En proclamant la Journée mondiale de l'éducation, les États Membres des Nations Unies reconnaissent l'importance d'assurer une éducation inclusive, équitable et de qualité pour tous et à tous les niveaux – afin que chaque personne puisse accéder à l’apprentissage tout au long de sa vie et acquérir ainsi les connaissances et les compétences nécessaires pour participer pleinement à la vie de la société et contribuer au développement durable.

L'éducation est un droit humain
Le droit à l'éducation est inscrit dans l'article 26 de la Déclaration universelle des droits de l'homme, qui exige que l'enseignement élémentaire soit gratuit et obligatoire. La Convention relative aux droits de l'enfant, adoptée en 1989, demande de plus que les pays rendent l'enseignement supérieur accessible à tous.

L'éducation est essentielle au développement durable
Avec l'adoption du Programme de développement durable à l'horizon 2030 en septembre 2015, la communauté internationale reconnaît que l'éducation est aussi un facteur indispensable pour le succès de tous ses 17 objectifs. Elle y consacre un objectif à part entière, l'Objectif de développement durable n.4, qui veut « assurer l’accès de tous à une éducation de qualité, sur un pied d’égalité, et promouvoir les possibilités d’apprentissage tout au long de la vie ».

Éducation universelle : enjeux et défis
L’éducation offre aux enfants la possibilité de sortir de la pauvreté et de s’engager sur la voie d’un avenir prometteur. Cependant, dans le monde, environ 264 millions d’enfants et d’adolescents n’ont toujours pas la possibilité d’aller à l’école ou de terminer leur scolarité. Plus d'un cinquième d’entre eux sont en âge de fréquenter l’école primaire. La pauvreté, la discrimination, les conflits armés, les situations d’urgence et les effets du changement climatique sont autant de facteurs qui rendent l'accès à l'école difficile. La migration et les déplacements forcés affectent aussi négativement l'éducation des enfants, comme le montre le Rapport mondial de suivi sur l'éducation.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Since its launch in 2013, the Youth Guarantee has supported millions of young people across the European Union to find a job, a traineeship, an apprenticeship or to continue in education. Yet despite this, too many young Europeans are still without work. Across the EU, more effort is needed so that all young people can benefit from quality offers under the Youth Guarantee.

This report looks at employment incentives, direct job creation measures and start-up incentives that help young people to overcome employment barriers. It is one in a series of five reports on Youth Guarantee delivery, presenting existing practices from the ground from the first five years of its implementation.

The theme for International Youth Day 2018 is Safe Spaces for Youth.

Youth need safe spaces where they can come together, engage in activities related to their diverse needs and interests, participate in decision making processes and freely express themselves. While there are many types of spaces, safe spaces ensure the dignity and safety of youth. Safe spaces such as civic spaces enable youth to engage in governance issues; public spaces afford youth the opportunity to participate in sports and other leisure activities in the community; digital spaces help youth interact virtually across borders with everyone; and well planned physical spaces can help accommodate the needs of diverse youth especially those vulnerable to marginalization or violence.

Ensuring that safe spaces are inclusive, youth from diverse backgrounds especially those from outside the local community, need to be assured of respect and self-worth. In humanitarian or conflict prone settings for example, youth may lack the space to fully express themselves without feeling uncomfortable or unwelcome. Similarly, without the existence of safe space, youth from different race/ethnicity, gender, religious affiliation or cultural background may feel intimidated to freely contribute to the community. When youth have safe spaces to engage, they can effectively contribute to development, including peace and social cohesion.

The 2030 Agenda for Sustainable Development, specifically Goal 11, emphasizes the need for the provision of space towards inclusive and sustainable urbanization. Furthermore, the New Urban Agenda (NUA) reiterates the need for public spaces for youth to enable them to interact with family and have constructive inter-generational dialogue. Additionally, the World Programme of Action for Youth (WPAY) which is the UN framework for youth development, prioritizes the provision of “leisure activities” as essential to the psychological, cognitive and physical development of young people. As more and more youth grow in a technologically connected world, they aspire to engage deeper in political, civic and social matters, and the availability and accessibility of safe spaces becomes even more crucial to make this a reality.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

This report summarizes the research and discussion of the expert group, drawing on three meetings held by UNESCO in 2016, as well as a literature review. It focuses on three themes – principles, policy and practice – and provides examples of how the issue is being approached across the world. It offers 12 conclusions based on the evidence gathered and proposes a number of key messages for stakeholders in Member States. The aim is to support Member States to improve and recalibrate their approaches to the RVA of non-formal and basic education so that young people and adults who have already been let down by the formal education system are not failed again.

