ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Employment Working Paper No. 247 This paper focuses on how technologies can enhance the impact of institutional public policies addressing informality. Today, an increasing number of governments are promoting the application of new technologies to simplify and facilitate the transition from the informal to the formal economy. These 'e-formality policies', as in some cases, are related to e-government initiatives. It analyses some emerging public policies or public-sector practices and tools where technologies have already been implemented directly or indirectly for the transition to formality. This raises the questions if these policy innovations will transform the way formalization policies will be implemented in the future.

As the Fourth Industrial Revolution impacts skills, tasks and jobs, there is growing concern that both job displacement and talent shortages will impact business dynamism and societal cohesion. A proactive and strategic effort is needed on the part of all relevant stakeholders to manage reskilling and upskilling to mitigate against both job losses and talent shortages.

Through the Preparing for the Future of Work project, the World Economic Forum provides a platform for designing and implementing intra-industry collaboration on the future of work, working closely with the public sector, unions and educators. The output of the project’s first phase of work, Towards a Reskilling Revolution: A Future of Jobs for All, highlighted an innovative method to identify viable and desirable job transition pathways for disrupted workers. This second report, Towards a Reskilling Revolution: Industry-Led Action for the Future of Work, extends the WEF's previous research to assess the business case for reskilling and establish its magnitude for different stakeholders. It also outlines a roadmap for selected industries to address specific challenges and opportunities related to the transformation of their workforce.

The Global Risks Report 2019 is published against a backdrop of worrying geopolitical and geo-economic tensions. If unresolved, these tensions will hinder the world’s ability to deal with a growing range of collective challenges, from the mounting evidence of environmental degradation to the increasing disruptions of the Fourth Industrial Revolution.

The report presents the results of our latest Global Risks Perception Survey, in which nearly 1,000 decision-makers from the public sector, private sector, academia and civil society assess the risks facing the world. Nine out of 10 respondents expect worsening economic and political confrontations between major powers this year. Over a ten-year horizon, extreme weather and climate-change policy failures are seen as the gravest threats.

This year’s report includes another series of 'what-if' Future Shocks that examine quantum computing, weather manipulation, monetary populism, emotionally responsive artificial intelligence and other potential risks. The theme of emotions is also addressed in a chapter on the human causes and effects of global risks; the chapter calls for greater action around rising levels of psychological strain across the world.

Building an Inclusive, Trustworthy and Sustainable Digital Society

Our Shared Digital Futures is a publication shaped by leaders from business, government, academia and civil society who collectively acknowledge the need for shared goals and coordinated action to shape an inclusive, sustainable, digital future. Facilitated by the World Economy Forum’s System Initiative on Digital Economy and Society, the paper reviews current status, offers an illustrative list of ongoing initiatives at global and local levels, and identifies developments to watch in at least six shared goals around universal internet access and adoption, digital transformation, digital identity, governance, cyber resilience, and data. It calls on global leaders and organisations to strengthen cooperation and to evolve shared platforms for shaping our digital future.

The publication seeks to serve as a conversation starter, as the world celebrates the milestone of more than half of the world’s population now connected to the internet, and while less than half of those already online trust that technology will make their lives better.

This publication includes a collection of contributions from 12 international experts from the academic or institutional world who share their reflections on the possible evolution and transformation that will affect the world of work over the next 20 years. Published by the Gi Group Foundation in collaboration with Harvard Business Review Italia. The world of work is profoundly changing due to factors such as: technological innovation; organizational change strategies to optimize the use of resources and minimize environmental impact; transformation of organizations and people management; new professions and search for skills, and modernization of work regulations and rules. However, it is not always clear how these factors and changes might influence people, organizations, and working relationships in the future. As also underlined by the 2018 World Economic Forum, the profound changes we are witnessing, if managed wisely, can in fact open the door to a new era of good work: fair employment and better life quality for everyone.

This publication includes a collection of contributions from 12 international experts from the academic or institutional world who share their reflections on the possible evolution and transformation that will affect the world of work over the next 20 years. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The U.S. Bureau of Labor Statistics (BLS) added four questions to the May 2017 Contingent Worker Supplement. These questions were designed to measure an emerging type of work—electronically mediated work, defined as short jobs or tasks that workers find through websites or mobile apps that both connect them with customers and arrange payment for the tasks. After extensive review, BLS determined that these questions did not work as intended and had a large number of incorrect 'yes' answers. To eliminate these false positives, BLS manually recoded the data using verbatim responses available only on the confidential microdata file. Using these recoded data, BLS estimates that electronically mediated workers accounted for 1.0 percent of total employment in May 2017. In the interest of transparency, BLS is releasing both the collected data and the recoded data.

This article describes the process of developing the four questions and summarizes the evaluation of the data, the recoding of the data, estimates of electronically mediated workers, and lessons learned.

Towards decent work in the online world The emergence of online digital labour platforms has been one of the major transformations in the world of work over the past decade.

This report provides one of the first comparative studies of working conditions on five major micro-task platforms that operate globally. It is based on an ILO survey covering 3,500 workers in 75 countries around the world and other qualitative surveys. The report analyses the working conditions on these micro-task platforms, including pay rates, work availability and intensity, social protection coverage and work–life balance.

The report recommends 18 principles for ensuring decent work on digital labour platforms.
