Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

A report on ideas from young people about youth employment. The Tasmanian Youth Forum (TYF) developed the Youth Employment Statewide Forum through being informed with background research, consultation with young people and broader discussions within the community. Youth employment is something which has frequently been discussed in the media, among community groups, within Government and among young people particularly over the past year.

The TYF Youth Employment Forum provided young people aged 12 to 25 the opportunity to discuss the issues they face when thinking about or looking for employment and what solutions or ideas they had to make the transition into sustainable employment easier. In conjunction with the Forum, an online Survey was also conducted to allow young people who were not able to attend the forum to have their say on the topic and reach a more diverse range of young people. This report outlines the process of each consultation.

This paper aims to investigate the impact of the job search period on skills mismatch of the individual. The motivation behind this comes from the high and persistent youth unemployment in the country in the past two decades, despite many active labor policies directed towards the youth segment of the labor market. Probabilistic logistical models are used for the empirical analysis, which are suitable for research characterized with a sequential nature of the choice problems. This investigation is accompanied by a survival analysis. This research considers the case of Macedonia using the survey data on School-to-Work transition (SWTS) conducted by ILO for 2012. The results have suggested that the longer the search period, the lower the probability that the individual will be at 'the right place' once he/she is employed.

Kenya faces a significant unemployment problem with youth being hit hardest. The high unemployment is related to the overall investment climate in the country and the economy’s low capacity to create new jobs. But youth find it particularly difficult to enter the labour market. Reasons for this are complex. They range from deficits in education and skills to lack of work experience, difficulties to obtain information about career options and job chances, irrational recruitment practices of employers, and the lack of necessary assets and attitudes to become self-employed.

The government has undertaken many initiatives to address the youth unemployment challenges. However, too little is still known about what works best in youth employment promotion in Kenya. In order to guide future investment decisions of government and development partners, more evidence is needed about the effectiveness of different initiatives and approaches in promoting youth employment and fostering a smooth transition from education and training to work. This study tries to address this gap with a mapping of youth employment initiatives in Kenya based on a desk study undertaken in 2013.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

During the past decade, Rwanda has been among the fastest-growing economies in the world. Between 2000/01 and 2010/11, the economy grew at nearly 8% per year, while income poverty declined from 59% to 45%. Although employment rates have remained relatively stable, there has been a substantial shift from self-employment to wage and unpaid employment.

This study focuses on labor outcomes of women and youth—the former have moved into low-quality employment, while the latter have high rates of underemployment. Labor market outcomes are examined through geographic analysis and a study of factors affecting employment at the individual level. This study includes the skill status of wage employees.

This report brings into sharp focus the youth unemployment situation in the Caribbean and what can be done to tackle the issue. It has been informed by extensive consultations across the Caribbean and offers a rich analysis of the phenomenon in all its economic, social and cultural aspects. Central to the analysis is an empirical examination of the socio-economic costs of high youth unemployment. The findings suggest that these costs are non-trivial, thus strengthening the case for resolute policy action. The report, therefore, makes recommendations for transformative shifts in policies, practices and institutions to promote sustainable employment in general, and for the youth, in particular.

OECD Education Working Papers No. 45 This paper places the competencies to be measured by the OECD’s Programme for the International Assessment of Adult Competencies (PIAAC) in the context of the technological developments which are reshaping the nature of the workplace and work in the 21st century. The largest technological force currently shaping work is the computer. Computers are faster and less expensive than people in performing some workplace tasks and much weaker than people in performing other tasks. On the basis of an understanding of the kinds of work computers do well, it is possible to describe the work that will remain for people in the future, the skills that work requires and the way that computers can assist people in performing that work. The paper argues that a technology-rich workplace requires foundational skills including numeracy and literacy, advanced problem-solving skills or Expert Thinking and advanced communication skills or Complex Communication.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

OECD Economics Department Working Papers No. 1119 Surveys suggest that Denmark ranks close to or slightly above the OECD average in terms of student and adult skills, even though Denmark spends more than many OECD countries on education, labour market policies and adult learning. Sluggish productivity growth over the past two decades raises the question of how to develop better skills and use them more efficiently to achieve stronger and more inclusive growth. Improving the performance of compulsory and tertiary education would help all students acquire the right skills. Ensuring adults upgrade their skills is another key challenge, which involves strengthening the adult learning system. Reforms of taxation and of the wage setting system in the public sector would promote a better allocation of skills economy-wide. Finally, to activate skills more broadly, reforms to raise labour market participation should continue and the efficiency of active labour market policies will have to be increased further. This Working Paper relates to the 2013 OECD Economic Survey of Denmark.

The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The high number of young people who are not in education, employment or training (NEET) is a prominent feature of the challenging economic environment in the UK. Increasing young people’s participation in learning, skills training and work is central to addressing this issue as well as stimulating economic growth and facilitating social mobility. The scale of youth unemployment is shaping current policy and practice.

The UK Department of Business, Innovation and Skills (BIS) provided additional funding for training in the academic year 2011/2012 for young adults aged 19-24 who are NEET. This research was conducted to explore the nature of the recruitment strategies and provision, the perceived impact of training programmes and learners’ journeys and attitudes to learning. The evidence from this research shows that providers have, through diverse training programmes, prepared young adults for further training or enhanced their employment chances by making them more work-ready. Regardless of their previous experiences and their backgrounds, the majority of learners were positive about the training and felt more confident to face the future.
