The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Recognition of the skills of migrant workers within ASEAN is an important feature of the ASEAN Economic Community (ACE) 2015, with significant economic and social benefits for ASEAN Member States. It is envisaged that over time the entire region will become more competitive globally and increasingly attractive to international investors looking for counties with a skilled workforce. Since 2015 is fast approaching, it is important to take stock of developments on the ACE goal of the free flow of skilled labour in the ASEAN Member States and assess the present state and directions to which such goals can be achieved, with the goal to determine the possible next steps in ASEAN.

This scoping and assessment study was carried out to review the status of activities on the AEC in ASEAN countries in relation to the goal of the free flow of skilled labour with respect to the mutual recognition agreements and core competencies developed for job/occupations in priority sectors. The study identifies issues and challenges in implementing AEC goals on recognizing the skills of migrant worker and analyses the current skills standards and national testing and certification system that it is in place for implementing the mutual recognition for skilled labour and promoting worker mobility throughout ASEAN.

The future of productivity: Main background papers

 

This paper explores the relationship between skill mismatch and public policies using micro data for 22 OECD countries from the recent OECD Survey of Adult Skills (PIAAC). Results suggest that differences in skill mismatch across countries are related to differences in public policies. After controlling for individual and job characteristics, well-designed product and labour markets and bankruptcy laws that do not overly penalise business failure are associated with lower skill mismatch. Given the negative relationship between skill mismatch and labour productivity, reducing skill mismatch emerges as a new channel through which well-designed framework policies can boost labour productivity. Skill mismatch is also lower in countries with housing policies that do not impede residential mobility (e.g. transaction costs on buying property and stringent planning regulations). Greater flexibility in wage negotiations and higher participation in lifelong learning as well higher managerial quality are also associated with a better matching of skills to jobs.

The European Training Foundation (ETF) ex-post policy analysis that was conducted in Montenegro between June and December 2014 is an analysis of a set of policy measures taken to address a specific policy challenge. The key challenges for Montenegro relate to the VET system’s ability to develop a capacity to support the employability of its citizens by building and recognising skills and qualifications that are relevant for the current economy and opening up opportunities for learning and career development for the future. In that context, the key issues relevant for this ex-post policy analysis are as follows: How far has the VET system been able to adapt and to make creativity, innovation and entrepreneurship an integral part of its structure? To what extent is the system inclusive and supportive of different at-risk groups, including low-skilled people? And to what extent does it offer training opportunities that meet the learning and practical needs of adults.

El estudio sobre medidas para la promoción del empleo de personas con discapacidad en Iberoamérica se inscribe en el “Programa para el empleo de las personas con discapacidad en Iberoamérica”, que desarrolla la Organización Iberoamericana de Seguridad Social en el marco de Año Iberoamericano de la Inclusión Laboral de las Personas con Discapacidad, y cuyo objetivo es fomentar el intercambio de buenas prácticas entre gobiernos de Iberoamérica acerca de legislación y políticas activas de inserción laboral de personas con discapacidad en los países de la región.

El estudio trata de conocer la situación actual del empleo de las personas con discapacidad y las iniciativas que en esta materia se están llevando a cabo en la región. Los objetivos específicos a los que responde la realización de este estudio son los siguientes:

- Aumentar el conocimiento acerca de las personas con discapacidad en la región y su situación con respecto al empleo.
- Identificar y recopilar las medidas para fomentar el empleo de personas con discapacidad que existen en los diversos países de la región y sus resultados.
- Analizar las buenas prácticas existentes para extraer aprendizajes que puedan ser aplicables en otros países/contextos con iguales resultados positivos.
- Visibilizar la importancia de estas medidas para favorecer la integración laboral de personas con discapacidad.

A well-functioning labour market is indispensable to promote job creation, increase living standards, and develop a cohesive society. In Italy, the various deficiencies of the labour market have resulted in high unemployment, low labour force participation and job-skill mismatch. These deficiencies have contributed to the problem of allocation of resources, income distribution, and low productivity, reducing people’s well-being. The current government, following on past governments’ reforms, is introducing a package of labour market reforms – the Jobs Act – to improve the labour market in a consistent way. The reform will make the labour market more flexible and inclusive, and reduce duality. The long-lasting problem of effective enforcement will need to be overcome, with an increased focus on rapid implementation by the current government. A set of well-designed institutions, not only labour market policies but also the education system and product market regulation, would encourage higher labour force participation, especially among women, and produce more and better quality jobs in a more skill-intensive economy. The present document assesses how well the government’s plans meet the needs and what further measures are necessary.

The report maps institutions and policies in vocational and technical education and training in Brazil and assesses recent advances and challenges in their delivery. The report is based on interviews with clients and stakeholders, including MEC-SETEC (Secretaria de Educação Profissional e Tecnológica—Office of Vocational and Technological Education), and a review of secondary materials. The report has two main goals. First, it seeks to lay out Brazil’s system of VET, describing the policies and institutions involved in its delivery, but with a special focus on the upper secondary level (cursos técnicos de nível médio, hereafter simply technical education).1 Second, it seeks to identify challenges constraining the effective delivery of VET and suggests relevant international good practices for overcoming selected issues. It concludes with specific recommendations for the implementation of PRONATEC.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This study uses a randomized experiment to evaluate the impacts of the training and internship program piloted in Nairobi, Mombasa and Kisumu counties by the Kenya Private Sector Alliance and the Government of Kenya with support from the World Bank’s Kenya Youth Empowerment Project. The program provided three months of classroom-based technical training coupled with three months of internships in private firms to vulnerable youths between ages 15 and 29 years, with vulnerable being defined as those out of school and/or with no permanent job. The analysis in this paper is based on survey data collected before the program started (July 2012) and 15 months after the program ended (July 2014).

The results of the impact evaluation show that the program has been successful in placing youths in paid jobs and has contributed to an increase of 15 percent in current employment among male participants. The evaluation also found that the program has had positive effects on wage earnings, especially those of females and among older males, with wages increasing by about K Sh 5,000 for males and by K Sh 7,500 for females. With a total unit cost of K Sh 97,000 per beneficiary, an estimated K Sh 6,768 monthly wage for males and K Sh 9,623 monthly wage for females, the program’s benefits exceeded the costs for males and females. The program also encouraged youths to participate in either (certified) skills training or an internship program, and helped to increase the probability of participants’ opening a bank account and accumulating savings (for females).

This document supersedes National Skill Development Policy of 2009. The policy aims to provide an umbrella framework to all skilling activities being carried out in India, to align them to common standards and link skilling with demand centres. In addition to laying down the objectives and expected outcomes, the policy also identifies the overall institutional framework which will act as a vehicle to reach the expected outcomes. The policy links skills development to improved employability and productivity in paving the way forward for inclusive growth in the country. The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This brief is the result of an in-depth review of six meta-evaluations and twenty three rigorous impact studies undertaken during the past 10 years in women’s entrepreneurship development initiatives around the world. It provides a synthesis of impact findings and identifies interventions which seem to have worked more effectively. The brief corroborates that combining finance and business training –although more costly- seems to be more effective in supporting women’s business start-up than either finance or business training alone. Also, training packages that combine business and gender knowledge are more likely to lead to women’s empowerment. While more evidence is still needed, the brief concludes with a series of recommendations for future interventions and impact evaluations including providing more than access to skills and finance, by also addressing gender-based barriers and women’s strategic needs, in order to ensure the business success and consolidation of women entrepreneurs.
