Vocational Education and Training (VET)1 refers to ‘learning pathways which aim to equip people with knowledge, know-how, skills and/or competences required in particular occupations or more broadly in the labour market’ for the jobs of today and tomorrow. High-quality vocational education and training systems that have a strong work-based learning element facilitate young people’s transition to work and can contribute to reducing unemployment and supporting economic development. VET is also a powerful means of empowering people to develop their full capabilities, enabling them to seize social and employment opportunities, and increasing the productivity of both workers and enterprises. Better education and training is also necessary for (although it does not guarantee) decent work and socially sustainable, fair growth.

VET and skills policies include formal, non-formal and informal vocational learning, workplace and work-based learning, and other learning opportunities in the formal and informal economies. These policies support a life-long learning approach to economic growth, and good employment and social objectives. This paper sets out the concepts that underlie the preparation of VET reforms and other VET-related projects by EU Delegations or teams within the European Commission.

Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. These Regional Model Competency Standards for Construction have been developed by the ILO Regional Office for Asia and the Pacific. They constitute a set of benchmarks that define the skills, knowledge and attributes required to perform a work role. These construction standards have been mainly modeled on the CPC08 Construction, Plumbing and Services Training Package developed by the Construction and Property Services Industry Skills Council, owned and published by the Commonwealth of Australia.

Skills testing and certification can help youth transition into the labour market by improving the information available to recruiting companies. It also allows for workers in the informal economy to have their skills recognized and facilitates their mobility – their potential shift to formal jobs. In some countries, certificates are linked to wage scales negotiated between social partners. Testing also gives important feedback on training outcomes to training providers and can thereby help improve their programmes. Finally, it provides useful information on the available labour supply for policy-making purposes. Overall, there is a great deal of potential for national testing and certification systems to impact positively on the functioning of labour markets.

This manual presents a framework of minimum requirements for testing and certification in Jordan, established by the ILO and the Centre of Accreditation and Quality Assurance (CAQA) under the project 'Tripartite Action for Youth Employment in Jordan'. The scope of this manual includes the testing and certification procedures directly under CAQA’s responsibility.

Governments and policy makers recognise the importance of Technical and Vocational Education (TVE) in the social and economic development of people and nations. A dynamic system, TVE faces many challenges, including the growing expectations of the young in an increasingly competitive global environment. But, despite the many efforts, the quality, standards and outcomes often remain elusive. The public image remains negative. National education systems continue to be driven by an over emphasis on academic education at the expense of building a quality TVE which can better serve the needs of individuals and the economy.

Brunei Darussalam, a small but “well-to-do” economy, is not immune to the dynamics and forces driving change in society and the world. In responding to the national vision of a modern, harmonious and progressive society, the 21st Century New Education System (SPN21) initiative was introduced in 2008 to build a more educated and skilled workforce. A strategic policy shift in education to support Brunei Vision 2035, SPN21 ensures that all students will have at least 10 or 11 years of schooling before progressing to the Sixth Form, Polytechnic or TVE under the Department of Technical Education (DTE).

Thus, the ultimate proposal in this white paper is the need to restructure and establish a new system of technical and vocational education which is better aligned with the social and economic needs of the country. It calls for a fundamental shift in policy and the transformation of the present system under DTE. Replacing the DTE, will be a new autonomous post-secondary educational institution called “Brunei Technical Education” (BTE). This paper provides the rationale, proposed changes and timeframe for transforming technical and vocational education in Brunei Darussalam.

Internal displacement and the development of informal settlements in Afghanistan are key humanitarian and development challenges for policy makers to address, and growing concerns in an uncertain context of transition. This third research study by Samuel Hall on the living conditions and protection concerns of internally displaced persons (IDPs) contributes to the knowledge base required to mainstream protection in humanitarian and development priorities and interventions.

There are over 50 informal settlements in Kabul (KIS) where mainly returnee and IDP households live in extreme poverty and vulnerability. The working population in KIS can be identified as low-skilled and economically disadvantaged workers. In such a context, skills upgrading can be an effective policy intervention to strengthen the local integration of the working poor and can lead to poverty reduction in KIS. Thus, vocational training may lead to increased productivity and higher income next to the working poor in KIS, if it is designed based on the realities of the labour market in Kabul.

Education stands at a critical juncture in the Arab States – more than three years after the eruption of the Arab Spring sparked by young people of the region, and one year before the deadline for the realisation of the six Education for All (EFA) goals, the future role and direction of education hang in the balance. The enthusiasms and tensions of the Arab Spring were fuelled in part by growing demand for education and for the benefits it is purported to bring, as well as by frustrations with its low quality and inability to deliver work opportunities. Fully one in five people is aged 15-24 – a total of 85 million – and one in four of these is out of work. In some countries of the region, unemployment among university graduates is higher than among those with nothing more than primary schooling.

The Arab Spring has highlighted the role of youth, of women, and of information and communication technologies (ICTs). EFA is of course all about what opportunities young people have to develop their potential and contribute to society. It is also worth noting that the EFA agenda set goals for gender parity and gender equality in education, and stressed the need to integrate ICTs into educational processes. This report reviews the status of progress towards the EFA goals and then presents a number of examples of recent activities designed to accelerate progress. It also reviews the status of the 2015 EFA final review process and of discussions on the post-2015 education agenda.

Alarming media coverage of rising wages and complaints among firms of a shortage of skilled workers has raised concerns over whether Lao workers are equipped with the skills sought by firms. The Government and other partners have responded by channeling more resources to skills development, for example with investments in vocational training facilities to train more workers. This report argues that the workforce problems which Lao PDR faces do not only stem from problems in the education sector. Looking only to skills development as a solution would not address the fundamental problems constraining economic growth, employment creation, and poverty reduction. Creating an environment conducive for farm and non-farm businesses to make investments and grow remains an essential first step for skills development. As World Bank (2004) states, Training does not create jobs. Skills are a derived demand and that demand depends on policies for growth and employment creation.
