Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The methodology presented in this paper offers an approach for assessing the robustness of a country’s vocational education strategy from the governance and financing standpoints. The analysis may serve as an input for decisions on financial assistance.

Developed on the basis of the European Commission’s Budget Support Guidelines 2017 – Annex 3, which focuses on assessing the credibility of sector policies, and tailored to vocational education, this methodology can be used to identify strengths, risks and areas for improvement in governance and financing, as well as an input to policy dialogue between the European Union and partner countries. It may also be used as a method for measuring policy progress over time in these two areas.

The Postal Services and Telecommunications SSP is a ‘roadmap’ to address skills development priorities in the sector. It focuses on profiling the sector, identifying skills in demand, analysing supply-side education and training provision, determining skills priorities and putting together an action plan for improving the skills profile of the workforce.

The SSP serves as a guiding framework for the Namibia Training Authority, employers, trade unions, training providers, public entities, civil society, international partners and local communities to spell out the priorities for upskilling workers in the sector.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Part of the European Union funded Skills and Technical Education Programme (STEP) in Malawi.

As part of STEP’s objective of supporting an equitable and gender balanced TEVET system and to improve the quality and relevance of the training, new Codes of Conduct (CoCs) were developed for TEVET Instructors and Administration Staff, and for TEVET Trainees. In addition, a comprehensive trainee orientation programme was designed as a way to create a positive learning environment, where all trainees feel well supported by their college and motivated to complete their course. Instructions on how to run the orientation programme were outlined in an Orientation Programme guide booklet (OP) and principals and instructors from the TEVET institutions were trained in the new Codes of Conduct and in delivering the orientation programme. An orientation pack was developed for new TEVET trainees, which included a Trainee Orientation Manual (OM), along with a set of pamphlets communicating the information from the CoC, OP and OM in accessible formats. Finally, a set of posters was developed with the same information.

Ageing populations and dwindling youth cohorts, on the one hand, and labour migration, on the other, are affecting workforce composition. And that’s not to mention the lingering impact of the financial crisis. All these are leaving their mark on European economies and societies. Against this backdrop, what is the role of vocational education and training (VET) in Europe in addressing the challenges ahead?

To help in shaping future policies, a Cedefop project considers different routes and multiple options for VET. An analysis of VET developments since 1995 has helped to outline a series of potential paths – scenarios – pointing towards plausible and consistent pictures of how VET can evolve by 2035, depending on today’s decisions and policy choices. Using these scenarios, Cedefop intends to inform strategic discussions on future European cooperation on VET.

Volume 5: Education and labour market outcomes for graduates from different types of VET system in Europe Based on comparative analysis of labour force survey data from 2014, the report analyses the vocational effect on labour market and education outcomes, asking whether any advantages conferred by vocational qualifications in early career would be offset by disadvantages later in life. The report explores the functioning of the safety net and the diversion effects across countries, demonstrating how these vary considerably with the specific institutional structure of schooling and work-based training. The results indicate that VET graduates are potentially sacrificing the longer-term gains associated with further education in favour of short-term benefits.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

On the 27th of September, Cedefop will release the European Skills Index. On this occasion, a launch event will take place in Brussels.

The aim of the event is to present and discuss the results of the ESI and debate their implications for skills and labour market policies. Country rankings will be presented along with identifying key areas calling for intervention at both EU and country level. A panel debate will discuss how such an index can be used as a policy tool.

As a composite index, the European Skills Index (ESI) collapses a large number of indicators into a single measurement of a country’s skills system. The ESI considers three dimensions of a skills system: (a) skills development, (b) skills activation, and (c) skills matching. These distinct areas capture three different stages of the route of from learning to skills utilization in the labour market and at work.
