Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Of an estimated 1 billion people with disabilities in the world today, some 785 million are of working age. While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. A strategy of including people with disabilities in training and employment promotion policies, combined with targeted supports to ensure their participation, can help disabled persons obtain productive mainstream employment.

In May 2020, the ILO Global Business and Disability Network conducted two surveys – one for National Business and Disability Networks (NBDN) and one for those networks’ company members – to identify good practices and gaps in responding to the COVID-19 crisis in a disability-inclusive way. In total, 159 companies from 22 countries (representing four regions) participated in the company survey, and 19 national networks participated in the NBDN survey. The present report provides a summary of the survey's main findings, in the form of quantitative results and as examples of action taken by companies and NBDNs during the COVID-19 crisis. Given the relatively small sample size, the results are not representative of all NBDNs or companies active in disability inclusion. However, the results are indicative of the challenges networks and companies face in making their responses to COVID-19 disability inclusive, and they point to good practices that, if replicated, can help the post-COVID-19 world of work build back better.

This report explores the engagement of employer organisations in the governance of TVET and skill systems. It presents the experiences of 28 national employer and business membership organisations in key aspects of skills development including national policy and strategy setting, financing arrangements (including national training funds), apprenticeships, the management of training organisations and the delivery and assessment of training. The report provides a unique insight into the views and experiences of employers as they attempt to engage with the key governance challenges in today’s TVET and skill systems. The report represents an outcome of the strong partnership between the ILO SKILLS Branch and the ILO Bureau of Employers’ Activities (ACTEMP).

New ILO-IOE report focuses on trends that are changing business models and their impact on employers and business organizations. Business models are changing rapidly and radically, creating a need for policy-makers, businesses and employer organizations to innovate, adjust and become more flexible, according to new study.

The research identifies five global trends that are drastically changing business models regardless of size, sector or location: technological innovation, global economic integration, demographic and generational shifts, climate change and sustainability, and a global shortage of skilled labour.

The impact of these trends on business and the role employers and business organizations will play in these coming changes is a key element of the debate around the future of work included in the report.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

In this paper, ManpowerGroup identified four key barriers to youth employability:

- Lack of information, networks, and connections;

- Lack of relevant skills;

- Lack of experience credentials, and;

- Lack of available entry-level jobs with career potential.

They also identified five groups of solutions that can be adopted by employers:

- Provide Career Guidance to youth and participate in information systems and programs;

- Engage with training-to-employment programs for youth;

- Engage with apprenticeship and experience programs;

- Commit to hiring, training and mentoring young people, and;

- Promote youth entrepreneurship and entrepreneurship education.

In addition, ManpowerGroup also offered a number of examples of these solutions in action. It is their hope that this white paper will motivate action, imagination, and leadership by employers in helping youth realize their potential in the workplace.

This paper addresses the broader enabling environment – policies and programs, financial and civil society resources – that will help improve the employment outlook for young people and enable more effective assistance to youth who are struggling. We want to address key actors, especially policymakers and educators, who can take a broad view of the youth employability challenge and exercise leadership in bringing successful approaches to scale.

ManpowerGroup is deeply concerned about the consequences of youth unemployment. The issue intersects business operations at three levels: in efforts to provide recruitment solutions for employer clients, to find jobs for candidates, and to build employability and address skills shortages through workforce development initiatives. ManpowerGroup believes that new and more aggressive strategies – supported by states but implemented through multi-stakeholder partnerships – are required to empower more young people to succeed in the new economy.

One of the most powerful ways employers can support their local communities and improve their business, is by making their jobs accessible to all. Greater diversity of life experiences brings with it a stronger workforce and a distinct competitive edge.

The Department for Work & Pension’s new toolkit, written in partnership with Business in the Community, is designed to help employers across all sectors review their recruitment practices to ensure they are open and fair for all candidates, including those from disadvantaged groups.

By following the steps in this simple guide, businesses can gain access to a largely untapped pool of potential talent, including long-term unemployed, ex-offenders, care leavers, recovering addicts, homeless people, single parents and military veterans.

The toolkit has been produced in support of the Government's See Potential campaign, which encourages employers to think differently about how they recruit and recognise the potential within people from disadvantaged groups.

Deloitte Consulting LLP and the Manufacturing Institute examine the nature and extent of the skills gap in manufacturing, the outlook over the next decade, as well as strategies for mitigating the impact of the gap. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.
