Research and Development Vol. 2 The study describes the development process of standards for vocational teachers at bachelor level in Lao PDR, based on the current situation of the national education sector. In order to emphasize the practical relevance of the study, it forwards a proposal of national standards for vocational teachers at bachelor level and recommends a strategy for how to implement these standards. For this, the study shows the necessity and the meaningfulness of standard development, the theoretical basis of standards, and the results and conclusions of a comparative analysis of currently existing standards, which have been incorporated into the development process. Furthermore it discusses the prerequisites for a successful implementation of the drafted standards and makes a proposal for an implementation strategy.

How vocational education and training (VET) practitioners understand and use competency standards is of fundamental importance to the quality and integrity of the Australian VET system. This small study seeks to address this question by gaining insights from 30 VET practitioners. The research found that VET practitioners have little faith in the Certificate IV in Training and Assessment and feel somewhat ill-equipped to interpret competency standards when developing curriculum. Furthermore, the unclear language and 'jargon' contained within the competencies make them hard to decipher. The author points to a number of potential solutions, including more intensive initial training, followed up with activities such as assessment validation to help build expertise.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The Global Talent Competitiveness Index (GTCI) measures the performance of countries across the world on their talent competitiveness, i.e. their ability to attract, develop and retain talent. The Global Talent Competitiveness Index (GTCI) is an innovative, annual benchmarking study, encompassing 103 countries. The GTCI introduces the dimension of talent/human capital and its connection to competitiveness. The 48 variables are grouped into talent enablers, attraction, growth, retention as well as output in terms of vocational and global knowledge skills.

The GTCI 2013 is a joint endeavor among INSEAD, Human Capital Leadership Institute and Adecco Group.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The vocational education and training (VET) system of Cyprus is playing a significant role in dealing with the adverse effects of the economic crisis on the labour market and in laying the foundations for future development. To continue to fulfil the expectations of the Cypriot economy and society, VET is undergoing essential reforms. The structure of VET is being transformed by the introduction of a new modern apprenticeship, an alternative pathway for young people between 14 and 20, and the establishment of post-secondary institutes for technical and vocational education and training, which will offer students an intermediate level of education. The implementation of the new modern apprenticeship has begun and it will become fully operational by 2015. This report provides a concise insight into the state of the VET system of Cyprus in a period of major reforms and amidst the uncertainties resulting from the economic crisis

The National Policy on Vocational Education and Training of Botswana has the following objectives:

• providing an integrated system with a close link between general education and vocational education which enhances recognition of prior learning, mobility, open career and educational paths;
• involving all stakeholders in the provision of vocational education and training through joint responsibility for planning, designing, monitoring, financing, and implementing programmes in the most cost-effective manner;
• providing adequate resources and open access to vocational education and training programmes whilst catering for disadvantaged groups;
• providing vocational education and training programmes which promote “total training” (i.e. the development of knowledge, skill, positive work attitudes, quality consciousness, and belief in training as a way of life), and emphasises training for self-employment, adaptability to technological change, increased productivity, and diversification of the economy.

The scope of the Policy encompasses both formal and non-formal skills training; life-long learning as an integral part of overall human resource development; public institutional training, employer-based training, and the private training institutions; and training for both the formal and informal sectors of the economy including self-employment.
