The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This paper was prepared as a background note for the International Conference on Jobs and Skills Mismatch held in Geneva on May 11-12, 2017. The term skill mismatch is very broad and can relate to many forms of labour market friction, including vertical mismatch, skill gaps, skill shortages, field of study (horizontal) mismatch and skill obsolescence.

In this paper the authors provide a clear overview of each concept and discuss the measurement and inter-relatedness of different forms of mismatch. They present a comprehensive analysis of the current position of the literature on skills mismatch and highlight areas which are relatively underdeveloped and may warrant further research.

Using data from the European Skills and Jobs Survey, they examine in detail the incidence of various combinations of skills mismatch across the EU and review the European Commission’s country specific recommendations and find that skills mismatch, when referring to underutilised human capital in the form of overeducation and skills underutilisation, receives little policy attention.

They argue that in cases where skills mismatch it is specifically addressed by policy recommendations, the policy advice is either vague or addresses the areas of mismatch for which there is the least available evidence.

The Skills for Trade and Economic Diversification (STED) methodology takes a forward-looking perspective, asking not just what skills are in demand today, but what skills will be in demand in the future, in order to match skills demand with skills supply in the labour market. STED also builds upon the ILO’s unique tripartite structure and its ability to bring together governments, workers, and employers to work together for more and better jobs.

In the Malawian context, the STED methodology was applied as a response to the recommendations of the Malawi National Export Strategy (GoM, 2012) which identified three export sectors in which country has a comparative advantage: (i) the oilseeds and oilseed products sector, covering the sunflower, soybean, groundnut and cotton subsectors, (ii) the sugarcane and sugarcane products sector, and (iii) the manufacturing sector, including the agro-processing subsector (dairy, horticulture, wheat, maize pulses), the beverages subsector, the plastics and packaging subsector and the assembly subsector. While the STED methodology could be applied to all these sectors and/or clusters, this report focuses on the oilseed and horticulture sectors prioritized by stakeholders. The purpose of the STED analysis is to help identify and anticipate the skills needed to improve productivity, trade performance and employability in the two sectors, as well as to provide a demonstration that will inspire similar analytic work in other sectors.

They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Part of the New Skills at Work series. This report provides insights and recommendations on how the ASEAN-5 (Singapore, Malaysia, Thailand, Indonesia, the Philippines) can respond to skills challenges impacting their economies. It puts the spotlight on the need for an industry-oriented approach to develop job-specific skills in key growth industries, on which the success of the national growth strategy hinges. The industries selected include the information and communication technology (ICT) industry (in all five countries), electronics and electrical manufacturing (Singapore, Malaysia, and the Philippines), finance and insurance (Singapore), oil and gas (Malaysia), automotive (Thailand and Indonesia), and tourism (Thailand, Indonesia, and the Philippines). By focusing on skills gaps in key growth industries, the study provides insights into the nature of the skills challenges and how they can be effectively managed. For each country, the authors have also used a successful skill-training initiative to illustrate how skills challenges can be overcome in each country given its peculiar constraints. The report concludes that overcoming challenges will require government and employers to work together to develop coherent policies and targeted incentive structures for workers to acquire general and job-specific skills.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

OECD Economics Department Working Papers, No. 1364. Skill requirements in the labour market have significantly changed over the past two decades. The restructuring of the economy is making the labour market increasingly knowledge-based. The education system has reacted to this structural change, but as the pace has been relatively slow, many graduates remain without adequate skills and insufficiently prepared to apply knowledge in unfamiliar settings. Moreover, strong selectivity early in the education system reinforces student’s socio-economic background, leading to an excess of low skilled workers with poor labour market prospects. This contributes to persistently low employment rates and low productivity gains, slowing down the income convergence process. The education system needs to improve learning outcomes by better aligning student qualifications with labour market needs. Improving overall educational outcomes would also make the education system more equitable and inclusive. Bolstering the supply of skills requires lifelong learning and improving the access to labour market to those who have left the education system without proper skills. In return, this will also increase “on-the-job” training, which is a key driver of acquiring competences after graduation. In addition, mobilising untapped skill resources, particular educated younger women, would raise employment, which is needed to confront the labour market problem arising from population ageing.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Labor markets in the Western Balkan countries, comprising Albania, Bosnia and Herzegovina, Kosovo, FYR Macedonia, Montenegro and Serbia, are characterized by low employment rates and high unemployment. High and persistent long-term unemployment has become a salient feature of the labor markets of the region. Substantial informal sector activities are another prominent feature of these economies. International migration plays an important role in cushioning the problem of unemployment and has become an important source of income. In addition, almost the entire region is facing an aging and shrinking population due to low birth rates and high emigration. Given these unfavorable demographic and labor market conditions, interest in labor market data and analysis features highly on the agenda of regional policy makers. This report focuses on the key labor market trends (activity, employment, unemployment) between 2010 and 2016, with a special focus on the link between economic growth and labor markets. The report starts by discussing recent economic developments (section two), which is followed by an overview of demographic developments and levels of activity and inactivity in the population (section three). Sections four and five discuss employment and unemployment respectively. Section six highlights the link between economic growth and labor market developments, and section seven presents a summary of the report’s findings. An extensive statistical annex on key labor market indicators for each of the countries can be found at the back of this report.

Businesses are facing more intense pressures to respond to changing customer demands and new market entrants. Policy makers are reshaping their agendas. The forces of disruption are not just being driven by start-ups and felt by business leaders – they’re driving change in the workforce and labour market.

Two-thirds of those with less than five years’ experience (early-career Australians) expect that their job will not exist, or will fundamentally change, in the next 15 years. If they are correct, this means that there is likely to be a period of transition. Many will have to reskill, retrain or change jobs.

This paper shows that the workforce will change significantly in coming years. Using an extensive survey, it considers what this means for careers, skills, education and workplaces.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

In January 2012 the Egyptian Ministry of Education’s (MoE) technical sector introduced curriculum-based career guidance services in a number of technical secondary schools (TSS) in Egypt with the support of the German government, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and the International Labour Organization (ILO). With the backing of both institutions, career guidance material for students and teachers were developed, teachers and facilitators were trained, and a group of students in each school received the career guidance lessons as part of their classes or after school extra circular activities.

The objective of this report is to assess the impact of the career guidance services provided throughout the past years on enhancing the employability of technical secondary school graduates, their employment status, and their perception of the labour market and career opportunities. In addition, this report assesses the beneficiaries' satisfaction with career guidance services provided by the GIZ and the ILO as a first step towards the institutionalization of career guidance services and including them in the regular curriculum of technical secondary schools.
