Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This report first provides an overview of the youth population and the increasing complexity of transitioning to adulthood for all adolescents. It also provides a separate discussion of the concept of “disconnectedness,” as well as the protective factors youth can develop during childhood and adolescence that can mitigate poor outcomes. Further, the report describes the evolution of US federal youth policy, focusing on three time periods, and provides a brief overview of current federal programs targeted at vulnerable youth. The report then discusses the challenges of coordinating federal programs for youth, as well as federal legislation and initiatives that promote coordination among federal agencies and support programs with a positive youth development focus.

OECD Skills Studies The OECD’s international Survey of Adult Skills aims to help countries secure better skills policies by measuring the basic skills of adults in 24 countries and demonstrating how these skills relate to economic and social outcomes. The current report, exploring the main results from the United States, underlines how the U.S. compares with other countries and what this means for policy-making. It puts forward a set of key recommendations that include strengthening initial schooling, supporting adult learning, and developing a set of coherent policies to address the needs of those with the weakest skills.

La obra se presenta como un esfuerzo inicial de sistematización sobre las experiencias de aplicación y desarrollo de nuevos enfoques en la formación. Propone una aproximación sistemática que se lleva a cabo desde tres miradas. La primera de ellas es la tendencia hacia la organización de marcos nacionales de formación; verdaderos sistemas de referencia nacional de las competencias en todos sus niveles, junto con la definición de áreas de desempeño y mecanismos que facilitan la movilidad laboral. La segunda óptica resume el creciente interés por las competencias clave, competencias que permiten a sus poseedores el desempeño en un amplio conjunto de áreas laborales. Finalmente, la tercera perspectiva refiere al desarrollo de procedimientos para el reconocimiento y certificación de las competencias laborales.

The ILO’s Inter-American Centre for Knowledge Development in Vocational Training (ILO/Cinterfor) is a service of the International Labour Organization (ILO), created in 1963 and established in Montevideo, Uruguay. With the support of its network of Vocational Training Institutions (VTIs), it has been the pioneer in promoting knowledge management and South-South and triangular cooperation for the improvement of labour skills. This network gathers more than 65 VTI (public and private) from 27 countries in Latin America, the Caribbean, and Spain. This document, marking the 50th anniversary of Cinterfor, brings together experiences of those who have been involved in the Centre’s activities, whether as ILO staff members, collaborators in technical cooperation projects, directors or VTI staff from the Network.

Vocational Training Institutions’ Network The need to provide easy access to training and employment for more people, within a diverse region, has led Vocational Training Institutions (VTIs) to explore innovative and creative solutions that increasingly rely on technology to cater to the varying needs. Against this backdrop, there has been a growing interest among those involved in skills and learning to explore the challenges and opportunities presented by Learning Objects (LOs).

The paper contributes to the debate on LOs for skills development by sharing the experiences, conceptual and methodological frameworks of VTIs in the use and design of training materials to respond to human resources development. This paper is the result of a collective knowledge sharing and building exercise involving 25 VTIs representing 12 countries.

Improving the national skill set is an important policy objective for both developed and developing countries. The level of skills in the local population is a key determinant of economic development and growth. At the same time, globalization has made human capital and skills development even more important. The reduction in trade barriers and the surge in international trade and foreign direct investment (FDI) by transnational corporations (TNCs) have resulted in the need for workers and businesses to be competitive on a global scale.

TNCs, being on average more productive and technology- intensive than domestic firms, tend to bring positive contributions to the local economy, including in the form of skills development. TNC activity and skills upgrading have a complementary relationship, as they tend to reinforce each other. While an enhanced skills base leads to a more attractive investment climate for TNCs, FDI can be exploited as a vehicle to promote human capital formation. However, the positive impact of FDI inflows on the local skills base is not automatic. This study examines the cases of Canada and Singapore to consider the types of policies that can be used to integrate FDI and skill development.
