ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

This training course will examine the methodologies, institutional arrangements and models to analyse the skills and competences needed for the development of key economic sectors and industries. In addition, it will focus on approaches of how to develop TVET strategies that respond to sector-/industry- based skills needs.

The main objective of the course is to “help participants better understand the characteristics, methodologies, institutional arrangements and sectoral skills development modalities needed for identifying labour market imbalances in terms of skills development at a sectoral level, in addition to recognizing the current and future skills needed at a sectoral level in a broader macroeconomic policy framework.”

The course will focus on:
• Sectoral approaches for skills development: Understanding economic sectors and their different skills needs;
• Applying skills needs analysis on a sectoral level through: Sector prioritization, sector definition, collaborative mechanisms on a sectoral level;
• Value Chain linkages between economic sectors in terms of skills needs,
• Skills implications as well as skills projections on a sectoral level;
• Skills gaps on a sectoral level, and how to respond to these gaps;
• Institutional arrangements at a sectoral leve in relation to skills development strategies: Roles and services of different entities, governance, financing, and sectoral skills councils.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

This report looks at the conditions impacting the development of digital skills of a population based on international indicators of the levels of skills amongst children and adults. It is based on five international comparative surveys, the results of which reveal a sample group of twelve countries whose population have particularly high levels of digital skills. Building on these results, this rapport seeks to answer two questions: what has enabled these States to rise to the top of the rankings in digital skills, and what can other countries to do catch up?

It also shows that to achieve the best conditions for the development of digital skills, public authorities must pursue efforts in two areas: policies that create a supportive framework, and sectoral policies for basic and further training. To ensure that these policies are as relevant as possible, they must be the result of collaboration between government, educational and training institutions, and businesses.

The Blueprint for Sectoral Cooperation on Skills is a framework for strategic cooperation to address short and medium-term skills needs in a given economic sector. This is the second wave of the Blueprint, which focuses on six sectors: additive manufacturing, green technology and renewable energy, construction, maritime shipping, the paper-based value chain, and steel.
This publication focuses specifically on the steel sector and shows how stakeholders (businesses, trade unions, public authorities, research, education and training institutions etc.) can apply the framework to address challenges, illustrating the steps towards delivering sector-specific skills solutions through sectoral partnerships.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The International Renewable Energy Agency published its annual review of renewable energy and jobs. Global renewable energy employment reached 10.3 million jobs in 2017. Furthermore, IRENA’s analysis suggests that jobs in the sector could rise from 10.3 million in 2017 to 23.6 million in 2030 and 28.8 in 2050. A better understanding of employment along the value chain help decision makers formulate appropriate policies to support the expansion of the renewable energy sector. This entails not just deployment and industrial policies, but also education and training of new workers, efforts to retain skilled and experienced employees, and policies to ensure a just and fair transition from the present energy system to one that features renewables more strongly.

This is a publication from the Platform for Advancing Green Human Capital (PAGHC), an international arena to debate the implications of the ecological transition for the labour market, training and education policies and tap important synergies between the green economy and human capital.

This paper has been prepared with the intent to provide a set of general considerations that can help guide the process of designing and implementing such policies. This paper is an invitation addressed to all policy-makers and economic actors to gather forces around the issue of greening human capital as an intrinsic, crucial part of their efforts to set up a new development model.

The Platform for Advancing Green Human Capital invites all policy representatives and other stakeholders involved in such efforts to provide feedback on their own incremental progress within the policy framework and on the usefulness of this framework in guiding this progress.

UNESCO-UNEVOC is going to open a dedicated feedback consultation thread on the UNESCO-UNEVOC TVeT Forum starting 1st December 2017 to facilitate collecting feedback and perspectives on the framework. UNESCO-UNEVOC is hosting an online discussion around the recently developed framework called ‘Advancing Green Human Capital - A framework for policy analysis and guidance’, see link to publication located on right-hand margin of this page. The framework was developed jointly by UNESCO, UNEVOC, the ILO and French partners--- Ministry of Ecological and Inclusive Transition and the French Development Agency - to help guide the process of setting up a roadmap for the necessary adaptation of skills to the demands of the green economy and sustainable development. The discussion will take place on the UNESCO-UNEVOC TVeT Forum.

