The world of work is being impacted by a fourth industrial revolution, transformed by artificial intelligence and other emerging technologies. With forecasts suggesting large shares of workers, displaced by automation, in need of upskilling/reskilling, the design of active skills policies is necessary.

Conventional methods used to anticipate technological change and changing skill needs, such as skill surveys and forecasting, have limited scope to provide insights into emerging trends. With the increasing use of big data and AI methods, analysts have new ‘real-time’ tools at their disposal. Skill foresight techniques are also increasingly used to gauge in-depth stakeholder information about future technologies and skill needs.

A series of short Cedefop guides aims to inform analysts and policy-makers about available skills anticipation methods used to navigate through the uncertainty of changing technologies and skill demands. This first practical guide focuses on conventional skills intelligence methods of surveys and forecasting.

Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This report summarizes the findings of two sets of studies on digitalization in teaching and education in Ethiopia, Kenya, Malawi, Rwanda and the United Republic of Tanzania.

The first set of studies was launched in February 2020 to capture the changes taking place in the education sector in relation to digitalization, including challenges, best practices and the impacts on the teaching profession. The declaration of the COVID-19 outbreak as a pandemic in March 2020 resulted in calls for the rapid and widespread uptake of technology in the delivery of education. With education systems accelerating efforts in response to the crisis, in August 2020, follow-up studies were launched in the countries to document these efforts and the implications for the teaching profession, as well as long-term strategies and plans.

The report offers a comprehensive picture of the experience of workers and businesses on online web-based and location-based platforms, drawing on surveys and interviews with some 12,000 workers and representatives of 85 businesses around the world, in multiple sectors. It also provides insights into the digital labour platform as a business model, examines regulatory responses across the globe, and presents a way forward to ensure all platform work is decent work.

Government recognizes the leading role of Artificial Intelligence (AI) in the development of a sustainable digital-led economy. This is confirmed by the General Policy for the Information & Communication Technology and Postal Sectors 2018 in Article 8 which states: "This policy is intended to seize the opportunities of the Fourth Industrial Revolution with the primary goal being the development of a digital economy leading to renewed economic development and increased income and wealth of individual Jordanians. Government is keen for Jordan to harness existing and emerging digital technologies including but not limited to Artificial Intelligence, Blockchain and the Internet of Things (IoT) provided by the Telecommunications, Information Technology and Postal sectors for economic and social development."

The Ministry of Digital Economy & Entrepreneurship (MoDEE), Jordan, is the implementing agency of the YTJ project and aims to improve digitally enabled income opportunities and expand digitized government services in Jordan. The YTJ project will build an impetus for private sector-led growth of the digital economy and make interventions to address specific constraints in the supply and demand sides of the economy.

This rapid assessment of Information and Communication Technology (ICT) skill demands was conducted by analyzing available job vacancies and direct survey of companies. In 2018, the ILO Jakarta Office conducted a study on the labour demand in the ICT sector and predicted that employment in the ICT sector would increase in line with the digitalization of various industries. And given that the world of work and skills needs are rapidly changing and developing, in May 2020 the ILO Jakarta office organized another survey to identify skills needs and job opportunities in the ICT sector.

Digitalization is a key driver of change. As information and communication technology (ICT) continues to advance and digital technologies are further integrated into sectors across our economies, the skills that are needed the most also continue to change and are increasingly in demand. To better understand the implications for the world of work, the ILO’s ‘Future of Work in Information and Communication Technology (ICT)’ project has for the past two-and-a-half years conducted in-depth research on anticipated needs for skilled ICT workers and formulating strategies to address labour shortages, including the scaling up of investments in ICT education and training, and better governed international labour migration.

This report, the last of a series of three reports, summarizes the project’s findings, which were formulated on the basis of research conducted in Canada, China, Germany, India, Indonesia, Singapore and Thailand. It provides an overview of: (a) trends in the ICT sector, ICT labour markets and the migration of ICT workers; (b) the potential demand for skilled workers and current and anticipated skills mismatches in the digital economy; and (c) strategies for improving ICT education and training. Furthermore, it summarizes the key research findings and outlines possible policy responses that could be adopted with a view to scaling up current initiatives to advance decent work opportunities in the digital economy.

Of an estimated 1 billion people with disabilities in the world today, some 785 million are of working age. While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. A strategy of including people with disabilities in training and employment promotion policies, combined with targeted supports to ensure their participation, can help disabled persons obtain productive mainstream employment.

Information and Communications for Development Collection The Information and Communications for Development report takes an in-depth look at how information and communication technologies (ICT) are impacting economic growth in developing countries. This new report, the fourth in the series, examines the topic of data-driven development, or how better information makes for better policies. The objective is to assist developing country firms and governments to unlock the value of the data they hold for better service delivery and decision making, and to empower individuals to take more control of their personal data. The chapters of the report explore different themes associated with the supply of data, the technology underlying it, and the demand for it.
