ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. These guidelines serve as a comprehensive framework to assess, analyze, and understand the multifaceted dimensions of digital employment. They provide a roadmap for policymakers, researchers, statisticians and practitioners to gather accurate and reliable data, measure the impact of digitalization on employment and develop evidence-based policies that can effectively address emerging issues and ensure decent working conditions for all, including displaced populations, young people, older workers and informal workers.

The digital economy has the potential to create new forms of work, enhance productivity and foster inclusive growth. However, it also brings forth a range of challenges, including the digital divide, precarious work arrangements and the erosion of traditional employment structures. By providing guidelines for undertaking digital employment diagnostics, the ILO aims to support its constituents and stakeholders in leveraging the opportunities offered by the digital economy while mitigating the associated risks.

This document is the result of extensive research, consultations and collaboration with experts and stakeholders from around the globe. It combines the latest insights, best practices and methodologies for analyzing digital employment and its impact on individuals, enterprises, and society. The guidelines benefited from an ILO-led piloting exercise in Uganda which included an initial analysis, stakeholder consultations and a case study. The piloting was done in collaboration with the ILO PROSPECTS Opportunity Fund project “Promotion, inclusion and protection of refugees and host communities in the gig economy”.

School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

For the past decade, Swaziland, as most of the other middle income countries in Southern Africa (e.g., Botswana, Lesotho, Namibia, South Africa) has been among the slow growing economies on the continent. With high unemployment and youth unemployment, inclusive growth in the region has remained elusive (Jauch, 2011; Ncube et al., 2014). Despite the oversized public sectors, the overall employment has been low, reflecting limited private sector job creation and entrepreneurship, both in the formal and informal sector. The countries were also negatively impacted by the global financial crisis, either through trade with Europe – directly (South Africa), via South Africa (Lesotho and Swaziland) – or through fall in commodity export proceeds (Botswana, Namibia).

For many, a discussion on the role of non-state actors in education quickly boils down to a debate about whether private schools support or undermine good quality education.But, as this report shows, the role of non-state actors impacts many more corners of the education sector, from the textbooks you use, the food in your canteens, any additional tutorial support you get, the skills you might learn at work and much more.

The report invites youth to join a call for governments to #RightTheRules, which will ensure that non-state actor involvement does not compromise the promise of providing 1 year of pre-primary and 12 years of primary and secondary education free for all.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Working alongside global and local partners, Goodwall has developed an inclusive environment where young people can come together to support and learn from each other while building, testing and showcasing their skills. Over the past years, Goodwall has created and scaled up partnerships with influential actors such as UNICEF, GIZ, Generation Unlimited and PwC, among others, which led them to host virtual programmes and launch hybrid online-offline initiatives.

As Chief Impact Officer at Goodwall, Eugenio oversees the Business Development department and leads the Social Impact work of the organization. He has a background in civil and management engineering, and started his career in the international development sector, working for over 10 years across 20+ countries leading humanitarian responses for crises such as Syria, Gaza, Ebola and Zika. Over the years he covered key roles such as Director of WeWorld and at executive management level in Plan International.

The assessment was on occupations and skills gaps for youth in selected refugee settlements (Isingiro, Arua and Madi Okollo) in Uganda. This was due to the fact that while Africa’s economic growth and youth population is rapidly growing and expected to double to over 830 million by 2050, there endure significant challenges and an urgent need to promote inclusive economic transformation and jobs-induced growth to improve the quality of life for all.

Even before the onset of the COVID-19 pandemic, there were serious questions about whether children were actually learning. With widespread school closures and other disruptions to the education system brought about by the pandemic, the learning crisis has escalated to new heights. As the pandemic enters its third year, 23 countries – home to around 405 million schoolchildren – are yet to fully open schools, with many schoolchildren at risk of dropping out. Over the past two years nearly 147 million children missed more than half of their in-person schooling, amounting to 2 trillion hours of lost learning. Children have to get back to the classroom, but changes are needed to ensure that they really learn, starting with the foundational basics of reading and numeracy. 

This report offers unique insight into the extent of the learning crisis by providing an in-depth picture of which children are most at risk of not acquiring foundational learning skills. The analysis of 32 low- and middle-income countries and territories uses newly released data to examine the equity perspectives of the crisis, exploring learning outcomes among different subgroups of children, with a focus on the most vulnerable.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Tools and guidance

The platform includes a variety of practical tools and guidance materials developed by the ILO at global and national levels. The resources include guides, case studies, cheklist, visual materials and more, and they cover a wide range of topics. Some are specifically aimed at certain groups of stakeholders, for example employers, workers or governments, and some are designed to support specific groups of beneficiaries.

This policy guidance note provides advice to decision makers, managers and technical staff on how to invest in digitalising career guidance services .  

There is a need to rationalise decisions on investment in digital tools for career guidance so that they are useful and address the needs of beneficiaries and clients. Their choice and design should be thoughtful, leading to well integrated and coherent solutions rather than ad hoc investment. An approach that en­sures that technology is ‘fit-for-purpose’ for specific and diverse needs, contexts and publics is required with the aim of improving the accessibility, quality and relevance of career guidance services. This note can assist in the identification of the issues to be considered when investing in digital technologies. Aspects considered include system level concerns, targeting specific groups, labour market information usage, personal data, access to services as well as use of recent technologies. 

This policy guidance note will be accompanied by a collection of exemplary practices (forthcoming).

Youth in Africa face a myriad of constraints that affect their access to and success in the labour market. 

The current COVID-19 pandemic, which disproportionally affects young people, is putting further pressure on the job market. Youth employment programmes try to tackle these constraints, for example by providing training and skills development or promoting entrepreneurship and supporting the development of small and medium enterprises, or through a combination of these. 

Some youth employment programmes also aim to empower youth and create a more enabling environment in which they can thrive in the labour market. However, we know very little about the importance of youth empowerment and the enabling environment for employment and business outcomes: this paper aims to address this gap by understanding how a focus on empowerment and an enabling environment matters for the effectiveness of youth employment programmes in Africa.

Young people are the most affected demographic when it comes to the world\'s rising socio-economic, political and environmental crises. Yet, they are also the best placed to lead the transition to a more equitable world. This is one of the key findings of the world\'s first Youth-Driven Recovery Plan developed by the World Economic Forum\'s Global Shapers Community, a network of 14,000 inspiring young people driving dialogue, action and change.Marking the community\'s tenth anniversary, the plan features 40 policy recommendations to help policymakers integrate the voices of the next generation into recovery efforts. It features the insights and ideas of more than 2 million people, who participated in surveys and dialogues in more than 150 cities and 180 countries. This plan encompasses their hopes for a better future.

The COVID-19 pandemic has disproportionately affected young people not only in terms of their participation in the labour market but also through severe disruptions in education and training. In this podcast, ILO senior youth employment experts Niall O’Higgins and Sher Verick analyze the current situation and where we are headed.

The COVID-19 pandemic has hit the world’s young workers hard. While the pandemic has had an unprecedented impact across the global workforce, youth have suffered greater job losses than other age groups. According to the latest ILO statistical update on the impact of COVID, which came out just before World Youth Skills Day on 15 July, employment of young people aged 15 to 24 fell sharply in 2020.

What’s more, the crisis and lockdown measures constrained young people from even looking for work, increasing the so-called NEETs - young people not in employment, education, and training—last year, leaving young people worse off for years to come.
