Today’s globalised and highly competitive environment calls for a productive workforce that is skilful, efficient (doing things right), effective (doing right things) and innovative. This is imperative for any nation that seeks to build a knowledge-based economy via highly competent, well-educated human resource capital. According to a report by APEC Economic Committee (November 2000), "...in a knowledge based economy, there is a high proportion of people who have completed secondary ed-ucation (to exit, 'year 12' level), who have post-secondary qualifications, and (most characteristically) who are engaged in continuing education". Technical and Vocational Education and Training (TVET) which is increasingly considered as part of mainstream education, creates important pathways towards enhancing competencies for honing employability skills necessary for creating a highly successful economy.

Policy makers, administrators and educators in various fields of TVET have all agreed that TVET plays an important role in the economic and social development of a nation. To become more effective in managing its human resources and develop an integrated approach to skills development, there is a need to re-think the current position of TVET system in Brunei Darussalam.

Plans of actions which are presented in this 5-year Strategic Plan (2013 –2018) required for the modernisation of TVET in Brunei falls under 6 broad themes: (i) course restructuring; (ii) expanding apprenticeship options; (iii) progression opportunities; (iv) upgrading the training environment; (v) scheme of service; and finally (vi) renaming DTE and vocational institutes. In conclusion, this report purposes to apply the proposals mentioned with a view to achieving the objectives, goals and way forward.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Regardless of the level of the current and long-term development of economy, employment is considered as one of priority areas for ensuring social-economic stability of the country, hence the state employment regulation and management stem from objective necessity. Here there is a need for highlighting the importance of “labour resource selection – labour market – population employment” cycle, which does not always provide for the effective balance in the labour market itself. Therefore, the main target for the state in this sphere has to be the provision of balances though additional efforts.

This employment strategy has been developed taking into consideration the Constitution of the Republic of Armenia, the legal regulatory framework of the sphere, as well as the International labour Organization conventions and agreements concerning employment, the requirements of the European Social Charter, European Neighbourhood Policy. It provides a concise chapter on employment development and challenges, among which the labour market & education relation is discussed.

Part of The Education Policy Outlook series Across OECD countries, more than 12% of public spending is invested in education. Yet as international surveys like the OECD Programme for International Student Assessment (PISA) show, there is considerable variation in how that money is spent and the outcomes it produces. This first edition of the Education Policy Outlook 2015: Making Reforms Happen aims to help policy makers and other stakeholders in education learn how their peers in other countries respond to common challenges, from teaching diverse student populations to instituting measures that render schools accountable for the quality of the education they provide.

The report offers a detailed look at some 450 education reforms that were adopted across OECD countries between 2008 and 2014. While these policies were developed in specific contexts, they can serve as inspiration for policy makers who are looking for effective ways to improve their own education systems. Chapter 3 of this report focuses on “Preparing students for the future” touching upon topics such as the facilitation of transitions across education pathways and the labour market and vocational education among others.

Part of a series of country projects within the OECD programme of work on building effective national and local skills strategies. Skills have become the key driver of individual well-being and economic success in the 21st century. Without proper investment in skills, people languish on the margins of society, technological progress does not translate into growth, and countries can no longer compete in increasingly knowledge-based economies. This diagnostic report identifies 14 skills challenges for Austria which were distilled from two interactive diagnostic workshops held with a range of stakeholders. It marshals a wide array of relevant OECD evidence, including Austria’s results from the Survey of Adults Skills (PIAAC), to shed further light on these challenges. Finally, it offers some concrete examples of how other countries are tackling similar skills challenges.

OECD Social, Employment and Migration Working Papers, No. 163 In most OECD countries, the gap between rich and poor is at its highest level since 30 years. Today, the richest 10 per cent of the population in the OECD area earn 9.5 times the income of the poorest 10 per cent; in the 1980s this ratio stood at 7:1 and has been rising continuously ever since. However, the rise in overall income inequality is not (only) about surging top income shares: often, incomes at the bottom grew much slower during the prosperous years and fell during downturns, putting relative (and in some countries, absolute) income poverty on the radar of policy concerns. This paper explores whether such developments may have an impact on economic performance.

Among the paper’s key findings:
-The gap between rich and poor is now at its highest level in 30 years in most OECD countries.

-This long-term trend increase in income inequality has curbed economic growth significantly.

-While the overall increase in income inequality is also driven by the very rich 1% pulling away, what matters most for growth are families with lower incomes slipping behind.

-This negative effect of inequality on growth is determined not just by the poorest income decile but actually by the bottom 40% of income earners.

-This is because inter alia people from disadvantaged social backgrounds underinvest in their education.

-Tackling inequality through tax and transfer policies does not harm growth, provided these policies are well designed and implemented.

-In particular, redistribution efforts should focus on families with children and youth, as this is where key decisions on human capital investment are made and should promote skills development and learning across people’s lives.

African economies must intensify efforts towards the achievement of rapid growth, and the development of a workforce that is empowered with necessary and continuously upgraded skills and knowledge to enhance the attainment of their development goals. However, the workforce training should be performance and standards based, learner-focussed, flexible, and closely oriented to workplace practices that are derived from carefully selected competencies. Also, production activities should take utmost cognisance of the need to replenish and not to endanger the environment. Based on these concerns, the Commonwealth Association of Polytechnics in Africa (CAPA) has chosen to deliberate on the role of Technical and Vocational Education and Training (TVET) in competency-based training and green skills for work and life in post-2015 Africa.

Conference sub-themes are as follows:

Since January 2013, the OECD has been working closely with Norway to successfully use inclusive and innovative processes to strengthen Norway’s skills system. The process was conducted in two phases. The diagnostic phase, completed over the course of 2013, served to build a shared understanding of the issues at stake and to identify twelve skills challenges for Norway. In the action phase, as described in this report, stakeholders generated innovative approaches and solutions to specific skills challenges in an effort to contribute to the development and implementation of government skills policies. Stakeholders chose to focus on three interlinked Priority Areas for action, which incorporate the twelve skills challenges identified in the Diagnostic Report: improving the effectiveness of Norway’s skills system, tackling skills imbalances, and strengthening education and training for low skilled adults. The five key actions identified to address Norway’s skills challenges constitute a strong and coherent platform for new policy development and better implementation of existing skills policies.

This Action Report would have served its purpose if it contributes to fostering a common understanding of the actions Norway needs to take to strengthen its skills system. It would have accomplished an even greater goal if it stimulates policy makers and stakeholders to work together to ensure successful implementation. Maximising Norway’s skills potential is everyone’s business, and will require a shared commitment across ministries, county and local governments as well as social partners to deliver better skills outcomes today and in the future.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

Fifth item on the agenda - International Labour Conference, 103rd Session, 2014

The report provides an overview of the informal economy, its impact on the attainment of decent work for all workers and employers, and the International Labour Organisation's approach to the transition to formality, as set out in the 2002 Conclusions. It covers the regulatory environment relating to the informal economy at national and international levels, with examples of existing laws and practices from different regions, legal systems, traditions and circumstances adopted by ILO constituents to move progressively to the formal economy; more recently, skills development in the informal economy has increasingly been considered a strategic element in increasing the employability of workers and the productivity of enterprises, alleviating poverty and using new skills to help workers move into decent formal work. The report also examines the need for an integrated policy framework, encompassing the ILO’s four strategic objectives (fundamental principles and rights at work, employment, social protection and social dialogue) adapted to the national context of each Member State for a progressive transition to the formal economy and decent work.
