The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The Fourth Industrial Revolution is interacting with other socio-economic and demographic factors to create a perfect storm of business model change in all industries, resulting in major disruptions to labour markets. New categories of jobs will emerge, partly or wholly displacing others. The skill sets required in both old and new occupations will change in most industries and transform how and where people work. It may also affect female and male workers differently and transform the dynamics of the industry gender gap.

The Future of Jobs Report aims to unpack and provide specific information on the relative magnitude of these trends by industry and geography, and on the expected time horizon for their impact to be felt on job functions, employment levels and skills.

L’intelligence artificielle conduira à des transformations profondes du travail. Pour s’y préparer, le rapport passe au crible trois secteurs – transports, bancaire et santé, élabore des scénarios d’évolution et propose des pistes d’action.

Le but de ce rapport n’est pas d’apporter des réponses précises sur ce que sera le travail dans le futur. Il s’agit avant tout d’illustrer de manière réaliste des anticipations plausibles dans plusieurs domaines d’application et dans certains secteurs d’activité. Cette approche sectorielle vise à se pencher de manière très fine sur les opportunités et les risques potentiels : évolution des tâches, dynamique d’apprentissage, montée des compétences techniques ou sociales, changements dans les conditions de travail ou les pratiques managériales, gain ou perte d’autonomie, etc.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

The Blueprint for Sectoral Cooperation on Skills is a framework for strategic cooperation to address short and medium-term skills needs in a given economic sector. This is the second wave of the Blueprint, which focuses on six sectors: additive manufacturing, green technology and renewable energy, construction, maritime shipping, the paper-based value chain, and steel.

This publication focuses specifically on green technology and renewable energy and shows how stakeholders (businesses, trade unions, public authorities, research, education and training institutions etc.) can apply the framework to address challenges, illustrating the steps towards delivering sector-specific skills solutions through sectoral partnerships.

Cette étude analyse le risque d'automatisation et ses implications pour la formation professionnelle et l'utilisation des compétences dans le cadre professionnel. En s’appuyant sur les entretiens d’experts conduits par Carl Frey and Michael Osborne en 2013, cette étude détermine un risque d’automation qui est spécifique à chaque emploi. En utilisant l’Enquête sur les Compétences des Adultes (PIAAC). L’analyse perfectionne les résultats obtenus par d’autres études internationaux sur le risque d’automatisation à niveau individuel en utilisant des catégories professionnelles plus désagrégées et en identifiant les mêmes étranglements techniques constatés lors des entretiens d’experts. Par conséquent, cette étude est mieux alignée à l’évaluation du potentiel d’automatisation généré par les développements en Intelligence Artificielle. Aussi, cette étude applique la même méthodologie à des bases de données nationales pour l’Allemagne et le Royaume Uni, ce qui permet de tester la robustesse des résultats.

Le risque d'automatisation est estimé jusqu'à présent pour les 32 pays de l'OCDE ayant participé à l'Évaluation des compétences des adultes (PIAAC). Outre la proportion d'emplois à risque d’être perturbés par l’automatisation de la production et des services, l'étude s'intéresse en particulier aux caractéristiques desdits emplois et des travailleurs qui les occupent. Le risque est également évalué en fonction de l'utilisation des TIC dans le cadre professionnel et du rôle des formations visant à aider les travailleurs à évoluer vers de nouvelles opportunités professionnelles.

On estime que les changements technologiques, climatiques et démographiques auront, de pair avec d’autres facteurs déterminants, des incidences notables et diverses sur la demande de compétences (voir les Notes d’information nos 2, 6 et 10). Il va donc falloir procéder à un double aménagement des systèmes de développement des compétences pour façonner l’avenir du travail. Tout d’abord, ces systèmes vont devoir fournir les compétences de base qui habiliteront les citoyens à saisir les nouveaux créneaux technologiques. Et, deuxièmement, ils devront promouvoir un apprentissage dynamique tout au long du cycle de vie pour s’assurer que les individus restent en phase avec la numérisation et autres facteurs de changement.

Cette note d’information donne un aperçu des compétences professionnelles qui seront requises à l’avenir et examine comment modifier les systèmes de développement des compétences pour satisfaire à ces demandes. Elle soulève aussi les questions du financement de l’apprentissage tout au long de la vie ainsi que des responsabilités qui incombent respectivement aux gouvernements, aux entreprises et aux travailleurs.

Se considera que los cambios tecnológicos, climáticos y demográficos, junto con otros factores determinantes, repercuten considerable y diversamente sobre la demanda de capacidades básicas (véanse las notas informativas núms. 2, 6 y 10). El futuro del trabajo requerirá un doble ajuste de los sistemas de desarrollo de las capacidades. En primer lugar, esos sistemas deberán proporcionar las capacidades básicas que permitan a las personas aprovechar las oportunidades tecnológicas cambiantes. En segundo lugar, deberán facilitar la formación dinámica a lo largo del ciclo de vida, para garantizar que las personas sigan el ritmo de la digitalización y otros factores de cambio.

The report is part of the McKinsey Global Institute’s (MGI) research program on the future of work, and is by no means the final word on this topic. It builds on MGI’s previous research on labor markets, incomes, skills, and the expanding range of models of work, including the gig economy, as well as the potential impacts on the global economy of digitization, automation, robotics, and artificial intelligence.

Building on its January 2017 report on automation, McKinsey Global Institute’s (MGI) latest report, Jobs lost, jobs gained: Workforce transitions in a time of automation, assesses the number and types of jobs that might be created under different scenarios through 2030 and compares that to the jobs that could be lost to automation.

The results reveal a rich mosaic of potential shifts in occupations in the years ahead, with important implications for workforce skills and wages. MGI’s key finding is that while there may be enough work to maintain full employment to 2030 under most scenarios, the transitions will be very challenging—matching or even exceeding the scale of shifts out of agriculture and manufacturing we have seen in the past.
