Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

This study examines Sri Lanka’s employment situation, including issues of aging and skills generation, and draws recommendations from the analysis. The report starts with an overview of the labor market in relation to both labor supply and demand. It then looks at the issues of aging and skill generation. The concluding chapter examines links between labor market trends, informality, and poverty. The report identifies two major challenges for the labor market in Sri Lanka: (1) coping with the aging of the population; and (2) generating new skills that are currently in demand, and that will drive future productivity growth. Welfare implications of recent growth have been positive, even though this growth has been characterized by increased informalization. Productivity growth has increased, and poverty among the self-employed has declined, both of which have driven a large fall in overall poverty incidence from the mid-2000s. But the slow growth of the formal sector is a problem for the security of employment and investments in human capital.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Sri Lanka has shown remarkable persistence in low female labor force participation rates—at 36 percent in the past two years, compared with 75 percent for same-aged men—despite overall economic growth and poverty reduction over the past decade. The trend stands in contrast to the country’s achievements in human capital development that favor women, such as high levels of female education and low total fertility rates, as well as its status as a lower-middle-income country. This study intends to better understand the puzzle of women’s poor labor market outcomes in Sri Lanka. Using nationally representative secondary survey data—as well as primary qualitative and quantitative research—it tests three hypotheses that would explain gender gaps in labor market outcomes: (1) household roles and responsibilities, which fall disproportionately on women, and the associated sociophysical constraints on women’s mobility; (2) a human capital mismatch, whereby women are not acquiring the proper skills demanded by job markets; and (3) gender discrimination in job search, hiring, and promotion processes. Further, the analysis provides a comparison of women’s experience of the labor market between the years leading up to the end of Sri Lanka’s civil war (2006–09) and the years following the civil war (2010–15). The study recommends priority areas for addressing the multiple supply- and demand-side factors to improve women’s labor force participation rates and reduce other gender gaps in labor market outcomes. It also offers specific recommendations for improving women’s participation in the five private sector industries covered by the primary research: commercial agriculture, garments, tourism, information and communications technology, and tea estate work. The findings are intended to influence policy makers, educators, and employment program practitioners with a stake in helping Sri Lanka achieve its vision of inclusive and sustainable job creation and economic growth. The study also aims to contribute to the work of research institutions and civil society in identifying the most effective means of engaging more women—and their untapped potential for labor, innovation, and productivity—in Sri Lanka’s future.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

This Information Note presents the Training for Rural Economic Empowerment (TREE) programme of the International Labour Organization (ILO), which aims to promote rural employment using a community-based approach to skills development. It outlines some of the challenges faced in efforts to improve rural livelihoods, presents an overview of the TREE programme, describes some national experiences in implementing TREE and summarizes the programme’s contribution to supporting the ILO’s Decent Work Agenda. Following a recommendation made at the third International Congress on Technical and Vocational Education and Training, held in Shanghai in 2012, to explore the possibility of developing quality assurance guidelines for the recognition of qualifications based on learning outcomes and to facilitate the international comparison and recognition of technical and vocational education and training (TVET) qualifications, UNESCO Bangkok took the initiative to work with Member States in the Asia-Pacific region to develop Guidelines for the Quality Assurance of TVET Qualifications in the Asia-Pacific region.

The formulation of these guidelines was based on findings from 13 country studies on the same topic and was carried out through a participatory process involving consultation with Member States, so as to best respond to their diverse contexts and needs.

The overall aim of these guidelines is to propose principles and indicators that can assist Member States in optimizing their quality assurance mechanisms for qualifications achieved through TVET. They provide a framework for documenting, developing, monitoring, evaluating and improving the currency and comparability of certificates, diplomas or degrees in TVET.

Policy Paper 32 / Fact Sheet 44 The eradication of poverty and the provision of equitable and inclusive quality education for all are two intricately linked Sustainable Development Goals (SDGs). As this year’s High Level Political Forum focuses on prosperity and poverty reduction, this paper, jointly released by the UNESCO Institute for Statistics (UIS) and the Global Education Monitoring (GEM) Report, shows why education is so central to the achievement of the SDGs and presents the latest estimates on out-of-school children, adolescents and youth to demonstrate how much is at stake. The out-of-school rate has not budged since 2008 at the primary level, since 2012 at the lower secondary level and since 2013 at the upper secondary level. The consequences are grave: if all adults completed secondary school, the global poverty rate would be more than halved.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

This report estimates the costs for workers to migrate internationally and looks at how easy it is for workers to move under the increased economic integration planned for ASEAN. In order to do this, the report simulates how worker welfare is affected by enhanced trade integration under different scenarios of labor mobility costs. This report highlights how mobility affects the well-being of workers, the constraints workers face when migrating for better opportunities, and the solutions to ease these constraints. The diversity of economic development in Southeast Asia means that there are ample opportunities for workers to seek out better jobs that pay higher wages. The publication documents why workers are not always able to take advantage of these opportunities, what is lost when they are not able to take advantage of them, and potential policies that would expand their access to them.

Overarching themes of the book

1. ASEAN countries are significant senders of migrants globally, but also important destinations for migrants from the region.
2. Large intra-ASEAN migration flows are the result of significant diversity in economic development within the region.
3. Significant costs of international and domestic labor mobility in ASEAN limit the ability of workers to change firms, sectors, and locations.
4. The impacts of migration in the region are generally positive, although some groups lose out, and domestic policies play an important role in shaping these impacts.
5. Making movement between and within ASEAN countries less costly would improve the welfare of ASEAN workers.
6. Weaknesses in migration systems increase the costs of international labor mobility, but policy reforms can help to resolve these problems.

The rest of the overview is structured as follows. After discussing the steps that ASEAN member states have taken to facilitate labor mobility in the context of economic integration, the overview explains the benefits of increased labor mobility; explores the barriers to international migration; and presents the components of the migration system and the potential breakdowns within these components. The final section concludes with a discussion of strategies to reduce the barriers to international labor mobility.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The ILO Secretariat in offices in 40 countries works with Ministries of Labour, employers’ organizations, and trade unions to integrate skills development into national and sector development strategies in order to better meet current labour market needs and to prepare for the jobs of the future; to expand access to employment-related training so that youth, persons with disabilities and other vulnerable groups are better able to acquire skills and secure productive and decent work; and to improve the ability of public employment services to provide career guidance, maintain labour exchange services, and deliver active labour market programmes.For more information regarding the ILO’s work on skills and employability go to: http://www.ilo.org/skills/lang--en/index.htm; for ILO/Cinterfor's Knowledge Management Plarform, see: http://www.oitcinterfor.org

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.
