ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Part of the “Effective Governance of Labour Migration and its Skill Dimensions” project Moldova is a labour-sending country. Information on its labour market needs and on the skills composition of migration flows is crucial for the prevention of skills waste and brain drain. Moldova faces an increasing outflow of highly qualified people largely due to discrepancies between the professional training system and the local labour market. This research aims at providing national stakeholders with a comprehensive analysis of the relationship between education, training and labour migration in Moldova.

The general objectives of the study are:

- To measure the extent to which the education system in Moldova contributes to improving local employment opportunities, thereby diminishing the outflows, or, on the contrary, is conducive to increased migration;
- To assess the direct impact of a person’s education on migration, including propensity to migrate;
- To study the use of remittances on education by the recipient households and their impact on the demand for education;
- To present an overview of migration and education policies and related legislative frameworks.

The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The Report presents findings from research conducted in 5 countries: Ireland, Italy, UK, Poland and Spain within the project Pathways to Work: An Employment Upgrade Training Programme for Young Immigrants The perception of labour market barriers is rather similar for both non EU and EU immigrants. Some barriers the non EU immigrants perceive as slightly bigger (especially “Awareness of employment rights and obligations”;” Career orientation & job choice”), while other are perceive as bigger by EU immigrants (especially “CV preparation”; “Communication & Social skills (behaviour-cultural misunderstandings)”). However 47% of non EU immigrants do not have a job, comparing to 21% of EU immigrants without a job.

Within the project “Pathways to work” this research has been conducted in order to:
- gain a deep understanding of current immigrant attitudes and perceived barriers and obstacles to gain fulfilling employment at the appropriate level;
- gain a thorough understanding of immigrants’ training needs to enable them to gain employment at the appropriate level.

Muestra las conclusiones de una investigación llevada a cabo en cinco países: Irlanda, Italia, Reino Unido, Polonia y España, a través del proyecto Pathways to Work: Un Programa de empleo para mejorar la capacitación; un programa para jóvenes inmigrantes

La percepción de los inmigrantes, comunitarios o no, en cuanto a las barreras en el mercado laboral, es muy similar. Los no comunitarios perciben unas como importantes (en especial la relacionada con la “concienciación de los derechos y obligaciones en el empleo”, “orientación profesional y elección de empleo”), mientras que los comunitarios priorizan otras (preparación del CV, Comunicación y habilidades sociales, diferencias culturales). Sin embargo, el 47% de los inmigrantes no comunitarios no tiene trabajo frente al 21% de los comunitarios en desempleo.

Mediante el proyecto “Pathways to work” esta investigación se ha llevado a cabo con los siguientes objetivos:
- Llegar a una profunda comprensión sobre las opciones actuales de los inmigrantes y su percepción de las barreras y obstáculos para conseguir pleno empleo.
- Llegar a un profundo entendimiento de las necesidades de capacitación que tienen los inmigrantes para conseguir un empleo a un nivel adecuado.

Part of the Africa Development Forum Series This book contributes to knowledge on the functioning of urban labor markets in Sub-Saharan Africa by investigating a variety of questions. Which individuals lack access to employment or are employed beneath their capacities? Does education improve working conditions? What opportunities does the labor market offer to climb the social ladder? Is the lack of good-quality jobs for adults and the poverty it implies one of the reasons for the prevalence of child labor? Do women and ethnic minorities have the same access to the labor market as everyone else? How does the formal sector live alongside the informal sector? L’Unione europea si è prefissa l’obiettivo di raggiungere entro il 2020 un tasso di occupazione del 75% per le persone di età compresa tra i 20 e i 64 anni: un impegno ambizioso a favore della sostenibilità del modello sociale europeo, dei sistemi di welfare, della crescita economica e delle finanze pubbliche.

Non sarà facile colmare la distanza ancora da percorrere per il raggiungimento dell’obiettivo. La crisi ha fatto scendere il tasso di occupazione al 69% e ha fatto salire il tasso di disoccupazione al 10%; presumendo che il mercato del lavoro si stabilizzi nel periodo 2010-2011, per raggiungere entro il 2020 un tasso di occupazione pari al 75% sarà necessaria una crescita occupazionale media leggermente superiore all’1% annuo. Poiché i tassi di fecondità sono in calo, nell’UE la popolazione in età lavorativa (15-64) comincerà a diminuire a partire già dal 2012, nonostante le continue ondate migratorie. Disporre di una forza lavoro qualificata è essenziale per sviluppare un’economia competitiva, sostenibile e innovativa, conformemente agli obiettivi della strategia Europa 2020. In tempi di ristrettezze di bilancio e di pressioni della concorrenza mondiale senza precedenti, è necessario dare la priorità alle politiche dell’UE in materia di occupazione e di competenze che contribuiscono a configurare la transizione verso un’economia verde, intelligente e innovativa.

A series on the labour market integration of new arrivals in Europe: Assessing policy effectiveness The report is the result of a research initiative that was carried out by MPI in collaboration with the ILO and with funding from the European Commission’s Directorate-General for Employment, Social Affairs and Inclusion. It examines the labor market progression of recent immigrants in six EU countries and analyzes policies related to integration and workforce development, with a focus on public employment services and language and vocational training.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Bangladesh is one of the largest human resource-rich countries meeting the demands of labour in the international market. It is estimated that between 1976 and 2012 approximately 8,307,749 workers left their home country to work in over 157 countries worldwide. Bangladeshi workers employed overseas contribute an equivalent of 13 per cent of GDP through their remittances. Given the significance of overseas employment, improving the skills competencies of workers has been seen as a good strategy to increase the level of remittances channeled to Bangladesh. Also, addressing challenges such as the skills mismatch between overseas job demands and the skills of migrant workers, and the need for better skills certification systems in Bangladesh could make migrant workers better prepared to deal with the challenges of the global market.

This report provides an overview of the institutional arrangements in respect of technical and vocational skills in Bangladesh and identifies the variety of factors that have a recognizable influence on the preparation of the workers for overseas employment.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

The paper examines labour shortages, admission of foreign workers and the portability of qualifications in Japan, Malaysia, Republic of Korea, Singapore and Thailand. Rapid economic growth and the rapid transformation of economies in these countries in recent decades, usually towards a more skill-intensive context, led to labour shortages. It has increased pressure to admit foreign workers, mainly from labour-rich but poorer neighbouring countries.

The five countries included in this study differ in their capacity and in the way they assess and address labour shortages. Linking labour migration policy to the domestic labour market remains a complex task. The admission policies of the five countries differ in the amount of planning involved, the level of government and private sector involvement, the sectors in which foreign workers are admitted and in the rights and entitlements afforded to foreign workers. The study concludes that there are still significant differences among the receiving countries as to their readiness to recognize foreign worker skills. Without a workable qualifications framework, the recognition of skills across countries is rendered difficult, hindering the mobility of workers and possibly preventing a more efficient allocation of labour resources.

It starts with a review of the transformation of these economies as indicated by the changing shares of different sectors in GDP and employment, followed by case studies of selected countries where relevant experience has been documented by earlier observers, and ends with a brief analysis of how the labour immigration option has been used and with what consequences.
