This report supports the objectives of the PROSPECTS strategic partnership between the ILO, the World Bank, IFC, UNICEF and UNHCR, as well as the ILO’s “Estidama + +” project. The assignment was carried out under the guidance of Sandra Silva (ILO) with Meredith Byrne (ILO). Clara Decamps (Development Pathways) and Shea McClanahan (Development Pathways) authored the report, with research support from Daisy Sibun (Development Pathways). Key informant interviews were carried out by Ahmed Tamemi (Independent Consultant) and members of the Development Pathways team in August and September 2022. The authors are grateful for the time and insights of the experts and practitioners who made themselves available for interviews. This brief highlights the role that Employers\' and Business Member Organizations (EBMOs) can play in promoting the labour market integration of refugees. It showcases good practices of EBMOs from around the world, and how these organizations have worked with their members, government, workers’ organizations and other stakeholders to facilitate the labour market integration of refugees.

The content of the brief was developed through a two-fold approach: first, a global stocktaking exercise of relevant EBMOs’ experiences was undertaken, covering Colombia, Denmark, Ecuador, Egypt, France, Germany, Italy, Jordan, Türkiye and Uganda. Second, based on the depth of information available and the diversity of displacement crises, four countries were selected – Colombia, Germany, Türkiye and Uganda – to develop country-specific case studies with an overview of the displacement context and the displacement response of EBMOs, and a conclusion that summarizes the good practices of EBMOs from around the world.

These are organized into six themes:
(1) advocating for evidence-based policies;
(2) making the business case for hiring and working with refugees;
(3) matching refugee labour with employers’ needs;
(4) providing employers with legal and human resource support;
(5) publicly recognizing employers’ good practices; and
(6) engaging with development cooperation partners.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Skills for transition to formality

Most young people around the world do not have the chance to attend formal institutions of learning. The capacity of formal education and training systems is often limited due to inadequate training infrastructures and the relatively high costs of full-time, centre-based training. Consequently, large numbers of youth are learning and then working in the informal economy. 

Informal apprenticeship systems that transmit the skills of a trade to a young person in a micro- or small enterprise have operated for generations in many countries. They are considered by far the most important source of skills training in Africa and South Asia.

Women and men in the informal economy often do not possess a formal proof of their skills. Skills acquired informally are not visible and hence are often not recognized by employers. Transitions to the formal labour market can also be facilitated if skills are assessed and recognized. Systems of Recognition of Prior Learning are being introduced by countries to offer access to further learning or to formal labour markets.

Introduction to the course

The MOOC specifically addresses how to design education and training interventions tailored to the needs of people who may be at risk of or have directly experienced forms of modern slavery, such as forced labour or trafficking for labour exploitation. This MOOC is part of the ITC-ILO's training offer on skills development and fundamental principles and rights at work.

Who attends this course?

The MOOC is aimed at government officials, development practitioners, key ILO and UN staff working on related topics, as well as representatives, managers and staff of key TVET stakeholders, such as:

  • Technical staff from ministries working in TVET and skills development, education, social protection, and labour and human rights;
  • Experts and technical staff from CSOs, NGOs and other civil society actors, working in the field of human rights and/or TVET;
  • TVET teachers and trainers, in-company trainers and mentors;
  • Pedagogical staff of TVET trainers' training centres;
  • Managers of vocational training centres;
  • Representatives of workers' and employers' organisations involved in the implementation of TVET;

To contribute to the recovery of formal employment in the region after the massive job losses caused by COVID-19, the ILO launched earlier this year a call  for innovative solutions that, based on the use of new technologies, promote skills development to facilitate the formalization of labour and economic units in Latin America and the Caribbean.

More than 60 applications were received, out of which five proposals were shortlisted as finalists (see finalists here ). The finalists will pitch their ideas to a panel of international experts in the "Pitch Day: The Power of Innovation”, a live event to take place on 4 November 2021 at 10:00 (Lima time) / 12:00 (Brasilia time) / 16:00 (Geneva time).

All of them will compete for a chance to win USD 30,000 (first prize) and USD 20,000 (second prize), as well as receive expert support for prototyping and implementing their solutions and opportunities for making connections and getting global visibility.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Skills mismatch problems in the labour market have been widely recognized by both current literature and policymakers. Skills mismatch indicators inform policies to improve the matching between labour demand and labour supply, making labour markets more efficient and reducing the wage penalties due to over-education or other types of mismatches. The skills mismatch indicators have been measured, so far, only for a limited number of the European Training Foundation (ETF) partner countries and they are not always comparable. This report provides an update and an extension of the work which has already been done to measure skills mismatch in ETF partner countries. The analysis following the choice and the construction of skills mismatch indicators provides a timely overview of this labour market issue which will be important for governments, stakeholders, and other stakeholders to shape future labour market policies.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Le Forum sur les compétences et l'apprentissage tout au long de la vie complète la plate-forme de partage des connaissances (KSP) de l'OIT sur les compétences et l'apprentissage tout au long de la vie en offrant un espace de communication ouvert à la fois au personnel de l'OIT et aux praticiens du développement des compétences non membres de l'OIT et rend leurs contributions facilement partageables, traçables et consultables.
