Cette étude a pour but de donner une image objective

de travail (SABERͲDMO). Cet outil permet de
documenter et d'évaluer les politiques et les institutions
du pays au regard des bonnes pratiques internationales.

prenantes du dispositif de développement de la main
d'œuvre de la Tunisie, l'étude offre à leur attention un
cadre de référence afin d’évaluer la trajectoire de
développement du dispositif tunisien.

Since FYR Macedonia’s independence in 1991, a number of reforms have been carried out in the
country aimed at the development of the economy and the labor force. These reforms have intensified
in the last seven years and include strong advocacy for workforce development (WfD); the
development of a systematic approach to gathering and using skills demands information to inform
policy. The latter approach has sought to strengthen the role of stakeholders in the process
of designing and adopting strategies and policies for WfD. However, social dialogue, regulated by laws
and programs, is still not yielding the desired results in practice.  
A number of sectoral strategies for economic development that contain a reference to WfD have
been adopted, including strategies for industrial development, development of agriculture, tourism,
innovation, SMEs, and vocational education and training. These strategies have been accompanied
by reforms in the respective areas and sectors. With a view to improving the quality of labor market
supply, compulsory education was extended to 13 years, encompassing elementary education, lower
secondary, and upper secondary education, with the intention of increasing the share of the
workforce that possessed higher qualifications. Two institutions were established: one supporting
vocational education (Centre for VET) and one supporting adult education (Centre for Adult
Education). Along with the increased investments in the infrastructure of VET education, these measures
are expected to strengthen the system for WfD.

Investing in skills has risen to the top of the policy agenda today in rich and poor countries alike. As a development partner of emerging economies, the World Bank participates actively in this arena, mobilizing a combination of its assets: development finance, research and analysis, global knowledge, technical assistance, and the convening power to facilitate policy dialogue, including through workshops and study visits. This book contributes to the catalogue of the World Bank’s work. It focuses on workforce development (WfD) systems and presents novel systems-level data generated by the SABER-WfD analytical tool, which was created to implement the Bank’s 10-year Education Sector Strategy launched in 2012.

The study benchmarks policies and practices in the community’s workforce development system against international good practices. Specifically, it assesses policies, practices and institutional arrangements, and identifies measures that contributed to workforce development. The study takes advantage of the World Bank’s workforce development diagnostic tool, which is part of the Systems Approach for Better Education Results (SABER) initiative. The SABER-WfD assessed three broad functional dimensions of the community’s workforce development policies based on a collection of primary and secondary evidence on performance in these three areas: strategic framework; system oversight; and service delivery.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

This study aims to provide policy makers in Ukraine with new evidence to
influence the design and implementation of public policies on postsecondary
education, labor market information and intermediation, and labor policies.
To do so, it investigates the nature of skills valued in Ukraine’s labor market,
identifies labor shortages, assesses constraints to firms’ operations, discusses how
institutions affect investment in skills, and suggests policy options. The report
provides granular evidence from original data from household and firm skills
surveys, a data set of online job vacancies, and an assessment of workforce development institutions.

This report presents the findings of an assessment of Tanzania’s workforce development (WfD) system based on 
the World Bank’s Systems Approach for Better Education Results (SABER) WfD systems benchmarking tool. The 
focus is on policies, institutions, and practices in three important system dimensions: strategic framework, system oversight, and service delivery. By systematically benchmarking the state of policies and practices across these 
three  dimensions,  this  report aims  to inform  dialogue  on important WfD  system  reforms  by  situating current  policies and institutional performance against global good practices.

The Training Assessment Project (TAP) was developed under the Systems Approach for Better
Education Results (SABER) Initiative. In 2011, this initiative introduced the SABER-Workforce
Development (WfD) assessment, which focuses on the policy intent of national systems for
workforce development, in other words, their policies, laws, regulations, and the practices of
ministries and relevant government agencies when implementing and enforcing those. Applied
in 35 countries, the SABER-WfD (Policy Intent) assessment is based on an analytical framework
that identifies the policy areas in which the government can steer workforce development
policies and institutions towards achieving their central aim: to bring skills supply into a dynamic
alignment with skills demand.

The  global  financial  crisis  from  2008  affected  the  Romanian  economy  and  led  to  severe  austerity measures  being launched  by  the  government  in  2010.  Romania  then  began  a  relatively  slow  but  steady  economic  recovery.  In  2015 Romania recorded the highest investment rate in the EU with 24.7 percent of GDP and real GDP growth in 2016 was 4.9 percent. Despite the economic growth and agreements with the EU to support this trend further, Romania continues to have at‐risk‐of‐poverty and social exclusion rates that are among the highest in the EU, recording in 2015 a rate of 37 percent  compared  to an EU average  of  23.5  percent. Of  particular  concern  for a  continued economic growth are  the aging of the population, the low participation of the Roma population in the labor market and the high emigration rate, especially among youth. To combat poverty and support economic growth, the design and implementation of policies to  improve the quality of the workforce is essential.
