The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This research brief is a digest of the 'Comparative analysis of methods of identification of skill needs on the labour market in transition to the low carbon economy' (ILO, 2011), which resulted from a joint EC/ILO project ‘Knowledge sharing in early identification of skill needs’. The project covered over 30 countries worldwide – both developed and developing – and was implemented in the framework of the Green Jobs Initiative – a partnership between the ILO, UNEP, IOE and ITUC. The study draws on a background report from the Political Economy Research Institute, analysis of data availability and classifications, expert opinions and a broad literature review.

This landmark report is the first comprehensive study on the emergence of a “green economy” and its impact on the world of work in the 21st century. It assembles evidence - quantitative, anecdotal, and conceptual—for currently existing green jobs in key economic sectors (renewable energy, buildings and construction, transportation, basic industry, agriculture, and forestry) and presents estimates for future green employment. The report recommends a number of pathways to a more sustainable future directing investment to low-cost measures that should be taken immediately including: assessing the potential for green jobs and monitoring progress to provide a framework for policy and investment; addressing the current skills bottleneck by meeting skill requirements because available technology and resources for investments can only be deployed effectively with qualified entrepreneurs and skilled workers; and ensuring individual enterprises’ and economic sectors’ contribution to reducing emissions of greenhouse gases with labour-management initiatives to green workplaces. The report was funded and commissioned by the UN Environment Programme (UNEP) under a joint Green Jobs Initiative with the International Labour Office (ILO), and the International Trade Union Confederation (ITUC) and the International Organization of Employers (IOE), which together represent millions of workers and employers worldwide. It was produced by the Worldwatch Institute, with technical assistance from the Cornell University Global Labour Institute.

This employment model for green jobs in the Philippines is produced by the Green Jobs in Asia project which is supported by the Australian Government (2010–2015). The construction of social housing is not typically considered a testing ground for green innovation. However, eligible residents of the Southville 8 housing project in Rodriguez, Rizal are learning the skills necessary for the production and installation of environmentally-friendly construction materials, improving their employment prospects and creating a healthier, more climate-secure community in the process. The employment model in sustainable construction for the Philippines establishes a strategy for the creation of green/er jobs. It does so by supporting innovative partnerships and developing curricula for skills, entrepreneurship and financial training to promote green jobs for low-income communities, with a particular focus on women. This strategy is based on the construction of new-build projects, involving a multi-tiered approach, with partners drawn from both the public and private sectors.

This employment model for green jobs is produced by the Green Jobs in Asia project which is supported by the Australian Government (2010–2015). Sustainable tourism in Indonesia is expanding and in great demand. Therefore, taking advantage of the huge potential for job creation and livelihoods within the tourism industry is an opportunity that needs to be acted upon without delay to help create green jobs and decent work. Implementing the employment model as a tool in sustainable tourism in Indonesia is a first but important step in this direction. It sets the normative and technical conditions for the large scale creation of jobs and livelihoods in Indonesia linked to ecotourism and green homestays. It achieves this by combining innovative partnerships, skills development, entrepreneurship and financial training to improve working conditions and reduce poverty by creating productive work at the local level.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This employment model for green job is produced by the Green Jobs in Asia Project which is supported by the Australian Government (2010–2015). There are important green-job-creation opportunities in Sri Lanka’s recycling industry. However, sub-standard working conditions, productivity gaps and low incomes as well as the informal nature of the work remain key challenges to be addressed. To transform waste recycling into work which is truly deemed to be ‘green jobs’ is the main aim of the employment model for the Western Province of Sri Lanka. The model achieves its objective to improve working conditions by supporting innovative partnerships, developing curricula for skills, entrepreneurship, and financial training. The model promotes productive work and facilitates the progressive formalization of jobs among the most vulnerable categories of informal workers and women involved in waste collection and processing.

This volume examines the experiences of 21 developed and developing countries in adjusting their training provision to meet the new demands of a greener economy. It shows that skills development is critical to unlocking the employment potential of green growth, yet skills shortages are becoming an obstacle in realizing this potential. The report recommends that countries devise strategies based on well-informed policy decisions, social dialogue, and coordination among ministries and between employers and training providers. The report is organized into two parts. Part 1 presents the global synthesis and analysis of all 21 countries’ experience in the transition to greener workplaces. Part 2 comprises summaries of the background reports for each country, including brief descriptions of 148 case studies. These case studies provide valuable evidence of successful efforts to meet environmental and employment challenges simultaneously and feature the initiatives undertaken by both public and private sectors. They address different aspects of skills development in response to the greening agenda, namely: green restructuring, emergence of new occupations and greening existing jobs.
