The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This is the first Flagship report for the ‘Global Deal for Decent Work and Inclusive Growth’ partnership – hereafter the Global Deal. The Global Deal is a global multi-stakeholder partnership whose objective is to jointly address the challenges in the global labour market and enable all people to benefit from globalisation. The fundamental idea at the heart of the Global Deal is to highlight and promote the potential of sound industrial relations and enhanced social dialogue as a means to foster decent work, quality jobs, and increased productivity – and by extension greater equality and inclusive growth. The Global Deal was initiated at the behest of the Swedish Prime Minister, Stefan Lofven, and developed in cooperation with the ILO and the OECD. The partnership was launched in September 2016 with an initial core group of states, businesses, trade unions and other organisations. The rationale behind the Global Deal is that cooperation within and across a wide array of stakeholder groups is a key element for coming to terms with some of the complex challenges that impede human prosperity and well-being. The Global Deal thus aims to facilitate and advance that cooperation by providing political impetus, scaling up existing processes, promoting evidence-based research and highlighting the opportunities for ‘win-win-win’ gains that mutually benefit workers, businesses and governments.

The present report provides an international portrait of the foundations, trends and challenges connected to social dialogue and sound industrial relations. Furthermore, it aims to demonstrate the potential effects of social dialogue and highlights the Global Deal partnership as a vehicle for accelerating change and as a tool for delivering on the SDGs. This is the first of what is meant to be a recurring report, to be published every other year, and serve as the main tool for following up on the Global Deal partnership.

This report highlights the crucial role played by social partners in shaping the future of work, through workplace cooperation, collective bargaining between trade unions and employers, or their organisations, and tripartite social dialogue between the social partners and the government. Social partners can jointly decide what technologies to adopt, and how. They can contribute to manage transitions for displaced workers, help identify skills needs, develop education and training programmes, and participate in the delivery of the latter. They can also play a role in providing social protection for workers and in promoting concerted action to address gender disparities and issues of discrimination – both in the workplace and throughout global supply chains, but also in terms of representation within the institutions of social dialogue – thereby ensuring better social and labour market outcomes for women and greater prosperity for society as a whole.

This report looks at the conditions impacting the development of digital skills of a population based on international indicators of the levels of skills amongst children and adults. It is based on five international comparative surveys, the results of which reveal a sample group of twelve countries whose population have particularly high levels of digital skills. Building on these results, this rapport seeks to answer two questions: what has enabled these States to rise to the top of the rankings in digital skills, and what can other countries to do catch up?

It also shows that to achieve the best conditions for the development of digital skills, public authorities must pursue efforts in two areas: policies that create a supportive framework, and sectoral policies for basic and further training. To ensure that these policies are as relevant as possible, they must be the result of collaboration between government, educational and training institutions, and businesses.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This publication maps and analyses the non-formal and informal learning and competences of Syrian refugee youth and young adults living in Egypt, Iraq, Jordan, Lebanon and Turkey (the five main hosting countries since the beginning of the Syria crisis).

This publication aims at helping policy makers in these countries setting up appropriate recognition systems that will formally recognize, validate and accredit the qualifications of refugees, so that in turn, these refugees are able to re-enter education and training or integrate the work of work and regain their dignity.

This publication is the result of close collaboration between the UNESCO Institute for Lifelong Learning (UIL), in Hamburg, Germany, and the UNESCO Beirut Office and Regional Bureau for Education in the Arab States.

The Blueprint for Sectoral Cooperation on Skills is a framework for strategic cooperation to address short and medium-term skills needs in a given economic sector. This is the second wave of the Blueprint, which focuses on six sectors: additive manufacturing, green technology and renewable energy, construction, maritime shipping, the paper-based value chain, and steel.

This publication focuses specifically on green technology and renewable energy and shows how stakeholders (businesses, trade unions, public authorities, research, education and training institutions etc.) can apply the framework to address challenges, illustrating the steps towards delivering sector-specific skills solutions through sectoral partnerships.

This report is part of a series of country projects within the OECD programme of work on “Building effective national and local skills strategies”. Italy needs to take prompt action to bolster growth and improve people’s skills across the country. As our economies adapt to globalisation, technological and demographic change, the demand for new and higher levels of skills increases. Yet Italy is struggling more than other advanced economies to meet these changing demands. Italy has launched a number of ambitious reforms to boost growth. But the reforms need to fully implement to ensure that schools, universities and workplaces equip all Italians with the skills needed for success in the economy and society. The OECD Skills Strategy Diagnostic Report makes a number of recommendations that will help sustain this positive momentum including, among others, to:

- Implement the Alternanza Scuola Lavoro (ASL) by training school principals and teachers to effectively engage employers in the design of work-based learning activities and increase incentives for firms to hire trainees.
- Expand and improve the quality of professional tertiary education institutions (ITS).
- Increase overall investment in tertiary education.
- Subsidise training programmes that target low-skilled adults who often face difficulties in accessing such opportunities.
- Increase public and private investment in skills and improve how they are allocated through monitoring and evaluation.
- Improve the governance system to ensure that skills polices are aligned and coordinated.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

ILO EMPLOYMENT Working Paper No. 224 The paper analyses theoretically and empirically the effects on young people’s labour market outcomes of two specific labour market institutions and their interaction: employment protection legislation and active labour market policy. More specifically, the paper examines recent policy reforms in Italy focusing on the impact of the 2012 Fornero reforms of employment protection legislation as well as the initial impact of the EU-wide Youth Guarantee scheme introduced in Italy in March 2014. The paper also examines how these two policy reforms interacted.

Job quality remains a major concern with vulnerable employment pervasive around the world. As more and more investment is made in education and skills around the world, it is important to note that most young people in low- and middle-income countries will not be putting to use the skills they learn in formal sector jobs; they will be making use of these skills in the informal economy. This paper is concerned with jobs and skills mismatch in the informal economy in low and middle income countries. It reviews the analytical and conceptual framework for jobs and skills mismatch in the informal economy, considers the causes of skills mismatch in the informal economy, analyses available data on the phenomena and reviews policy and program options to address it.
