Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The Action Plan for Youth shows OECD governments’ commitment to stepping up their efforts to tackle high youth unemployment and strengthen their education systems to better prepare young people for the world of work. The measures envisioned in the plan include, among others, strengthening the role and effectiveness of Vocational Education and Training, supporting effective school-to-work transition and tackling social exclusion. The plan also highlights the need to focus attention on the most disadvantaged youth, including the low-skilled and immigrants, who are at most risk of long-term unemployment and social exclusion. The OECD will work with countries to help their implementation of the Plan and will report on progress at the Ministerial Meeting in 2014.

The strategy is structured around four key priority themes:

– empowering people to ensure they have the opportunity to access the right advice, support and opportunities to acquire the skills and attributes to both contribute to and benefit from future economic success;
– supporting employers by better understanding and assessing the skills they need for future success, and ensuring that the supply of skills, training and qualifications can be responsive to this;
– simplifying the skills system to ensure that it is more coherent and easy to understand for individuals and employers;
– strengthening partnerships and collective responsibility between public, private and third sectors to help improve skills and the contribution they make towards achieving Scotland’s social and economic aspirations.

The strategy aims to promote equal access to and participation in skills, career information, advice and guidance and learning activities for everyone. It is intended to promote equality of opportunity to those who face persistent disadvantage and to improve the numbers of people economically active across all groups within society.

This paper is the result of a joint partnership between the Social Protection Unit of the World Bank and the Korean Ministry of Labor on Skills Development. This partnership was aimed at better understanding the Korean skills development strategy and drawing lessons and best practices for developing countries. This study aims to evaluate the impact of training offered to the unemployed in Korea. It focuses on analyzing the respective employment and earnings effect. The study also provides policy recommendations to developing countries that would be interested in learning from the Korean experience.

The Vocational Training Act from 1969 was amended in 2005. The aim of the new law is to equip young people about to enter the working world with a full range of skills in a broad occupational field that will enable them to meet the constantly changing demands of the workplace and thus lay the foundation for a self-determined life. La Stratégie emploi jeunesse est l’engagement du gouvernement du Canada d'aider les jeunes, en particulier ceux qui font face à des obstacles à l'emploi, à obtenir l'information et à acquérir les compétences, l'expérience de travail et les aptitudes nécessaires pour faire une transition réussie vers le marché du travail.

La Stratégie comprend trois volets de programmes: Connexion compétences, Objectif carrière et Expérience emploi été.

Connexion compétences fournit du financement à des employeurs et à des organismes pour aider des jeunes faisant face à des obstacles à l’emploi à acquérir un éventail de compétences et de connaissances ainsi que l’expérience de travail dont ils ont besoin pour participer au marché du travail.

Objectif carrière fournit du financement à des employeurs et à des organismes pour qu’ils créent des expériences de travail liées à la carrière pour des diplômés d’études postsecondaires.

Emplois d’été Canada (une initiative d’Expérience emploi été) fournit un soutien financier aux employeurs pour qu’ils puissent offrir des emplois d’été aux étudiants.

The Youth Employment Strategy is the Government of Canada's commitment to help young people, particularly those facing barriers to employment, get the information and gain the skills, work experience and abilities they need to make a successful transition into the labour market.

The Strategy is comprised of three program streams: Skills Link, Career Focus, and Summer Work Experience.

Skills Link helps youth facing barriers to employment, including youth who are single parents, youth with disabilities, young newcomers and youth in rural and remote areas, to develop the skills and gain the experience needed to find a job or the confidence to return to school.

Career Focus provides funding to employers to hire young post-secondary graduates to give them career-related work experience and help them acquire skills to transition into the job market.

Canada Summer Jobs provides funding to not-for-profit organizations, public-sector employers and small businesses with 50 or fewer employees to create summer job opportunities for young people aged 15 to 30 years who are full-time students intending to return to their studies in the next school year.

The law regulates the organization, management and structure of vocational education and training (VET) and sets the following tasks:

• to provide quality in the VET system in accordance with modern science, technology and culture;
• to provide conditions for acquiring and upgrading qualification levels in accordance with the labour market;

Of an estimated 1 billion people with disabilities in the world today, some 785 million are of working age. While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. A strategy of including people with disabilities in training and employment promotion policies, combined with targeted supports to ensure their participation, can help disabled persons obtain productive mainstream employment.

The purpose of this policy is to provide a framework for addressing disability in Fiji and to develop a more inclusive society, create greater awareness of the needs of people with disabilities and identify priority areas for action to dismantle barriers hindering the full participation of people with disabilities in the social and economic life of the Fiji Islands. Skills development and improved participation in employment of people with disabilities is one of 12 strategic policy areas of the document. The policy is the result of wide stakeholder consultation throughout Fiji.
