Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. El objetivo del reporte es presentar un diagnóstico del estado, brechas y desafíos en materia de desarrollo de cualificaciones y competencias en los países de la región; tanto en relación con una caracterización de las ofertas y las demandas de formación profesional y las brechas y desajustes relacionados, como en materia de modelos institucionales, de financiamiento y de gobernanza de los sistemas de formación profesional. El informe se refiere a la formación profesional como una actividad educativa que se orienta hacia el desarrollo de habilidades y competencias de aplicación inmediata en el mundo del trabajo; este término también es conocido en la región como educación profesional, formación para el trabajo, formación vocacional, formación y capacitación laboral. En este Informe, esas acepciones se toman como sinónimos y se utilizan de manera intercambiable.

Está organizado de la siguiente manera. La primera parte contiene un diagnóstico del estado del arte, los rezagos y las brechas de la formación profesional en la región. Este diagnóstico se basó en la experiencia y conocimiento acumulado en OIT/Cinterfor, en la literatura existente, así como en una consulta en diversos países con instituciones miembros de OIT/Cinterfor en América Latina.

La última sección de la primera parte contiene una lista de las principales líneas de reforma que surgen del diagnóstico, con el objetivo de proveer una mejor puntualización de las líneas de trabajo relevantes hacia la transformación y fortalecimiento de la formación profesional. La segunda parte del reporte contiene fichas que resumen el diagnóstico en el ámbito nacional de la formación en cada uno de los países incluidos en el estudio.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The Global Human Capital Index 2017 ranks 130 countries on how well they are developing their human capital on a scale from 0 (worst) to 100 (best) across four thematic dimensions—capacity, deployment, development and know-how—and five distinct age groups or generations—0–14 years; 15–24 years; 25–54 years; 55–64 years; and 65 years and over—to capture the full human capital potential profile of a country. It can be used as a tool to assess progress within countries and points to opportunities for cross-country learning and exchange. The Global Human Capital Index featured in this Report aims to provide a holistic assessment of a country’s human capital—both current and expected—across its population. It enables effective comparisons across regions, generations and income groups. The Report defines ‘human capital’ as the knowledge and skills people possess that enable them to create value in the global economic system. The Index aims to quantify key concepts and provides a practical tool to policy-makers and business leaders. It formulates a human-centric vision of the future of work that recognizes people’s knowledge, talents, creativity and skills as key drivers of a prosperous and inclusive economy. The Report argues for the rationale of building up deep, diverse and resilient talent pools and skills ecosystems that allow for inclusive participation in good quality, skilled jobs by the largest possible number of people.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The report included in this publication is a first look at the perspectives and expectations of Latin American youth regarding the future of work. The report offers some conclusions based on the key results of both surveys, which aims to nourish and expand the discussion on the future of work. The report included in this publication is a first look at the perspectives and expectations of Latin American youth regarding the future of work. The report offers some conclusions based on the key results of both surveys, which we hope will nourish and expand the discussion on the future of work.

Both surveys generated new evidence on youth’s expectations with respect to their jobs, working conditions and education in the future. They also provided information on young people’s opinions regarding the effects of technology on education and work, changes that will occur in education and training for work, as well as the expected impact of these changes on their well-being and how much information they have about the discussion on the future of work. Finally, youth were asked about the strategies they will use to respond to these changes and how much confidence they have in the future, among other key issues.

The results reveal an optimistic outlook of youth in terms of employment opportunities and conditions the future will offer them, especially among the youngest group. Most young people believe that the penetration of new technologies, robotization and automation of processes will have a positive impact on their employment future. They have considerable confidence in the future. One hopeful result was that many young people are aware that they need to make a personal effort to acquire education and training to take advantage of the benefits of future opportunities. Despite evidence of mismatch in the labour market, most youth consulted believe that their studies will be useful in the future.

