The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. UNESCO-UNEVOC TVET Forum, 5 to 11 June 2017. (The Spanish version of the report will come out in due course.) The report gives an overview how participants discussed, for example: (i) the links between economic, social and environmental factors to sustainable development; (ii) climate-change strategies in Latin America; and (iii) labour market changes in Latin America, and what the future skills requirements means for education and training institutions.

A hundred and twenty-one participants from 24 countries participated in the virtual conference.

This Guide is designed to help leaders and practitioners of technical and vocational education and training (TVET) in improving their understanding and implementation of education for sustainable development (ESD) using a whole-institution approach to greening their institutions. The Guide reflects the objective of the UNESCO-UNEVOC International Centre for TVET to assist TVET institutions in their journey towards transformation. This is consistent with its advocacy since 2011 of initiating reforms that meet the twin challenges of youth unemployment and low capacities in the field of sustainability across the TVET sector. These reforms should be based on holistic and coherent transformations of institutions, rather than broken paths to institutional change that are lacking in long-term vision.

Technical and vocational education and training (TVET) is the master key for sustainable development and one of the priority areas of Viet Nam’s government to achieve the National Green Growth Strategy for the period 2011 to 2020 with vision to 2050 (VGGS) and the National Action Plan on Green Growth (GGAP) for the period 2014 to 2020. In the context of a greening economy and society, TVET provides workers with skills needed to be able to work well in the workplace. Additionally TVET promotes knowledge and competences necessary to face current and future social, economic and ecological challenges and contributes to sustainable development of the country.

This publication was developed in cooperation between GIZ and the National Institute for Vocational Training (NIVT), which serves as the ground for further activities on Greening TVET in Viet Nam. It is intended to provide insights into the concept, good practices, practical examples and the implementation of Greening TVET in an international context in general and in Viet Nam in particular as well as information useful for policy makers to generate suitable concepts and procedure for greening TVET and thus improving the quality of TVET.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

This policy guidance note focuses on a number of areas that are at the heart of rural economies and could be engines for a sustainable economic transformation. These are: a) powering the rural economy through access to clean energy; b) revitalizing agriculture through sustainable and high productivity farming methods; c) fostering sustainable tourism; d) restoring ecosystems for productivity, income and resilience; e) implementing social protection and just transitions programmes to offset the negative effects of development policies; and f) stimulating social dialogue for an effective, inclusive and productive transition to sustainable economies. These are policy areas in which the ILO has accumulated solid policy and project experience, building comparative advantage in line with its mandate in promoting sustainable socio-economic development.

Green growth and green economy policies in developing countries have proven to have positive impacts on the countries’ labour markets and economic development, providing opportunities for green job creation, skills development and other social benefits, such as decent jobs. Given that green jobs and skills are emerging concepts, this study aims to provide a knowledge base regarding their role in the transition to a sustainable economy in the developing country context. In order to do this, the study selected and analysed 10 technical and financial organisations active in the field of green economy/ growth and green jobs/ skills at strategic and operational level and carried out 5 case studies on initiatives that aim to promote green jobs and skills in different regions and sectors. Based on this analysis, the study provides recommendations for better integration of green jobs and skills into policies and programmes.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The YouthXchange Green Skills and Lifestyles Guidebook, developed by UNEP and UNESCO, in collaboration with the International Labour Organization, is the second in a series of thematic guidebooks supporting the UNEP/UNESCO YouthXchange (YXC) Initiative. The first guidebook was on climate change and lifestyles. This initiative was created in 2001 to promote sustainable lifestyles among young people (15-24 years) through education, dialogue, awareness-raising and capacity-building. The series is produced for young people and the people working with them, such as educators, teachers, trainers and youth leaders around the world. Today, young people under the age of 25 are the largest generation of youth in human history. They represent half of the world’s population, living mostly in developing countries. An estimated 33,000 young people are expected to enter the job market every day between now and 2050. This generation is highly educated, but they face steep barriers in securing decent jobs, entering and remaining in the labour market. With nearly 75 million unemployed young people around the world, they are three times more likely to be unemployed than adults.

Education about the green economy is essential to enable young people to participate fully in the transition to a low carbon, resource efficient and socially inclusive economy. Many young people are aware of the green economy, but they need more information to understand how to make it real – locally, nationally and internationally.

This Guidebook helps young people connect the talk about the green economy, green societies and green jobs to their lifestyles. It focuses on the skills required to make these transitions – providing case studies and insight on green jobs and the skills they will require in terms of social innovation and entrepreneurship, the role of different stakeholders (government and private sector) and life skills.