The discussion is going to be led by Ms Isabelle Richaud from the French Ministry of Ecological and Inclusive Transition to moderate the flow of knowledge and information during this period.

The Platform for Advancing Green Human Capital invites all policy representatives and other relevant stakeholders to join the discussion. The aims of this discussion are:

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The 2017 edition of the series Global Employment Trends for Youth provides an update on key youth labour market indicators, trends and policies, focusing both on continuing labour market instability and on structural issues faced by young people across the world. It looks at the future of work for young women and men, in particular, the link between new automation and digital technologies and youth employment prospects. It also examines youth perceptions of the future based on the ILO’s Youth and the Future of Work Survey. Incorporating the most recent employment trends for young women and men, Global Employment Trends for Youth sets out the youth labour market situation around the world. It shows where progress has or has not been made, updates world and regional youth labour market indicators, and gives detailed analyses of medium-term trends in youth population, labour force, employment, unemployment, working poverty and informality.

The 2017 edition discusses the implications of technological change for youth labour market prospects – both quantity and quality – focusing on trends in sectoral employment and on the forms of work available to young people.

Globalization and new technologies are impacting the desirability and feasibility of what has historically been the most successful development strategy. Manufacturing has been seen as special, promising both productivity gains and job creation. But trade is slowing. Global value chains (GVC) are maturing. Robotics, artificial intelligence, 3D printing, and the Internet of things are shifting what makes locations attractive for production and threatening significant disruptions in employment. There is a risk of increased polarization, within countries and across countries.

Shifting the attention from high-income countries, this report takes the perspective of developing countries to ask:

-- If new technologies reduce the importance of low-wage labor, how can developing countries compete?

-- Do countries need to industrialize to develop?

-- How can countries at different levels of development take advantage of new opportunities?

Development strategies need to broaden. Different manufacturing sub-sectors can still provide productivity growth or jobs; fewer can deliver both. Many of the pro-development characteristics traditionally associated with manufacturing--tradability, scale, innovation, learning-by-doing--are increasingly features of services. With faster diffusion of technology, it will be all the more important for countries to improve the enabling environment, remain open to trade, and support capabilities of firms and workers to ensure future prosperity is shared.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. From 27-28 November 2017 at the ILO/Geneva. The symposium is part of the work of the ILO Employment Department under its Global Product on Jobs and Skills Mismatch. It follows an earlier conference, held in May, which looked at the labour market impact and policy implications of various forms of skill mismatch.

The ILO Employment Policy Department will bring together researchers, policy-makers, practitioners and other stakeholders to review and discuss on-going research on demand for jobs and bottlenecks in developed and developing countries. The themes discussed will cover the impact of automation and digital technologies, issues related to pro-employment macro-economic and sectoral policies, trends in employment and labour market programmes, the future of work for youth and women, transition to formality, and the design and implementation of comprehensive employment policy frameworks. The main objective is to share knowledge and policy lessons learnt on fostering full employment and inclusive and sustainable economic growth. The symposium is part of the work of the Department under its Global Product on Jobs and Skills Mismatch. It follows an earlier conference, held in May 2017, which looked at the labour market impact and policy implications of various forms of skill mismatch.

Conference objectives

The conference will bring researchers, academics, development partners, ILO staff and others to:

- share lessons learned in fostering job-rich growth, emanating from policy interventions and research, that are particularly relevant for the Department’s work going forward;
- contribute knowledge to the ILO’s Future of Work initiative with respect to the future of employment and skills;
- present and discuss results of new research and selected tools and evidence from experience at the country level;
- strengthen the knowledge sharing network among academia, other UN agencies and development partners on the goal of full, productive and freely chosen employment.

Members of permanent missions, employers and workers, international organizations and academia are welcome to attend.
