The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Developing new skills or upgrading existing ones is the key to unlocking the potential of green jobs. The Green Jobs Initiative of the ILO, the UN Environmental Programme, the International Organisation of Employers (IOE) and the International Trade Union Confederation (ITUC) has been working to turn this potential into reality since 2008. ILO News talks to Olga Strietska-Ilina, Skills Development Specialist with ILO’s Skills and Employability Department, about a new landmark ILO study developed together with the European Centre for the Development of Vocational Training (Cedefop) on skill needs for greener economies. UNESCO-UNEVOC virtual conference report – 02/13 November 2015 The Paris Agreement is in action now. The effects of climate change on countries is driving collective action to formulate green growth agendas, transform economic, social and environmental development goals and achieve critical environment-sensitive targets, bills and legislations that enable the reduction of greenhouse gas emissions. Due to the complex nature of climate change, there is a need to shift to multi-stakeholder engagement. Indeed, issues related to climate change cannot be addressed by one viewpoint alone, but rather need multiple perspectives and cross-sectoral engagement. Education and training plays an important role in this regard. Equipping youth and adults with technical and vocation skills for employment, decent jobs and entrepreneurship is an important target within the transformative education vision set out in Sustainable Development Goal (SDG) 4, namely that of ‘inclusive, equitable quality education and lifelong learning opportunities for all.’ In this context, the need to transform the TVET sector to maximize its potential to contribute to the fulfilment of the SDG 4, as well as the promotion of green and sustainable economies and societies, is of high relevance. With an emphasis on action-oriented outcomes, this conference report seeks to define TVET’s transformative role in developed, as well as developing countries.

This study identifies skills needs and gaps in the construction and tourism industries in Thailand, with a view to transforming jobs in these industries into green jobs. Current skills and training systems were reviewed and analysed to see whether the skills and competency standards have green jobs components. The study proposes skills for green jobs responses and provides recommendations on integrating green skills and green job components into Thailand’s skills and competency standards for selected priority occupations in construction and tourism.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

La ecologización de la economía ofrece numerosas oportunidades para alcanzar objetivos sociales: puede actuar como un nuevo motor de crecimiento, tanto en los países adelantados como en los países en desarrollo, y como un generador neto de empleos decentes y verdes que pueden contribuir en gran medida a la erradicación de la pobreza y a la inclusión social. La ecologización de la economía mejorará nuestra capacidad para gestionar los recursos naturales de forma sostenible, aumentar la eficiencia energética y reducir los desechos, y al mismo tiempo permitirá enfrentar las desigualdades y potenciar la resiliencia. La ecologización de los empleos y la promoción de los empleos verdes, tanto en los sectores tradicionales como en los emergentes, fomentarán una economía competitiva, con bajas emisiones de carbono y ambientalmente sostenible, así como modalidades sostenibles de consumo y producción, y contribuirán a la lucha contra el cambio climático.

Bajo este contexto estas directrices sostienen que políticas sostenibles coherentes deben constituir un marco de transición justa para todos con el fin de promover la creación de más empleos decentes e incluso, si procede, prever la repercusión en el empleo y favorecer una protección social adecuada y sostenible frente a la pérdida de empleos y los desplazamientos, así como el desarrollo de competencias y el diálogo social, incluido el ejercicio efectivo del derecho de sindicación y de negociación colectiva.

Climate change poses major risks to economic prosperity and social progress. Current carbon and resource-intensive approaches to economic growth and development will increasingly undermine productivity and affect enterprises, jobs, livelihoods and in some cases even the ability of households to remain in their region. According to ILO estimates, a continued rise of emissions until 2050 would result in the loss of over 7% of global economic productivity.

Adaptation efforts imply a range of policy interventions including social protection and public employment programmes; micro-finance and micro-insurance; skills development; local markets and enterprise development, all of which should build on strong and effective social dialogue.

This brief provides a snapshot of selected ILO initiatives, successful practices, tools, instruments and policy guidelines that contribute to the advancement of both climate change and decent work agendas.

COP21 - Paris 2015 The greening of economies presents many opportunities to achieve social objectives: it has the potential to be a new engine of growth, both in advanced and developing economies, and a net generator of decent, green jobs that can contribute significantly to poverty eradication and social inclusion. The greening of economies will enhance our ability to manage natural resources sustainably, increase energy efficiency and reduce waste, while addressing inequalities and enhancing resilience. The greening of jobs and the promotion of green jobs, both in traditional and emerging sectors, will foster a competitive, low-carbon, environmentally sustainable economy and patterns of sustainable consumption and production, and contribute to the fight against climate change.

This Guidelines are both a policy framework and a practical tool to help countries at all levels of development manage the transition to low-carbon economies and can also help them achieve their INDCs (‘Intended Nationally Determined Contributions’) and the 2030 Sustainable Development Goals. The Guidelines are designed to create decent work on a large scale and ensure that social protection exists where needed. They also include mechanisms for social dialogue among governments, workers and employers' organizations throughout policymaking processes at all levels. The guidelines envisage that coherent policies need to provide a just transition framework for all to promote the creation of more decent jobs, including as appropriate: anticipating impacts on employment, adequate and sustainable social protection for job losses and displacement, skills development and social dialogue, including the effective exercise of the right to organize and bargain collectively.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

L’écologisation des économies ouvre de nombreuses perspectives pour la réalisation des objectifs sociaux: elle peut être un nouveau moteur de la croissance, à la fois dans les pays avancés et dans les pays en développement, et un générateur important d’emplois décents et verts susceptible de contribuer sensiblement à l’éradication de la pauvreté et à l’insertion sociale. L’écologisation des économies renforcera notre capacité à gérer durablement les ressources naturelles, à améliorer le rendement énergétique et à réduire les déchets, tout en corrigeant les inégalités et en renforçant la résilience. L’écologisation des emplois et la promotion des emplois verts, dans les secteurs tant traditionnels qu’émergents, favoriseront une économie écologiquement durable, compétitive et à faible empreinte carbone ainsi que des modes de consommation et de production durables, et contribueront à la lutte contre le changement climatique.

Les principes décris soutiennent que ces politiques doivent fournir un cadre de transition juste pour tous, afin de promouvoir la création d’emplois décents plus nombreux, y compris, s’il y a lieu, d’anticiper les incidences sur l’emploi et de favoriser une protection sociale adéquate et pérenne face aux pertes d’emplois et aux licenciements, ainsi que le développement des compétences et le dialogue social, y compris l’exercice effectif du droit de s’organiser et de négocier collectivement.

The initiative iMove was established by the German Federal Ministry of Education and Research in 2001 in order to promote cooperation between German training providers and public and private organisations in other countries. This report presents eight success stories of partnership between German and other international partners in skill development in the renewable energy and environmental technology sectors.
