Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Children's Day at Work (Lapset mukaan töihin -päivä) is a nation-wide annual event in Finland celebrated on the Friday of the national Children’s Rights Week.

Children may not know what the adults in their lives are doing for a living, or even what ‘working’ actually means. But children like to know where the grown-ups spend their days, what work actually means, and what kinds of professions there are. It helps them learn how society functions and what the adults’ world is like. For the workplace, Children’s Day at Work provides an opportunity to hear the children’s fresh ideas on how things are at the workplace or, for example, on how work could be made more family-friendly. Children’s Day at Work is not intended to put the children to work, but to familiarise them with working life, help them picture how workplaces function and increase the participation of children and young people in the society.

There are multiple ways to participate: a workplace can send employees to a school or day care centre to talk about working life, or it can invite a group of children to the workplace from a nearby day care centre, school or after-school activity group. A workplace can also agree with its employees that they can bring a familiar child or children to work with them on the day. 

Each year, hundreds of workplaces participate in the event. 

Children's Day at Work is organized by the Office of the Ombudsman for Children and the Finnish Federation for Child Welfare.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

As university choices increasingly become the dominant pathway conversations for student career guidance in secondary institutions, career education is at a crossroads. This talk challenges educational leaders to rethink the future of career education, not as a university choice decision but as a strategic process that is essential for student development and career identity.

Career readiness is complex, subjective, and essential, and it should not be left to students to make hurriedly in their final year of secondary schooling. While institutional budget constraints are realistic barriers faced by educational leaders, its growing dominance for career guidance provisions risks undermining the credibility of career education, compromising the quality of guidance students must receive, and contributing to mismatched career choices, rising youth unemployment, and social and economic challenges globally.

This talk will explore the risks of marginalizing career education, youth over-relying on AI caused by the lack of educational support, and the urgent need for educational system-wide investment in high-quality, human-led career guidance. The research findings for this talk will advocate placing trained career professionals at the centre of guidance provision, supported but not replaced by AI technologies.

Educational leaders will walk away with a new understanding of why career education and development are not optional but necessary life skills that their schools should adopt to ensure student's success and to future-proof their careers.

Many jobs in labour intensive sectors, which tend to be occupied by economically vulnerable groups of people (such as women and the poorly educated), are at high risk of being automated. In this light, delivering job-relevant skills at a reasonable cost, especially for workers whose jobs are at risk, is important. If well implemented, ICTs in TVET have the potential to improve access to learning, to improve quality while decreasing costs, to make teaching and learning more relevant to people’s work and lives, and to encourage individuals to become lifelong learners.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. En s’appuyant sur des nouvelles recherches à l’appui, ce forum politique – en anglais, français et espagnol – a pour vocation d’aider les décideurs et les planificateurs à améliorer la prestation des services éducatifs et à réduire la corruption dans l'éducation.

Questions clés sur le gouvernement ouvert dans l’éducation

S'appuyant sur les conclusions de la recherche de l'IIPE sur le gouvernement ouvert, le forum politique abordera une série de questions majeures, notamment :

  • Comment les différentes parties prenantes comprennent le concept de gouvernement ouvert dans l'éducation
  • Comment les initiatives de gouvernement ouvert contribuent à un meilleur accès, à une meilleure qualité ou équité dans l'éducation

Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The Youth-Led Solutions Summit: The Future of Work will empower young people with knowledge about how the world of work is changing, the importance of agility, and the Sustainable Development Goals connected to decent work. The Summit will also build young people's understanding of employment pathways, skills, innovations, entrepreneurship opportunities, and impacting systems change, focussing on three economies – the green economy, the care economy, and the creative economy. 

Post-Summit, young leaders will be called to come together in teams to design solutions - or create new innovative opportunities - in these economies by leveraging technology, and their newfound knowledge, networks and experiences.
