Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

En un entorno sin precedentes de competencia mundial, rápidos cambios tecnológicos, normas de regulación mundiales, poblaciones móviles en crecimiento y aparición constante de nuevos empleos y capacidades, no es de extrañar la entrada en escena de nuevos elementos en la formación profesional (FP), que se traducen en nuevas formas de impartir y cualificar este tipo de enseñanza. La FP ha dejado de ser territorio exclusivo de los sistemas nacionales. Organismos sectoriales internacionales, agencias multilaterales y empresas multinacionales son los nuevos jugadores que han entrado en el terreno de juego y han cambiado el modo en que se imparten, se adquieren y se evalúan las capacidades. Conscientes de la importancia de esta tendencia esta nota presenta las oportunidades y desafíos de una nueva frontera en la formación.

Dans un paysage de concurrence mondiale sans pré- cédent, de technologie en évolution rapide, de normes de régulation mondiales, de populations de plus en plus mobiles et d’apparition constante de nouveaux emplois et de nouvelles palettes de compétences, l’introduction d’éléments nouveaux – de nouvelles formes d’offre et de certification – dans l’enseignement et la formation professionnels (EFP) n’a rien de surprenant. L’EFP n’est plus le pré carré des systèmes nationaux. De nouveaux acteurs – organismes sectoriels internationaux, agences multilatérales, sociétés multinationales – se sont implantés sur le territoire, modifiant les modes de transmission, d’acquisition et d’évaluation des compétences. The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

ILO Employment Working Paper No. 189

This paper provides experimental evidence on the effects of vocational and entrepreneurial training for Malawian youth, in an environment where access to schooling and formal sector employment is extremely low. It tracks a large fraction of programme drop-outs – a common phenomenon in the training evaluation literature – and examines the determinants and consequences of dropping out and how it mediates the effects of such programmes. The analysis finds that women make decisions in a more constrained environment, and their participation is affected by family obligations. Participation is more expensive for them, resulting in worse training experience. The training results in skills development, continued investment in human capital and improved well-being, with more positive effects for men, but no improvements in labour market outcomes in the short run.

An analysis of Poland’s performance in the program for international student assessment Facing the prospects of rapid demographic aging and decline over the coming decades, Poland needs a highly skilled workforce to help generate the productivity growth that it needs to fuel continued convergence of its living standards with those of its West European neighbors. Skilling up the workforce starts with equipping youth with the right cognitive and socio-emotional foundation skills. International research has identified three dimensions of skills that matter for good employment outcomes and economic growth: cognitive skills, such as literacy, numeracy, and creative and critical thinking or problem solving; socio-emotional skills and behavioral traits, such as conscientiousness, grit, and openness to experience; and job- or occupation-specific technical skills, such as the ability to work as an engineer.

This report focuses on cognitive skills. It examines results for Poland from the program for international student assessment (PISA), which assesses the mathematics, reading, and science competencies of 15-year-olds. The overall effects of reform on Poland’s PISA scores have been positive, although isolating the precise impact of each reform element is difficult. There is evidence from PISA assessments replicated for older students in upper-secondary education in 2006, 2009 and 2012 that performance gaps previously found between vocational and general schools for 15-year-olds prior to the 1999 reform persist today in upper secondary education, where the performance of students in vocational upper-secondary schools trails that of their peers in general education.

The future of productivity: Main background papers

 

This paper explores the relationship between skill mismatch and public policies using micro data for 22 OECD countries from the recent OECD Survey of Adult Skills (PIAAC). Results suggest that differences in skill mismatch across countries are related to differences in public policies. After controlling for individual and job characteristics, well-designed product and labour markets and bankruptcy laws that do not overly penalise business failure are associated with lower skill mismatch. Given the negative relationship between skill mismatch and labour productivity, reducing skill mismatch emerges as a new channel through which well-designed framework policies can boost labour productivity. Skill mismatch is also lower in countries with housing policies that do not impede residential mobility (e.g. transaction costs on buying property and stringent planning regulations). Greater flexibility in wage negotiations and higher participation in lifelong learning as well higher managerial quality are also associated with a better matching of skills to jobs.

Evidence from Cedefop’s European skills and jobs survey What has been the impact of the economic crisis on skill mismatch? Is there a cost in getting the unemployed quickly into any job? Why is skill mismatch prevalent among the EU workforce? To answer these and other timely questions on skill mismatch, in spring 2014 Cedefop carried out the European skills and jobs (ESJ) survey. The findings of the survey shown in this report caution that the prolonged economic downturn is threatening the long-term potential of the EU’s human resources. A greater share of recent job finders has entered into jobs that need lower qualifications and skills than their own. The unemployed also run a greater risk of misplacement into jobs of lower skill intensity. More than one in five EU employees has not developed skills since they started a job, as over one third of EU jobs are characterised by poor task complexity and lack of continued learning. Closer stakeholder collaboration and policy action is needed in the EU to generate not only more skills but also, crucially, better jobs for better-matched skills.

Postsecondary education and training institutions are viewed by countries around the world as engines for accelerating growth through human capital development needed for knowledge-based economies. Emerging economies in Asia too aspire to strengthen advanced skills and education systems in order to move up global value chains. While developing countries in Asia have recorded high growth rates in the last decade, they face possible stagnation unless they are able to upgrade the quality and capability of their work force in line with the demands of world markets.

Within this context, this publication arises from a knowledge partnership between ADB and the Colleges and Institutes Canada (CICan, formerly the ACCC) on skills development and TVET. CICan has partnered with ADB in the ADB International Skills Development series to advance dialogue on skills development between practitioners, policy makers, industry representatives and academia. This publication outlines the journey and success of the Canadian Community College models and approaches and their relevance to developing countries.

OECD Economics Department Working Papers No. 1219 China has made impressive strides in education in recent decades, even though the accumulation of human capital has lagged behind that of physical capital. Going forward, access to and quality of education will be key to sustain economic convergence with the most advanced economies and to offset the drag exerted by population ageing. This will require addressing a number of problems. Access to pre-school education is still far from universal. Migrants’ children as well as rural and poor families are still at a major disadvantage at every step of the education ladder. The focus on rote learning and exams remains excessive. More bridges are needed between vocational and general education. Graduating students often struggle to find a job matching their expectations and employers do not always find the requisite skills.

Within this context, this paper first documents the remarkable progress made so far in educational attainment, but also highlights various skills mismatches faced by new graduates entering the labour market, drawing on new survey evidence. It stresses the importance of the right incentives to innovate in universities. The paper then discusses how to improve the quality of education, which is uneven and overly focused on rote learning and exams, and how to attract and retain better teachers. The paper goes on to examine inequalities in access to good education and explores how to make the education system more inclusive to provide opportunities at all stages to all, and flexible enough to adapt in the face of ongoing structural change. The paper highlights some of the key policy challenges faced by China in providing the right skills to all and proposes measures to address them.
