The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. In particular, technological advances, such as AI, automation and robotics, have produced numerous new opportunities, but also given rise to urgent challenges. While new jobs are constantly being created with the emergence of the digital economy, many jobs are at risk of becoming obsolete. Digital innovations will rapidly change the demand for skills, thereby creating a wider skills gap that has the potential to hold back economic growth. Equipping people with basic or advanced digital skills promises to prepare them for unprecedented job opportunities in the digital economy. This will lead to innovation, higher productivity and competitiveness, as well as expanding markets, access to work and entrepreneurship opportunities.

Many jobs in labour intensive sectors, which tend to be occupied by economically vulnerable groups of people (such as women and the poorly educated), are at high risk of being automated. In this light, delivering job-relevant skills at a reasonable cost, especially for workers whose jobs are at risk, is important. If well implemented, ICTs in TVET have the potential to improve access to learning, to improve quality while decreasing costs, to make teaching and learning more relevant to people’s work and lives, and to encourage individuals to become lifelong learners.

As the expectations placed on institutions continue to grow, managers and trainers are increasingly expected to deliver flexible, responsive and current programmes based on strong partnerships with local employers that provide good employment outcomes. Because of this, there is a need for constituents to build the capacity of their institutional workforce to meet the expectations placed upon them by demand driven systems.

#ETVET | Мооdle має вбудований конструктор курсів, який дозволяє створювати курси у вигляді послідовності розділів, до складу яких почергово входять види діяльності і ресурси певних типів. Автор курсу може налаштувати критерії завершення окремих видів діяльності у курсі і умови доступу до них в залежності від виконання інших видів діяльності.

Findings from a Survey of Ministries of Education amid the COVID-19 Pandemic

United Nations Educational, Scientific and Cultural Organization (UNESCO), the United Nations Children’s Fund (UNICEF), the World Bank and the Organisation for Economic Co-operation and Development (OECD) have collaborated in the third round of the Survey on National Education Responses to COVID-19 School Closures, administered by the UNESCO Institute for Statistics (UIS) and OECD to Ministry of Education officials. The questions covered four levels of education: preprimary, primary, lower secondary and upper secondary. While the first two rounds of the survey were implemented during the periods May–June and July–October 2020, respectively, the third round was implemented during the period February–June 2021. In total, 143 countries responded to the questionnaire. Thirty-one countries submitted responses to the OECD (“OECD survey”) and 112 countries responded to the UIS (“UIS survey”). Seven countries responded to both surveys. In these instances, the more complete set responses were used in analysis.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

La formación profesional, al igual que las demás actividades educativas, ha recibido los impactos de la crisis COVID-19. Durante la peor parte, cerca de un 85% de los participantes en cursos y programas debieron continuar su formación a distancia. Ello significó un enorme reto también para la gestión de los programas, para los docentes y para facilitar el acceso a conexión, medios y equipos digitales. Pero más allá de las consecuencias inmediatas y de la ágil respuesta de las instituciones de formación en la región, se vislumbran ya las nuevas configuraciones en el mundo del trabajo y de la formación.

While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. A strategy of including people with disabilities in training and employment promotion policies, combined with targeted supports to ensure their participation, can help disabled persons obtain productive mainstream employment.

This guide is designed to provide practical advice to administrators and trainers in vocational training centres and vocational training programmes about how to include people with disabilities. Trainers and administrators must work together to make training environments inclusive for all and ideally they must also have the political commitment and the resources of a vocational training system to fully implement the practical advice offered. The guide also describes basic terms and concepts related to inclusion, some of which are part of international standards like ILO Conventions and the UN Convention on the Rights of Persons with Disabilities (UNCRPD).

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Introducción
La pandemia de COVID-19 ha alterado nuestra forma de vida de una u otra manera. Esto, no sólo constituye una amenaza para la salud de millones de personas en todo el mundo, sino que también causará importantes cambios sociales y económicos, por ejemplo, la crisis está afectando la forma en que trabajamos y aprendemos de una manera sin precedentes. Cada uno de nosotros está sintiendo sus repercusiones de diferentes maneras. Lo que se necesita urgentemente son medidas para hacer frente a la crisis y sus repercusiones. En el contexto de educación y formación técnica y profesional (EFTP), los proveedores de formación y los responsables políticos están buscando soluciones rápidas, prácticas e innovadoras para hacer frente al problema. Es de suma importancia definir rápidamente una respuesta eficiente, e identificar y abordar los desafíos que enfrentan las instituciones de capacitación para, en la medida de lo posible, tratar de contrarrestar el impacto negativo de la crisis.

Objetivos
El propósito de esta encuesta creada por la Organización Internacional del Trabajo (OIT) y la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura (UNESCO) y el Banco Mundial, es reunir información sobre buenas prácticas y compartir conocimientos que puedan ayudar a países alrededor del mundo a mitigar los efectos de la pandemia de COVID-19 en las áreas de la educación y formación. La encuesta está dirigida a:
• proveedores de educación y formación técnica y profesional inicial y continua
• responsables políticos (como los Ministerios de Trabajo y Educación)
• interlocutores sociales

La información reunida mediante esta encuesta contribuirá a la compilación e intercambio de conocimientos relacionados con experiencias y buenas prácticas, así como con estrategias y herramientas que puedan asistir a aprendices y formadores de EFTP, a responsables políticos, a interlocutores sociales y a otras partes interesadas a mitigar los impactos y gestionar procesos de aprendizaje de manera efectiva, así como aumentar la resiliencia en momentos difíciles provocados por la pandemia.

Panorama de la formación Nº 13

Para la elaboración de los casos que se presentan en esta publicación, hemos contado con la valiosa e indispensable colaboración de SENAI de Brasil, INSAFORP de El Salvador, SENATI de Perú y UTEC de Uruguay. Diversos colaboradores de esas instituciones nos han narrado la forma en que sus instituciones anticipan y acompañan los cambios en el mundo del trabajo, y como desarrollan una visión innovadora de la competitividad y la productividad inmersas en su identidad de instituciones de formación para personas que requieren empleo e ingresos.

La narrativa acá presentada tiene un denominador común: la innovación. Se han tenido que modificar paradigmas, cambiar formas de actuar, buscar nuevas alianzas, desarrollar distintas respuestas, reinventar el negocio y dejar de hacer cosas. Queda al criterio del lector ver cómo y de qué manera este grupo de instituciones nos narran su historia reciente para adaptarse e innovar.
