There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This report was commissioned by the Youth Employment Funders Group (YEFG) in partnership with the Mastercard Foundation. YEFP is network of over twenty multilateral organizations and international donors, including private foundations, working together to generate and share more and better evidence-based knowledge on what works in the field of youth employment. YEFG has been meeting since 2009, with a secretariat established in 2014 to support the Group’s mission. Profound global changes in the use of technology and the nature of work have urgent implications for how we educate young people and prepare them for the labour market. Employers are increasingly looking for youth who are flexible, adaptable, proactive, creative and collaborative. In short, youth need soft skills: the broad set of skills, attitudes, behaviours and personal qualities that enable them to effectively navigate their environment, work with others, perform well and achieve their goals. There is a growing awareness of the value of soft skills to both employee productivity and the healthy development of young people in general. The development of soft skills is deeply intertwined with academic and technical skill development. Though soft skills are increasingly seen to benefit youth in all domains of life, these skills are poorly understood, not well assessed, and too often overlooked in policy and institutional contexts, including education, training and the workplace.

This report summarizes areas of consensus regarding soft skills from the perspective of the Youth Employment Funders Group (YEFG), a network of donors working together to generate and share more and better evidence-based knowledge on what works in the field of youth employment. The document provides a common understanding for policymakers, employers, donors, and civil society organizations, identifies implementation and evaluation challenges, and suggests directions for investment in cost-effective, scalable and sustainable interventions and knowledge.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The global economy is affected by significant economic, technological and demographic changes that threaten to reduce decent work opportunities at a time when the demand for employment is growing and economic inequalities are higher than ever. New technologies and automation are increasingly replacing human workers, and the sectors that are less likely to be affected by these phenomena and more likely to grow in the near future (like personal services, for instance) are also more prone to informal or non-standard forms of employment. In this context, significant attention is being paid to the social and solidarity economy (SSE) as a viable option to help address some of these challenges. Indeed, while the SSE comprises a diverse and heterogeneous universe of organizational models and approaches, the main actors within the SSE share a set of common features that make them ideally suited to take on some of the key issues related to the future of work.

The paper reviews the main theoretical arguments and empirical evidence on the features and role of SSE organizations, paying particular attention to their implications for the creation and preservation of decent work. The analysis shows that SSE organizations can indeed help create and preserve employment in traditional sectors and promote decent work by providing quality and stable jobs, facilitating women’s entry into the labour force, integrating disadvantaged workers and helping the transition from informal to formal employment. The paper also argues that SSE organizations can help channel jobs in emerging sectors like the “silver economy”, that are at risk of non-standard forms of work, within entrepreneurial organizations that can provide more structure and security. This will be particularly important in the coming years, as a larger share of employment will come from the service sector (including in particular personal care and social services) and will be much less structured than in the past due to the rise of the gig economy. The paper concludes with a review of the main policy implications, briefly describing the types of initiatives, both at the national and international levels, that could lend the SSE the support it needs in order to fulfil its potential and help improve the future of work.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The event will launch the new "Digital Opportunity" pilot scheme for traineeships in digital and present the European Digital Skills Awards 2017 for outstanding projects that have increased the digital skills of European citizens.

The conference will also include plenary panels on labour market transformation and host parallel workshops on digital skills for young people, reskilling the labour force, digital skills at schools and on the digitisation of industry.

The conference will stage an exhibition where winners and runners-up of the European Digital Skills Awards, as well as other digital skills best-practices, will be displayed.

The report highlights the emergence of a new global skills gap where gender, class, geography and age can have a huge impact on whether a person is able to harness new technologies or not. It also presents strategies for ensuring all groups of people can develop these skills. Drafted by the Broadband Commission for Sustainable Development's Working Group on Education, chaired by Ms. Irena Bokova, Director General of Unesco, and John Galvin, Vice-President of Intel, the report identifies essential digital skills and competencies from basic skills to high-level professional skills.

Findings show that the development of these digital skills depends on a number of factors such as appropriate involvement of government, blending traditional ‘non-digital’ education approaches and digital applications, bridging formal and non-formal digital skills provision, and enhancing the digital competencies of teachers.

