The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Chile ha logrado indicadores de crecimiento superiores a los de la región, sin embargo, sus beneficios no se han distribuido de manera equitativa en toda su población y las personas en situación de discapacidad forman parte del grupo menos favorecido. El Programa de Gobierno 2014-2018 de Michel Bachelet, consciente de esta situación, propuso dentro de sus objetivos avanzar hacia la inclusión laboral de personas en situación de discapacidad y, para lograrlo, ofreció como estrategia la implementación de un programa de capacitación en oficios para 20.000 personas en situación de discapacidad. La responsabilidad del diseño y ejecución del programa recayó en el Servicio Nacional de Empleo (SENCE), y el presente informe corresponde una propuesta de largo plazo para su diseño.

El estudio sobre medidas para la promoción del empleo de personas con discapacidad en Iberoamérica se inscribe en el “Programa para el empleo de las personas con discapacidad en Iberoamérica”, que desarrolla la Organización Iberoamericana de Seguridad Social en el marco de Año Iberoamericano de la Inclusión Laboral de las Personas con Discapacidad, y cuyo objetivo es fomentar el intercambio de buenas prácticas entre gobiernos de Iberoamérica acerca de legislación y políticas activas de inserción laboral de personas con discapacidad en los países de la región.

El estudio trata de conocer la situación actual del empleo de las personas con discapacidad y las iniciativas que en esta materia se están llevando a cabo en la región. Los objetivos específicos a los que responde la realización de este estudio son los siguientes:

- Aumentar el conocimiento acerca de las personas con discapacidad en la región y su situación con respecto al empleo.
- Identificar y recopilar las medidas para fomentar el empleo de personas con discapacidad que existen en los diversos países de la región y sus resultados.
- Analizar las buenas prácticas existentes para extraer aprendizajes que puedan ser aplicables en otros países/contextos con iguales resultados positivos.
- Visibilizar la importancia de estas medidas para favorecer la integración laboral de personas con discapacidad.

The Government of Colombia (GoC) has identified teenage pregnancy as a priority issue. The current strategic framework to address teenage pregnancy in Colombia is outlined in the CONPES 147, effective from February 2012 until March 2014. The CONPES 147 establishes a multi-sectoral framework that aims to address the determining factors of teenage pregnancy within Colombia. Parallel to its work on teenage pregnancy, the GoC released a national strategic framework to generate opportunities for Colombian youth in July 2014. The note includes an overview of the WDR 2012 gender equality framework and World Bank regional study on teenage pregnancy; outlines the Colombian country context with regard to gender equality and youth labor market outcomes; reviews interventions that develop life skills; and highlights how these interventions might be relevant to the GoC policies and programs related to teenage pregnancy prevention (CONPES 147) and youth labor (CONPES 173).

This study uses a randomized experiment to evaluate the impacts of the training and internship program piloted in Nairobi, Mombasa and Kisumu counties by the Kenya Private Sector Alliance and the Government of Kenya with support from the World Bank’s Kenya Youth Empowerment Project. The program provided three months of classroom-based technical training coupled with three months of internships in private firms to vulnerable youths between ages 15 and 29 years, with vulnerable being defined as those out of school and/or with no permanent job. The analysis in this paper is based on survey data collected before the program started (July 2012) and 15 months after the program ended (July 2014).

The results of the impact evaluation show that the program has been successful in placing youths in paid jobs and has contributed to an increase of 15 percent in current employment among male participants. The evaluation also found that the program has had positive effects on wage earnings, especially those of females and among older males, with wages increasing by about K Sh 5,000 for males and by K Sh 7,500 for females. With a total unit cost of K Sh 97,000 per beneficiary, an estimated K Sh 6,768 monthly wage for males and K Sh 9,623 monthly wage for females, the program’s benefits exceeded the costs for males and females. The program also encouraged youths to participate in either (certified) skills training or an internship program, and helped to increase the probability of participants’ opening a bank account and accumulating savings (for females).

This paper presents an overview of the situation of youth in OECD countries since the onset of the financial crisis focusing primarily on describing the characteristics and living conditions of youth not in employment, education or training (the ‘NEETs’). It also provides data on the availability, coverage and effectiveness of income-support policies for young people, and summarises available evidence on the impact of interventions that aim at improving the social, education and employment situation of the most disadvantaged youth. Due to the paper’s explicit focus on the hardest-to-place, most disadvantaged youth, the range of policies covered is broader than in earlier studies on the same topic, including various social benefits and in-kind services targeted at this group. The paper shows that NEET rates have not yet recovered from the crisis. There are large differences in youth unemployment and inactivity across countries, and these differences were further exacerbated by the recession. Reducing NEET rates is a great challenge for governments, as youth who remain jobless for long periods typically come from more disadvantaged backgrounds, have low levels of educational attainment, and are in many cases inactive. There is substantial evidence, however, that even the most disadvantaged youth can benefit from a variety of targeted interventions, including for instance special education programmes and mentoring.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Youth literacy and life skills, especially for vulnerable youth who have left school or never received a formal education, should be a policy priority to secure the full participation of young people in society and to ensure peaceful and sustainable development. This document assesses the complex challenge of designing policy for vulnerable youth, emphasizing the importance of including input from youth and other stakeholders in the decision-making process. It also provides detailed examples of policies and programmes that meet the particular needs of vulnerable youth in an effective manner.
