The OECD Jobs Strategy. The labour markets of OECD and emerging economies are undergoing major transformations. The widespread slow-down in productivity and wage growth and high levels of income inequality in many countries are coupled with structural changes linked to the digital revolution, globalisation and demographic changes. These deep and rapid transformations raise new challenges for policy makers.

The aim of the new OECD Jobs Strategy is to help countries addressing these challenges. It provides detailed policy recommendations across a broad range of policy areas. The new Jobs Strategy, in particular, goes beyond job quantity and considers job quality and inclusiveness as central policy priorities, while emphasising the importance of resilience and adaptability for good economic and labour market performance in a changing world of work. The key message is that flexibility-enhancing policies in product and labour markets are necessary but not sufficient. Policies and institutions that protect workers, foster inclusiveness and allow workers and firms to make the most of ongoing changes are also needed to promote good and sustainable outcomes.

Education in an Interconnected World: Ensuring inclusive and equitable development.

The 2018 Global Education Meeting will review progress towards the global education targets and commitments in the 2030 Agenda for Sustainable Development. The Global Meeting will bring the global community together to take stock of progress and identify strategic priority areas requiring political guidance and intervention for the effective achievement of the global Education 2030 Agenda.

This high-level gathering will be a milestone in the assessment of education policies, strategies and challenges in preparation for the 2019 High Level Political Forum (HLPF). The 2019 HLPF will review in-depth the Sustainable Development Goal (SDG) focusing on Education (SDG4). As such, the 2019 HLPF theme “Empowering people and ensuring inclusiveness and equality” will frame discussions at the GEM. Focus will be given to the inter-linkages between SDG 4 and Goals 8 (Decent work and economic growth), 10 (Reduced Inequalities), 13 (Climate action) and 16 (Peace, justice and strong Institutions), paying particular attention to the issue of migration, displacement and refugees.

The Global Education Meeting will gather some 300 participants including UN agencies and affiliated organizations, multilateral and bilateral agencies, regional organizations, the teaching profession, civil society organizations, the private sector, foundations, as well as youth and student representatives among others.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The publication focuses primarily on the interaction between government ministries and agencies at national and subnational levels, examining how governments can work to coordinate technical and vocational education and development (TVET) and skills development across relevant policy domains. The overarching research question which is being asked is: Does the adoption of interministerial coordination mechanisms assist in the achievement of TVET and skills development policy objectives?

This publication attempts to answer that question through synthesizing evidence on interministerial TVET coordination mechanisms from a range of countries, using a combination of desk research and country case studies. In doing so, it sets out six broad models. Two country case studies are developed for each. They examine instances where responsibility for TVET and skills development is:
- Type 1: led by the ministry of education (MoE) or equivalent body, as in the Russian Federation and Turkey.
- Type 2: led by the ministry of labour (MoL) or equivalent body, as in Malawi and Tunisia.
- Type 3: led by a dedicated TVET ministry, as in India and Burkina Faso.
- Type 4: led by a TVET focused government agency or non-departmental public body, as in Jamaica and the Philippines.
- Type 5: overseen by a coordinating council or similar body placed higher than the relevant departments, as in France and Bangladesh.
- Type 6: disaggregated across line ministries without a permanent centralized coordination mechanism, as in the Republic of Korea and Canada.

The purpose of the case studies was first, to identify the specific trigger points that lead to changes in the use or effectiveness of inter-ministerial coordination mechanisms, and second, to assess the extent to which these inter-ministerial coordination mechanisms have played a role in strengthening the foundational requirements of an effective TVET and skills development system in each country.

What are the major economic and social trends in Africa? What is Africa’s role in globalisation? This new annual report presents an Africa open to the world and towards the future. Africa's Development Dynamics uses the lessons learned in the five African regions – Central, East, North, Southern and West Africa – to develop recommendations and share good practices. The report identifies innovative policies and offers practical policy recommendations, adapted to the specificities of African economies.

Drawing on the most recent available statistics, this analysis of development dynamics aims to help African leaders reach the targets of the African Union’s Agenda 2063 at all levels: continental, regional, and national. Every year this report will focus on one strategic theme. This first edition explores the dynamics of growth, jobs, and inequalities. It proposes ten decisive actions to promote sustainable economic and social development and to strengthen institutions in Africa.

This volume also feeds into a policy debate between African Union’s nations, citizens, entrepreneurs and researchers. It aims to be part of a new co-operation between countries and regions focused on mutual learning and the preservation of common goods. This report is the result of a partnership between the African Union Commission and the OECD Development Centre.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Research Department Working Paper n°20 This paper presents a systematic collection and assessment of impact evaluations of active labour market programmes in Latin America and the Caribbean The paper delineates the strategy to compile a novel meta database and provides a narrative review of 51 studies. Based on these studies, the quantitative analysis extracts a sample of 296 impact estimates, and uses meta regression models to analyse systematic patterns in the data. In addition to analysing earnings and employment outcomes as in previous meta analyses, we also code and investigate measures of job quality, such as the effects on hours worked and formality.

We find that ALMPs in LAC are particularly effective in increasing the probability of having a formal job, compared to other outcomes. Our results also show that training programmes are slightly more effective than other types of interventions. Moreover, when looking at the sample of training programmes alone, we observe that formal employment is also the outcome category that is most likely to be impacted positively by these programmes. In terms of targeting, we find that ALMPs in the region work better for women than for men, and for youth compared to prime-age workers.

Finally, medium-run estimates are not more likely to be positive than short-run estimates, while programmes of short duration (4 months or less) are significantly less likely to produce positive effects compared to longer interventions.