The report also focuses special attention to the often overlooked ‘complementary’ skills required to navigate technology-driven societies, such as an understanding of privacy considerations; knowledge of how to engage as responsible digital citizens; and awareness of how digital technology, big data and algorithms are shaping society.

Included in the report are policy recommendations that advice for governments to:

- Maintain public involvement in the increasingly commercially driven space of digital skills development.

- Redouble efforts to address inequalities in the provision of digital skills and competencies.

- Generate increased data on digital skills across populations to identify and fill gaps through education.

- Promote open digital resources and address needs not met by commercial providers.

- Foster partnerships with various stakeholders—including industry partners—to expand and improve the quality and relevance of digital skills development initiatives.

Also included in the report is a compendium of case studies illustrating successful examples of public and private sector working together in Africa, Asia, Europe and North America to ensure that all people have the skills and competencies they need to participate in the knowledge-based economy of the future.

This article draws attention to the skills gap in Latin America and the challenges of the region in this regard. Skills gaps are one of the leading social and economic issues of our time. In Latin America and the Caribbean (LAC), more than in any other emerging region, companies are not seeing their skills needs being met. According to the World Bank Enterprise Surveys, 36% of firms say they struggle to find an adequately qualified work force, a percentage higher than in any other region in the world, compared to a global average of 21% and an OECD average of 15%. Addressing the human capital and skills gaps has very high development returns because human capital and skills are a vector connecting five of the key interrelated challenges facing the region: sluggish productivity growth, low innovation rates, inequality, informality and social exclusion.

This report describes the construction of the database of skill needs indicators, i.e. the OECD Skills for Jobs Database, and presents initial results and analysis. It identifies the existing knowledge gaps concerning skills imbalances, providing the rationale for the development of the new skill needs and mismatch indicators. Part of the ADAPT Labor Studies Book Series. Several major transformations have characterized the world of work in recent years. Those transformations follow different patterns in different countries, yet their dynamics are so interrelated that it is often hard, if not impossible, to distinguish the causal relationships among them. Technological advances, globalization, old and new media, demographic changes, and new production and economic systems are all key factors acting on this ongoing transformation which is impacting both the world of work and society as a whole. In the spirit of Karl Polanyi, the well-known scholar who described the rise of market-based societies, we are led to wonder if we are witnessing a new 'Great Transformation of Work', on such a scale that it might change the very meaning of work in our society, and even its anthropological connotations. Accordingly, this volume investigates and discusses the different aspects of this transformation from a comparative perspective. In order to propose better solutions to cope with these changes, it is necessary to analyze their ongoing dynamics. Effective methods to anticipate future skills needs and avoid potential mismatches include: sustained dialogue between employers and trainers, coordination across government institutions, labour market information systems, employment services and performance reviews of training institutions.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Preparing the Region for the Fourth Industrial Revolution. This Executive Briefing has been prepared by the World Economic Forum. Education and work in the Middle East and North Africa region will determine the livelihoods of over 300 million people and drive growth and development for generations to come. As one of the youngest populations in the world, it is imperative that the region make adequate investments in education and learning that hold value in the labour market and prepare citizens for the world of tomorrow. In addition, as the global transformation of work unfolds in the region, policymakers, business leaders and workers must be prepared to proactively manage this period of transition.

This Executive Briefing uses the latest available data, including through a research partnership with LinkedIn, to provide a concise overview of the region’s education, skills and jobs agenda. It is intended as a practical guide for leaders from business, government, civil society and the education sector to plan for the needs of the future. It is also a call to action to the region’s leaders to address urgently the reforms that are needed today to ensure that the Middle East and North Africa’s young people can harness the new opportunities that are coming their way.

In addition to providing insights on current trends and future projections, the World Economic Forum also aims to provide a platform for multistakeholder collaboration to prepare for the future of work by closing skills gaps and gender gaps through two key initiatives in the region. The New Vision for Arab Employment consolidates the latest insights, brings together business efforts to impart employability skills and supports constructive public-private dialogue for reform of education systems and labour policies. To date, companies engaged in the initiative have supported skills development for 250,000 people. In addition the Gender Parity Task Forces help provide a method for national stakeholders to close economic gender gaps, with the first task force in the region to be launched this year. We invite more stakeholders to join these efforts, enhancing collaboration and coordination to accelerate impact.
