One in five youth aged 15 to 24 in Latin America is out of school and not working (ninis). Nearly 60 percent of ninis in the region are from poor or vulnerable households in the bottom 40 percent of the income distribution, and 66 percent are women. At the same time, it is men who account for the growth in 2 million ninis during the last 20 years. The study undertakes a comprehensive diagnosis quantifying the problem, develops a conceptual framework identifying the determinants of youths' choices, uses all the available data to test the theoretical implications, and reviews the evidence regarding interventions that have proven effective in keeping youth in school and helping them become employed. The findings of the study offer policy makers in the region with options to provide opportunities to the region's 20 million ninis.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

The 2015 Echidna global scholars working paper The last two decades have seen a phenomenal rise in girls’ education and a concomitant decline or stagnation in labor market outcomes for women, especially in female labor force participation in central and southeastern Europe, East Asia, Southeast Asia, and South Asia.

This paper focuses on Sri Lanka, a country with a long record of gender equality in education enrollment and high female completion rates, which has also been characterized by low and stagnant female labor force participation. It remains a puzzle why Sri Lanka has been unable to translate its high girls’ education gains into female labor force participation. This paper examines whether clues to the answer lie in (1) gender differences in skill acquisition, which have implications for education policy; (2) differences in the way the labor market values identical skills in men and women, with implications for labor market policy interventions, or (3) in the gender division of labor in the household, which has implications for family-friendly and social policies. The paper analyzes the 2012 World Bank STEP Skills Measurement survey, a rich data set that includes self-reported measures of cognitive and non-cognitive skills for all individuals of working age, to address these questions.

Korea Research Institute for Vocational Education and Training (KRIVET) held an international seminar under the theme of ‘Enhancing the link between skills development and youth employment policies’ on June 12, 2014 to discuss ways of tackling the issue of youth unemployment. The seminar brought together vocational education and training experts from Germany, Norway, Australia, Switzerland and China, who presented cases and experiences in linking skills development and employment policies in their respective countries. Also, experts from UNESCO-UNEVOC, ILO and Cedefop joined Korean experts in panel discussion to explore ways of resolving youth employment issue from international and comparative perspectives. This publication is a compilation of the papers presented and written by the experts who participated in the seminar.

Finally, the document presents policy recommendations. The objective of this study is to contribute to identifying more effective solutions to address the challenge of youth employment. The Government of Colombia (GoC) has identified teenage pregnancy as a priority issue. The current strategic framework to address teenage pregnancy in Colombia is outlined in the CONPES 147, effective from February 2012 until March 2014. The CONPES 147 establishes a multi-sectoral framework that aims to address the determining factors of teenage pregnancy within Colombia. Parallel to its work on teenage pregnancy, the GoC released a national strategic framework to generate opportunities for Colombian youth in July 2014. The note includes an overview of the WDR 2012 gender equality framework and World Bank regional study on teenage pregnancy; outlines the Colombian country context with regard to gender equality and youth labor market outcomes; reviews interventions that develop life skills; and highlights how these interventions might be relevant to the GoC policies and programs related to teenage pregnancy prevention (CONPES 147) and youth labor (CONPES 173).

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Análisis sobre las percepciones de los jóvenes urbanos de escasos recursos en Chile

Es bien sabido que la juventud enfrenta hoy una situación crítica de transición del mundo educacional al laboral. Chile no es una excepción, y especialmente grave es esta situación en jóvenes urbanos de familias de bajos ingresos, dado que poseen menor capital educativo y social que sus pares de otros niveles socioeconómicos, y no acceden a redes de relaciones que les permitan, aun cuando logren mayores años de escolaridad, acceder a empleos que valoren su capital humano acumulado.

Por eso resulta relevante ver cómo este grupo juvenil percibe su proceso educativo y su inserción laboral. Sobre la base de las encuestas a jóvenes chilenos realizadas por el Instituto Nacional de la Juventud de Chile (2000 y 2003), las páginas que siguen muestran la percepción de los y las jóvenes chilenos urbanos de estrato socioeconómico bajo (primer quintil) acerca de la utilidad de la educación recibida en la escuela para enfrentar el trabajo o los estudios posteriores, de los recursos técnicos y humanos de los establecimientos escolares a los que asisten, de la preparación y dedicación de los profesores, y de situaciones que a su juicio perjudican sus dinámicas de aprendizaje en las escuelas.

Experiences from Malawi, Tanzania Mainland and Zanzibar archipelago A productive economic opportunity in the agro sector needs various components. It requires capacity development adapted to rural youth’s levels of understanding and labour markets opportunities; it further requires facilitation and mentorship in adequately accessing land, credit and markets while also enhancing the opportunities for youth inclusion in policy and strategic debates concerning their wellbeing and national economic development. The integrated activities cover policy support and implementation with a focus on the inclusion of rural youth populations. Strategic and normative support with the development of contextualized training materials, as well as the piloting of a demonstrational operational model are also fundamental parts of the overall support. With this context, this publication reflects on an innovative public-private partnership model for youth employment in agriculture developed by the FAO and piloted in Malawi, Tanzania Mainland and Zanzibar archipelago.
