The world of learning and the world of work are separate but linked. While one involves learning, the other produces goods and services. Neither can thrive without the other. Strong partnerships between government, employers and workers help ensure the relevance of training to the changing needs of enterprises and labour markets.

This report presents a comprehensive diagnostic of the country’s WfD policies and institutions to inform policy dialogue on this important issue. The results are based on a new World Bank tool designed for this purpose.  Known as SABER-WfD, the tool is part of the World Bank’s initiative on Systems Approach for Better Education Results (SABER),2 the aim of which is to provide systematic documentation and assessment of the policy and institutional factors that influence the performance of education and training systems. It examines three crucial dimensions of the WfD system: strategic framework, system oversight, and service delivery. The SABER-WfD tool encompasses initial, continuing, and targeted vocational education and training that are offered through multiple channels and focuses largely on programs at the secondary and post-secondary levels. This report documents the results of the use of the SABER-WfD tool in Armenia for the first time.

Grenada has faced various socioeconomic challenges within the last decade, including the destruction wrought by Hurricane Ivan in 2004 and the global financial crisis. As a result, economic indicators for Grenada illustrate unfavorable increases in the poverty and unemployment rates, especially among the youth and young adults.
As studies show a shortage of skills throughout the economy skills development has come into focus within the last five years in an effort to stimulate the private sector, which continues to struggle to attract foreign investment. Workforce development (WfD) has been deemed a priority for improving the country’s socioeconomic prospects.
To support the government of Grenada in this effort, the World Bank implemented the diagnostic tool SABER?WfD to assess the institutional bottlenecks that stand in the way of progress; this exercise was viewed by the World Bank as a first step to deepen dialogue around the major WfD challenges that the country needs to address. The results of the assessment presented in this report are expected to assist in clarifying priorities. They classify the WfD system according to four stages of maturity in policy and institutional development, as follows: (1) Latent, (2) Emerging, (3) Established, and (4) Advanced.

The study benchmarked levels of support for WfD in Turkey and identified measures that have helped to progress WfD within the framework of human capital development. The study takes advantage of a new diagnostic tool (SABER?WfD) to assess Turkey’s WfD for 2012. The tool is a part of the World Bank’s initiative on Systems Assessment for Better Education Results (SABER), focusing on several policy domains including WfD. Three broad functional dimensions of WfD policies were assessed based on a wide range of primary and secondary evidence: strategic framework; system oversight; and service delivery.

The SABER?WfD scores, summarized on the cover of the report, show that the Sri Lankan WfD system is at the Established level along one of the three functional dimensions—Strategic Framework—and at the Emerging level along the other two dimensions: System Oversight and Service Delivery. The analysis highlights a strong commitment from the government in setting a strategic direction; however, the implementation of the strategy is lagging behind. In terms of system oversight, the system needsto be strengthened to ensure better efficiency and equity in the funding of public institutions. Moreover, although a major effort has been made in setting up the competency standards and the National Vocational Qualifications (NVQ) framework, challenges remain in their implementation and in ensuring the market relevance of those standards and qualifications. Finally, there is much room for improvement in service delivery. Accountability for training delivery needs to be strengthened, the relevance of public training programs needs to be improved, and both the diversity and excellence of training provision need to be increased through private sector participation.

Over the last decade, the government of Saint Lucia has realized the importance of developing its workforce as
a fundamental condition to improve its economic prospects and socioeconomic status. In an effort to aid the
government in this endeavor, the World Bank has provided a diagnostic tool for the assessment of the
institutional bottlenecks that may be hindering progress.

This assessment was intended by the World Bank as a step towards deepening dialogue on Saint Lucia’s challenges in workforce development. The SABER?WfD assessment classifies the workforce development system according to four stages of maturity in policy and institutional development as (1) latent, (2) emerging, (3) established and (4) advanced. The SABER?WfD assessment results rate Saint Lucia’s system at the emerging level in the functional dimensions of Strategic Framework and System Oversight and at the latent level in Service Delivery. These results highlight that government leaders are gradually becoming committed to WfD as shown by recent efforts towards setting a national strategy that is aligned with the strategic goals of the Island. The lower score when we shift from strategy to implementation, more so in the dimension of Service Delivery shows that, while WfD is surely becoming a significant political priority, training provision practices are yet to be improved.
The SABER?WfD assessment points to particular areas of Saint Lucia’s WfD system which require attention and
improvement, including: (a) developing a national skills development strategy that is aligned with the Island’s
economic prospects and socioeconomic goals; (b) developing, with the collaboration of the Ministry of Finance,
a budget plan that allows the effective implementation of such strategy and sustainable financing mechanisms;
(c) increasing and improving coordination between relevant ministries and government agencies; (d)
encouraging more institutionalized partnerships between training providers and industry; and (e) developing,
alongside the private sector and industry specialists, reliable assessments of the demand for skills.

Since FYR Macedonia’s independence in 1991, a number of reforms have been carried out in the
country aimed at the development of the economy and the labor force. These reforms have intensified
in the last seven years and include strong advocacy for workforce development (WfD); the
development of a systematic approach to gathering and using skills demands information to inform
policy. The latter approach has sought to strengthen the role of stakeholders in the process
of designing and adopting strategies and policies for WfD. However, social dialogue, regulated by laws
and programs, is still not yielding the desired results in practice.
A number of sectoral strategies for economic development that contain a reference to WfD have
been adopted, including strategies for industrial development, development of agriculture, tourism,
innovation, SMEs, and vocational education and training. These strategies have been accompanied
by reforms in the respective areas and sectors. With a view to improving the quality of labor market
supply, compulsory education was extended to 13 years, encompassing elementary education, lower
secondary, and upper secondary education, with the intention of increasing the share of the
workforce that possessed higher qualifications. Two institutions were established: one supporting
vocational education (Centre for VET) and one supporting adult education (Centre for Adult
Education). Along with the increased investments in the infrastructure of VET education, these measures
are expected to strengthen the system for WfD.

Anticipating and matching skills needs

Thumbnail

Anticipating and building skills for the future is essential to a rapidly changing labour market. This applies to changes in the types and levels of skills needed as well as in occupational and technical areas. Effective methods to anticipate future skills needs and avoid potential mismatches include: sustained dialogue between employers and trainers, coordination across government institutions, labour market information systems, employment services and performance reviews of training institutions.

Investing in skills has risen to the top of the policy agenda today in rich and poor countries alike. As a development partner of emerging economies, the World Bank participates actively in this arena, mobilizing a combination of its assets: development finance, research and analysis, global knowledge, technical assistance, and the convening power to facilitate policy dialogue, including through workshops and study visits. This book contributes to the catalogue of the World Bank’s work. It focuses on workforce development (WfD) systems and presents novel systems-level data generated by the SABER-WfD analytical tool, which was created to implement the Bank’s 10-year Education Sector Strategy launched in 2012.

The study benchmarks policies and practices in the community’s workforce development system against international good practices. Specifically, it assesses policies, practices and institutional arrangements, and identifies measures that contributed to workforce development. The study takes advantage of the World Bank’s workforce development diagnostic tool, which is part of the Systems Approach for Better Education Results (SABER) initiative. The SABER-WfD assessed three broad functional dimensions of the community’s workforce development policies based on a collection of primary and secondary evidence on performance in these three areas: strategic framework; system oversight; and service delivery.
