The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Este informe proporciona una visión general de las tendencias mundiales y regionales en el empleo, el desempleo, la participación de la fuerza laboral y la productividad, así como las dimensiones de la calidad del trabajo, como la situación laboral, el empleo empleo y pobreza laboral. También examina los ingresos y la evolución social y proporciona un indicador de malestar social.

Las principales conclusiones son que se espera que el desempleo aumente después de un largo período de estabilidad y que muchas personas trabajen menos horas remuneradas de las que les gustaría o no tienen acceso suficiente al trabajo remunerado. El informe también analiza de cerca los déficits de trabajo decente y las persistentes desigualdades en el mercado laboral, y señala que la desigualdad de ingresos es mayor de lo que se pensaba anteriormente.

This report provides an overview of global and regional trends in employment, unemployment, labour force participation and productivity, as well as dimensions of job quality such as employment status, informal employment and working poverty. It also examines income and social developments, and provides an indicator of social unrest. According to the new World Employment and Social Outlook: Trends 2020 (WESO) report, almost, half a billion people are working fewer paid hours than they would like or lack adequate access to paid work.

In addition, the WESO shows that unemployment is projected to increase by around 2.5 million in 2020.

The report shows that the mismatch between labour supply and demand extends beyond unemployment into broader labour underutilization. In addition to the global number of unemployed (188 million), 165 million people don’t have enough paid work and 120 million have either given up actively searching for work or otherwise lack access to the labour market. In total, more than 470 million people worldwide are affected.

The report also looks at labour market inequalities. Using new data and estimates it shows that, at the global level, income inequality is higher than previously thought, especially in developing countries.

Moderate or extreme working poverty is expected to edge up in 2020-21 in developing countries, increasing the obstacles to achieving Sustainable Development Goal 1 on eradicating poverty everywhere by 2030.

Moreover, the report looks at labour market inequalities. Using new data and estimates it shows that, at the global level, income inequality is higher than previously thought, especially in developing countries. Currently working poverty (defined as earning less than US$3.20 per day in purchasing power parity terms) affects more than 630 million workers, or one in five of the global working population.

Part of 'Development Centre Studies' Series A majority of workers in the world are informally employed and contribute to economic and social development through market and non-market activities that are not protected, regulated, well-recognised or valued. This study provides an in-depth diagnosis of informality and the vulnerability prevailing in the informal economy. It explores new ideas to improve the lives of workers in the informal economy based on the ILO indicators of informality and the new OECD Key Indicators of Informality based on Individuals and their Household (KIIbIH).The report contributes in four ways to the global debate on the transition from the informal to the formal economy: 1) by examining the multiple faces of informality in a large sample of countries representing diverse conditions, locations and stages of development; 2) by presenting new empirical evidence on the links between informality and the development process; 3) by assessing risks and vulnerabilities in the informal economy, such as poverty and occupational risks, which can be mitigated with social protection and appropriate risk management instruments; 4) by showing that the transition to formality is a complex issue that touches on a wide range of policy domains.

Employment Working Paper No. 247 This paper focuses on how technologies can enhance the impact of institutional public policies addressing informality. Today, an increasing number of governments are promoting the application of new technologies to simplify and facilitate the transition from the informal to the formal economy. These 'e-formality policies', as in some cases, are related to e-government initiatives. It analyses some emerging public policies or public-sector practices and tools where technologies have already been implemented directly or indirectly for the transition to formality. This raises the questions if these policy innovations will transform the way formalization policies will be implemented in the future.

The course is aimed at policy makers and advisors from ministries of labour and economy; and representatives of workers' and employers' organizations.

The academy aims to enhance the capacity to formulate, implement and/or evaluate formalization policies through effective diagnostic analysis, better understanding of concepts and approaches for measuring informality, and its drivers and impacts on the world of work.

The Academy offers a learning platform to review promising practices on the transition from the informal to the formal economy as well as to engage in constructive dialogue and debate on the future of informality. The event is an opportunity to learn about the most advanced thinking around concepts and methodologies for reducing informality, to exchange on existing practices, and to adapt lessons learnt to specific country contexts.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

This report takes a comprehensive look at unpaid and paid care work and its relationship with the changing world of work. A key focus is the persistent gender inequalities in households and the labour market, which are inextricably linked with care work. The report analyses the ways in which unpaid care work is recognized and organized, the extent and quality of care jobs and their impact on the well-being of individuals and society. These gender inequalities must be overcome to make care work decent and to ensure a future of decent work for both women and men.

The report contains a wealth of original data drawn from over 90 countries and details transformative policy measures in five main areas: care, macroeconomics, labour, social protection and migration. It also presents projections on the potential for decent care job creation offered by remedying current care work deficits and meeting the related targets of the Sustainable Development Goals.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Job quality remains a major concern with vulnerable employment pervasive around the world. As more and more investment is made in education and skills around the world, it is important to note that most young people in low- and middle-income countries will not be putting to use the skills they learn in formal sector jobs; they will be making use of these skills in the informal economy. This paper is concerned with jobs and skills mismatch in the informal economy in low and middle income countries. It reviews the analytical and conceptual framework for jobs and skills mismatch in the informal economy, considers the causes of skills mismatch in the informal economy, analyses available data on the phenomena and reviews policy and program options to address it.
