ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The telecommunications sector provides telecommunications and related service activities like transmitting voice, data, text, sound and video, either wired or wireless. The sector is characterised by rapid development in terms of business structure and new demand and supply, with new technologies (mobile and handheld devices Internet, computers, optic fibre networks), trade liberalisation, deregulation and privatisation being important drivers.

This study is scenario-based, and is both forward- and backward-looking. It presents a variety of options and recommendations to address future skills and knowledge needs in the sector, aimed at education and training institutes, policy-makers and other stakeholders.

It draws on the European Commission’s comprehensive sectoral analysis of emerging competencies and economic activities conducted in 2008–2009 in cooperation with Eurofound. For this background paper, Eurofound has highlighted results that are of particular relevance for Latvia.

The 21st century has already brought remarkable technological achievements. The leading corporations of the digital age — including YouTube, Facebook and eBay — barely existed only a decade ago. The Human Genome Project was completed in 2003, the year Skype was first released. The first iPhone was launched in 2007 and in 2010 Google announced their first fully autonomous car. Yet, the benefits of these developments have not been widely shared.

Real median wages have stagnated in about half of all OECD countries since 2000, and have fallen even further behind growth in productivity. Between 1980 and 2000, each pound of UK gross domestic product (GDP) growth, for example, was accompanied by around 90 pence of median wage growth. Over the period 2000 to 2007, the equivalent number was 43 pence.

This report introduces a vision to the future of innovation and employment. While the concern over technological unemployment has so far proven to be exaggerated, the reason why human labour has prevailed relates to its ability to acquire new skills. Yet this will become increasingly challenging as new work requires a higher degree of cognitive abilities. At a time when technological change is happening even faster, a main hurdle for workers to adapt is thus the surging costs of education.

The IT and high-technology sector is one of the fastest growing sectors in the Armenian economy. Since 2006, the sector, excluding Internet service providers, has grown with a CAGR of 22% reaching a total output of US$294 million in 2013. The number of companies operating in the sector is ~380, the number of employees ~8,000. About 13% of the companies operate in the high-technology domain, while the rest are IT companies.

The sector is currently undergoing a major transformation: there is an increasing shift from the outsourcing model to the model of own product development and entrepreneurship in the sector. This model of growth requires a higher level of knowledge, new skills (such as sales and entrepreneurship skills), and entrepreneurial knowledge.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This paper recounts three examples of innovative public-private partnerships in the Information Technology sector in the United States that help disadvantaged young people stay in secondary school and make the transition to good jobs. These programmes provide practical training as well as equip young people with critical core skills and a better understanding of the world of work that improves their chances for success in the labour market.

The evidence and lessons drawn from these case studies provide both motivation and practical recommendations for partnerships between employers, schools and communities to improve young people’s access to workplace learning, internships and apprenticeships. These lessons may be particularly relevant to other sectors and other countries which do not have well-established apprenticeship systems but which are building up dual training systems that combine classroom and workplace learning. These examples expand the compelling business case for employers’ initiatives to scale up apprenticeship-like programmes – to meet their own needs for a pipeline of work-ready, qualified workers and to be part of the solution to the youth unemployment crisis.

The report explores the transformations taking place in national vocational training and education systems in Latin America and the Caribbean. It particularly focuses on the change in the key objective of skills training, which has shifted from mastering specific tasks to developing transferable competencies.

The report finds that the rapid development of information and communications technologies has transformed teaching and learning methods, as the limits of space, time and content that once characterized training can be easily overcome now. The greater diversity of demand, linked to a more diversified production structure and more diverse training requirements, has resulted in a wider variety of available training programmes but has also generated new challenges in coordination and quality control of education and training.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The ILO Secretariat in offices in 40 countries works with Ministries of Labour, employers’ organizations, and trade unions to integrate skills development into national and sector development strategies in order to better meet current labour market needs and to prepare for the jobs of the future; to expand access to employment-related training so that youth, persons with disabilities and other vulnerable groups are better able to acquire skills and secure productive and decent work; and to improve the ability of public employment services to provide career guidance, maintain labour exchange services, and deliver active labour market programmes.For more information regarding the ILO’s work on skills and employability go to: http://www.ilo.org/skills/lang--en/index.htm; for ILO/Cinterfor's Knowledge Management Plarform, see: http://www.oitcinterfor.org

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Vocational Training Institutions’ Network The need to provide easy access to training and employment for more people, within a diverse region, has led Vocational Training Institutions (VTIs) to explore innovative and creative solutions that increasingly rely on technology to cater to the varying needs. Against this backdrop, there has been a growing interest among those involved in skills and learning to explore the challenges and opportunities presented by Learning Objects (LOs).

The paper contributes to the debate on LOs for skills development by sharing the experiences, conceptual and methodological frameworks of VTIs in the use and design of training materials to respond to human resources development. This paper is the result of a collective knowledge sharing and building exercise involving 25 VTIs representing 12 countries.