Taking the students’ perspective, 'Education Policy Outlook 2018: Putting Student Learning at the Centre' analyses the evolution of key education priorities and key education policies in 43 education systems. It compares more recent developments in education policy ecosystems (mainly between 2015 and 2017) with various education policies adopted between 2008 and 2014.

This report includes around 200 policies spanning from early childhood education and care (ECEC) to higher education and lifelong learning on topics such as: improving the quality and access to ECEC, promoting education success for all students, reducing the negative impact of some system-level policies and practices, increasing completion of upper secondary education, developing quality vocational education and training, enhancing the quality of tertiary education, supporting transitions across education pathways and the labour market.

La Conférence internationale du Travail organise un Sommet sur le monde du travail qui aura pour thème l’emploi et le travail décent au service de la paix et de la résilience, et mettra l’accent, en particulier, sur les moyens de s’attaquer aux réalités sur le terrain et sur les partenariats propres à produire des résultats concrets.

Le Sommet traitera des défis que suppose l’instauration d’une paix durable grâce à l’ouverture de nouvelles perspectives dans le monde du travail, en particulier pour les jeunes. Il prendra la forme de débats de haut niveau et de divers discours prononcés par des orateurs de marque.

La Conferencia Internacional del Trabajo celebra una Cumbre sobre el Mundo del Trabajo para tratar sobre la importancia del empleo y el trabajo decente para la paz y la resiliencia, que se centrará específicamente en abordar las realidades sobre el terreno y las alianzas de colaboración que pueden obtener resultados reales.

La Cumbre abordará los retos que implica el sostenimiento de la paz proporcionando oportunidades en el mundo del trabajo, sobre todo para los jóvenes. La Cumbre consistirá en una mesa redonda de alto nivel y en una serie de discursos pronunciados por oradores de alto nivel.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The ILO Secretariat in offices in 40 countries works with Ministries of Labour, employers’ organizations, and trade unions to integrate skills development into national and sector development strategies in order to better meet current labour market needs and to prepare for the jobs of the future; to expand access to employment-related training so that youth, persons with disabilities and other vulnerable groups are better able to acquire skills and secure productive and decent work; and to improve the ability of public employment services to provide career guidance, maintain labour exchange services, and deliver active labour market programmes.For more information regarding the ILO’s work on skills and employability go to: http://www.ilo.org/skills/lang--en/index.htm; for ILO/Cinterfor's Knowledge Management Plarform, see: http://www.oitcinterfor.org

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This toolkit provides stakeholders with guidance on developing a digital skills strategy. It is intended for policymakers, along with partners in the private sector, non-governmental organizations, and academia. Its overarching aim is to facilitate the development of a comprehensive digital skills strategy at country level. It is also possible to use this guide to focus on selected priorities that require a fresh approach. The toolkit is part of the Decent Jobs for Youth Initiative to tackle the youth unemployment challenge. This toolkit provides policymakers and other stakeholders with practical information, examples, and step-by-step guides to help develop a national digital skills strategy. It can also be used to develop policies and programmes to address specific priorities.

There are 12 chapters:

• Chapter 1 provides a checklist for developing a national digital skills training programme – which ensuing chapters flesh out in detail.
• Chapter 2 provides an overview of digital skills.
• Chapter 3 covers a range of stakeholder engagement models that can be used to develop a digital skills strategy, recognizing digital skills are necessary across sectors.
• Chapter 4 provides guidance on making an inventory of existing policies and programmes. The next six chapters guide the reader through specific strategies designed to develop digital skills:
• Chapter 5 covers basic and intermediate skills.
• Chapter 6 covers advanced skills.
• Chapter 7 addresses strategies for under-represented groups.
• Chapter 8 examines campaigns as an effective awareness raising strategy.
• Chapter 9 highlights the opportunities of using existing online training resources.
• Chapter 10 offers various options for assessing the progress of digital skills programmes.
• Chapter 11 offers sample digital skills roadmaps.
• Chapter 12 looks at future developments and emerging trends.
