of rural working youth and nearly one- third of urban youth. There is also evidence that despite greater educational attainment by young women, their prospects in the labour market remain limited. Moreover, young women often have lower wages and higher levels of occupational segregation than young men. Nonetheless, young men are also at risk. Young men from rural communities are more likely to enter the labour market early and thus face a long-term trajectory of informal and low-paid jobs.

These weak employment outcomes are all the more striking since they persisted even during previously substantial economic growth rates. This report has been developed to try to shed light on these difficult transitions to the labour market by examining the policy environment, identifying gaps and proposing recommendations to support Mongolian efforts to improve the employment prospects of its young people.

The Skills for Trade and Economic Diversification (STED) programme is improving skills to help spread the benefits of trade and economic growth. In Myanmar, STED is being implemented with support of the Swedish International Development Cooperation Agency (SIDA)

As Myanmar continues to expand its trade and business relations with the world after years of isolation, it is looking to tourism to provide a welcome and much needed source of jobs and foreign income. But what are the opportunities and business capability needs of the tourism sector for Myanmar and what are the best ways to address them through skills development measures?

It was to answer these kinds of questions that the International Labour Organization developed the Skills for Trade and Economic Diversification (STED) programme. STED is a strategic analytical and implementation tool used to provide guidance for skills development policies in various economic sectors.

In Myanmar’s case, with the support of the Swedish International Development cooperation Agency (SIDA), the ILO began employing the STED methodology in 2015 to survey and facilitate cooperation among all stakeholders involved in the tourism sector and develop training resources for tour guides.

The collaboration resulted in a three-tiered, competency standard for guides, with a new course curriculum for each tier. “Level one is for local guides or site guides; level two is regional guides; and level three are the national guides. Each level will require increased training in literacy and other guiding skills,” explains Daw Khin Than Win, Deputy Director General, Ministry of Hotels and Tourism for Myanmar, adding, “Our guides are our diplomats…they need to represent the best of our country.”

The STED methodology stemmed from the realization that a skilled workforce is critical to achieving economic prosperity and building more inclusive societies. With the right skills in the workforce, enterprises can be more productive and competitive in both local and global markets. Economies can grow faster and the benefits of development and trade can be spread more widely and evenly among workers. The process begins with a review by ILO and national experts in skills and employment, enterprise and trade, working in close consultation with country level constituents to identify and prioritize suitable sectors. Once the sectors that offer the best opportunities for trade development are selected, a process of extensive collaboration and research begins with the relevant worker, business, government bodies and other institutions and experts in the sector.

This collaboration develops concrete recommendations for policy and training. What’s more, the process of developing these recommendations develops an increased understanding of the importance of skills development and improved dialogue among the key players, which help contribute to tangible improvements within the industry.

This report presents an application of the Skills for Trade and Economic Diversification (STED) methodology to the Tourism sector of Myanmar, with specific focus on tourist guides. STED is a sector-based approach to identifying and anticipating the strategic skills needs of internationally tradable sectors. It has been developed in recognition of the fact that having the right skills among workers is crucial for firms or industries to succeed in trade, and vice-versa, understanding trade is important to provide workers with the right skills. Availability of skilled workers contributes to higher and more diversified exports, more foreign direct investment, higher absorption of technology, and more sustainable growth and productive employment creation. At the same time, skills are the key determinant for a worker’s success in finding a good job and making a living. In order for skills supply to match skills demand in the labour market, it is necessary to take a forward-looking perspective, and to ask not just what skills are in demand today, but what skills will be in demand in the future.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

The Korea International Cooperation Agency (KOICA) and the ILO combine to lift the performance of employment service centres across the country.

Nepal has one of the youngest populations in Asia with approximately 7 million of its people aged between 15 and 29. Unemployment amongst this group is verging on 20 percent and large numbers of Nepalese youth leave the country in search of low skilled or unskilled work. As with many low income economies, addressing the skills gap is one of the key policy improvements needed if this pool of potential talent is to find decent work and contribute to the continued development of the country. Strategies to tackle skills deficits are, by necessity, complex and multifaceted. The G20 Training Strategy for Strong, Sustained and Balanced Growth, which provides a policy framework for developing a skilled workforce for the future, identified a number of key elements for a successful strategy. They included among others: anticipating skills need; the participation of social partners; training quality and relevance; broad access of disadvantaged groups to training; and improving labour market information and employment services.

It was on this last measure that the International Labour Organization, with the support of the Korea International Cooperation Agency (KOICA), has intervened in the labour markets of Nepal since 2014. The project is called Labour Market Information and Employment services (LIfE) and it targets five of the 14 Public Employment Service Centres (ESCs) in the country. Well run Employment Service Centres can help identify job growth potential in their regions, assess skill needs, and provide better information to both young persons and their local training providers. They also assist unemployed youth in making well informed choices about education, training, employment or entrepreneurship opportunities.