Ministers of Labour and Employment of G7 countries met in Turin on 29-30 September to discuss the Future of Work. Their concluding statement “For a Better Future of Work: Pathways for Action” was “a strong statement of Ministers’ intent to boost the quality and quantity of jobs and foster inclusive labour markets and societies”, according to ILO Director-General Guy Ryder.

Paper presented at the 2nd Meeting of the G20 Employment Working Group, 15-17 February 2017, Hamburg, Germany. This concept note discusses the mega-trends that are shaping the world of work and the challenges that they set for labour markets in G20 countries. Going forward, some of these challenges include the design and implementation of policies which will:

• Prepare young people for the jobs of the future by ensuring that they are equipped with the right type of skills to successfully navigate through an ever-changing, technology-rich work environment, and give all workers the opportunity to continuously maintain their skills, upskill and/or reskill throughout their working lives.
• Design labour market institutions (e.g. minimum wages; employment protection; health and safety regulations) which encourage employers to seize the opportunities offered by technological change and globalisation, while making sure that the risks are not borne disproportionately by workers in the form of low pay, precariousness and poor working conditions.
• Re-think social security systems to minimise the chances of people slipping through the holes by: (i) tailoring or adapting them to the new forms of employment; or (ii) decoupling them entirely from people’s work status and history.
• Strengthen activation frameworks to mitigate some of the inevitable adjustment costs of moving towards more globalised and technologically advanced economies by helping those workers who have been displaced by changing skills needs into a new job quickly.
• Promote new forms of social dialogue which allow tailored solutions to new challenges to emerge at the firm-level, while strengthening the voice of those workers who are increasingly working independently and separated by distance, language and legal context.

New technologies and automation are increasingly replacing human workers, and the sectors that are less likely to be affected by these phenomena and more likely to grow in the near future (like personal services, for instance) are also more prone to informal or non-standard forms of employment. In this context, significant attention is being paid to the social and solidarity economy (SSE) as a viable option to help address some of these challenges. Indeed, while the SSE comprises a diverse and heterogeneous universe of organizational models and approaches, the main actors within the SSE share a set of common features that make them ideally suited to take on some of the key issues related to the future of work.

The paper reviews the main theoretical arguments and empirical evidence on the features and role of SSE organizations, paying particular attention to their implications for the creation and preservation of decent work. The analysis shows that SSE organizations can indeed help create and preserve employment in traditional sectors and promote decent work by providing quality and stable jobs, facilitating women’s entry into the labour force, integrating disadvantaged workers and helping the transition from informal to formal employment. The paper also argues that SSE organizations can help channel jobs in emerging sectors like the “silver economy”, that are at risk of non-standard forms of work, within entrepreneurial organizations that can provide more structure and security. This will be particularly important in the coming years, as a larger share of employment will come from the service sector (including in particular personal care and social services) and will be much less structured than in the past due to the rise of the gig economy. The paper concludes with a review of the main policy implications, briefly describing the types of initiatives, both at the national and international levels, that could lend the SSE the support it needs in order to fulfil its potential and help improve the future of work.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Will bring digital skills actors together to celebrate the joint achievements of the Coalition in its first year.

The event will launch the new "Digital Opportunity" pilot scheme for traineeships in digital and present the European Digital Skills Awards 2017 for outstanding projects that have increased the digital skills of European citizens.

The conference will also include plenary panels on labour market transformation and host parallel workshops on digital skills for young people, reskilling the labour force, digital skills at schools and on the digitisation of industry.

The conference will stage an exhibition where winners and runners-up of the European Digital Skills Awards, as well as other digital skills best-practices, will be displayed.

UNESCO-UNEVOC TVET Forum, 5 to 11 June 2017. (The Spanish version of the report will come out in due course.) The report gives an overview how participants discussed, for example: (i) the links between economic, social and environmental factors to sustainable development; (ii) climate-change strategies in Latin America; and (iii) labour market changes in Latin America, and what the future skills requirements means for education and training institutions.

A hundred and twenty-one participants from 24 countries participated in the virtual conference.
