The overarching goal of this study is to facilitate Cameroon’s strategic objective of ensuring a well-educated human resources base in support of its quest to emerge as a strong middle-income economy by 2035. This study is intended to support Cameroon in preparing a national strategy for skills development, related policies, and institutions to boost competitiveness and productivity, and job creation - while being aware that many factors other than skills can limit productivity and job creation, including weak governance, bureaucracy, infrastructure, and taxation policies that directly affect the business environment.

The study focuses on skills development for the informal and formal labor markets. For this purpose the authors have undertaken empirical analyses on growth accumulation effects, skills development through the education, and training system that is presented by examining skills accumulation effects, and value-chain analysis that shows the constraints for the demand and supply of skilled and unskilled labor in Cameroon.

This report also presents a comprehensive diagnostic of skills development policies and institutions in Cameroon. It analyzes the various mechanisms for skills development and their alignment with emerging sector demand. The study attempts to bridge a knowledge gap about the skills mismatch in Cameroon, and address the question of how education and training can make valuable contributions to developing skills, spurring growth, increasing competitiveness, and helping Cameroon evolve to higher-value products and services. This study attempts to understand the skills in demand by employers, the constraints on the development of those skills, and the skills that make a difference in raising productivity.

Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

The purpose of the FORMUJER Programme (Programme to Strengthen Technical and Vocational Training of Low Income Women in Latin America) is to promote and strengthen the capacities of the institutions of the region to design and implement policies intended to improve the quality, relevance and equity of training for work and increase the employability of women and men, paying special attention to the training and labour insertion needs of low income women.

To achieve its objectives, FORMUJER has developed a model for intervention –to which this volume is devoted– that makes an objective in itself of the systematisation, spreading and transfer of the developments, results and lessons learned, that become specific products, among which the FORMUJER publications are included.

The purposes of this document are:

• supplement the conceptual, methodological and strategic rationale of the proposed model of intervention, articulating it with the Conceptual and Teaching Materials Series;
• present its design and structure;
• analyse the process of implementation of the model proposed and the Programme, going further into depth regarding the different strategies applied in each country;
• outline the main results of execution up to mid-2003, in overall terms and, basically, in qualitative terms;
• share, responding to the conviction that gave rise to and guided both its design and its action, the reflections and learning that have been gathered over the five years of execution.

Vocational education and training (VET) systems must adapt to the labour market, to technological developments, to changes in existing occupations and to new ways of work organisation. Differences in learners’ performance or prior knowledge, skills and competences, also require flexibility in education and training provision. Modularisation and unitisation of VET programmes and qualifications is seen as part of the answer to these challenges.

This study investigates the role of modules and units in VET in 15 EU countries and aims to determine how these structures fit in the wider VET systems. It provides a comparative analysis of different modularisation and unitisation practices and the rationale behind their implementation, and an outline of the different national contexts in which modular and unitised structures developed over time. It also offers a close-up of three different approaches to modularisation in one occupational area, in Germany, the Netherlands and Scotland.

In 2015, a set of Sustainable Development Goals (SDGs) will succeed the Millennium Develop-ment Goals as reference goals for international development for the period 2015-2030. Educa-tion was identified as a standalone goal (SDG4). Epistemic communities have documented a number of links between education and other SDG areas, and policy makers have long recog-nized many of them. Based on an exhaustive content analysis of 40 global reports, this paper examines how well such links are represented in flagship publications of the United Nations system. Taken together, the reports identify links between education and all the SDGs, with the notable exception of SDG 14 on oceans. For most of the SDGs, causal links are identified in both directions, from education to other goal areas and vice-versa. The most emphasized connections are those between education and growth (SDG8) and gender (SDG5).

Skills for Trade & Economic Diversification (STED) This Summary Report on the Skills Needs of the Pharmaceutical Sector in Jordan was prepared under the ILO’s Skills for Trade and Employment project, which is the Jordanian component of the global Applying the G20 Training Strategy project. It reports on the findings of a forward-looking study of the sector’s skills needs based on the International Labour Organization’s (ILO) Skills for Trade and Economic Diversification (STED) methodology. The methodology combines sector level technical research and consultation with the social partners and other stakeholders to develop a shared analysis of the trade and skills challenges facing the sector, and proposals as to what should be done on skills to meet these challenges and secure a positive future for the sector.

The report sheds light on the situation of the Jordanian pharmaceutical sector from a skills and labour market perspective. It reflects on Jordan’s exports within the region and to other international markets, examining the challenges that affect the sector in improving its competitive position, especially in comparison with competitors in regional markets from within the region and from Europe and Asia.

The National Vocational Qualifications Framework of Sri Lanka was developed in conformity with the socioeconomic milieu and the needs of the labor market with the participation of industry stakeholders. It has enhanced the role of the government in policy and regulation, and the role of the private sector in providing skills training. A unified system with seven levels covering 96 occupations at the craft level, 14 fields at the middle technician level, and 4 courses of study at the degree level, it has reduced the complexity and ambiguity of training and selecting competent workers. This publication describes the progress and challenges in developing, implementing, and monitoring this ambitious scheme, with lessons for developing skills qualification frameworks in other countries.

The Key Indicators for Asia and the Pacific 2015, the 46th edition of this series, includes the latest available economic, financial, social, and environmental indicators for the 48 regional members of the Asian Development Bank. It presents the latest key statistics on development issues concerning the economies of Asia and the Pacific to a wide audience, including policy makers, development practitioners, government officials, researchers, students, and the general public.

While progress in the spread of education is noticeable, shortfalls in the quantity and, especially, quality of education constrain skill development and growth. Some of the report's findings include the following:

- Developing Asia has made large strides in expanding educational access to education. Average years of schooling nearly doubled from 3.9 in 1970 to 8.0 in 2010;
- Skills remain weak in many parts of the region, due to gaps in both the quantity and quality of education provided;
- A failure to raise the quality of education will have consequences for growth prospects;
- Public educational expenditures are necessary, but not sufficient to improve learning outcomes; and
- Families and firms also need to be involved in the region’s skill development agenda.

Asia-Pacific Education System Review Series No. 9 The purpose of this report is to provide insight into transversal skills education in Technical and Vocational Education and Training (TVET) by examining teaching and assessment of these skills in selected countries of the Asia-Pacific region.