Saurav Ram Joshi is the National Project Coordinator of the LIfE project. He says that prior to the ILO’s engagement ESCs were concentrating on just one element of the many roles an effective Centre can achieve: “In the early days the ESCs are simply collecting information from the job seekers, they were not effectively communicating with employer organizations. They were not fulfilling other services for job seekers, such as career counselling as well as services for employers.”

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

SIEM REAP, Cambodia. 31 May 2017 – An inter-regional forum concluded here today following two days of intense discussion that have broadened knowledge and awareness among a wide spectrum of stakeholders from different countries on skills development strategies for promoting trade, employability and inclusive growth in the developing world.

Representatives from governments, workers’ and employers’ organizations, the private sector and development partners agreed that the forum had provided a unique opportunity to share experiences, knowledge and lessons learned that highlighted the challenges and potential for skills development to reap the benefits of trade and promote inclusive growth.

In concluding remarks, Olga Strietska-Ilina, ILO Skills Policies and Systems Specialist, said the Forum had been “very useful from the point of view of regional perspectives, the side of employers, the side of workers, international organizations, and development partners. Everyone agrees we need to institutionalize to help the private sector and the world of training work together.”

The Inter-regional Technical Forum on Skills for Trade, Employability and Inclusive Growth was organized within the framework of the Swedish International Development Cooperation Agency (SIDA) funded “Scaling up Skills for Trade and Economic Diversification (STED)” project and the Korea International Cooperation Agency (KOICA) funded “Skills for Employment and Productivity in Low-Income countries” project.

Speaking in behalf of SIDA, Magnus Saemundsson, First Secretary of the Embassy of Sweden in Cambodia noted that the discussions had highlighted the “many similarities” in experiences, while at the same time exposing the challenges of skills development systems in various countries and sectors.

“An issue related to these challenges is the difficulties of engaging not only of stakeholders, but different ministries’ and parts of ministries to cooperate,” he said.

The representative of KOICA, Hyungkyoo Kim, Country Director of the KOICA Office in Nepal, said: “There are two words on my mind after observing this two day forum. One is outcomes … more decent work, more jobs to the people, poor people that are excluded. Another word is reality: each country has their own situation. We should consider the reality of these countries, so we need to tailor the approach to the problems in these countries.”

Ms. Strietska-Ilina of the ILO said the Forum could be summarized by five key themes: targeting of disadvantaged groups, including women, people with disabilities, young people and aging workers and developing appropriate strategies for them; systematizing, or making sure there are forward looking approaches and active labour market policy measures; synergizing between different policies, including sectoral, industrial and national policies, and skills development strategies; creating institutional platforms for the private sector, education, training and collecting labour market information; and incentivising the private sector to take part in the provision of vocational training and hands on experience for the youth people.

Part of the New Skills at Work series. This report provides insights and recommendations on how the ASEAN-5 (Singapore, Malaysia, Thailand, Indonesia, the Philippines) can respond to skills challenges impacting their economies. It puts the spotlight on the need for an industry-oriented approach to develop job-specific skills in key growth industries, on which the success of the national growth strategy hinges. The industries selected include the information and communication technology (ICT) industry (in all five countries), electronics and electrical manufacturing (Singapore, Malaysia, and the Philippines), finance and insurance (Singapore), oil and gas (Malaysia), automotive (Thailand and Indonesia), and tourism (Thailand, Indonesia, and the Philippines). By focusing on skills gaps in key growth industries, the study provides insights into the nature of the skills challenges and how they can be effectively managed. For each country, the authors have also used a successful skill-training initiative to illustrate how skills challenges can be overcome in each country given its peculiar constraints. The report concludes that overcoming challenges will require government and employers to work together to develop coherent policies and targeted incentive structures for workers to acquire general and job-specific skills.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Future [inc] is a series of thought leadership pieces written in conjunction with Chartered Accountants Australia and New Zealand. This analysis contributes to the debate for developing the prosperity of Australia and New Zealand. Our economy and society are being shaped by large-scale shifts, from globalisation to digital disruption. Businesses are facing more intense pressures to respond to changing customer demands and new market entrants. Policy makers are reshaping their agendas. The forces of disruption are not just being driven by start-ups and felt by business leaders – they’re driving change in the workforce and labour market.

Two-thirds of those with less than five years’ experience (early-career Australians) expect that their job will not exist, or will fundamentally change, in the next 15 years. If they are correct, this means that there is likely to be a period of transition. Many will have to reskill, retrain or change jobs.

This paper shows that the workforce will change significantly in coming years. Using an extensive survey, it considers what this means for careers, skills, education and workplaces.
