ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Las prácticas descritas en estos ejemplos demuestran que estas organizaciones son actores idóneos para articular los intereses empresariales con la integración productiva de las personas con discapacidad en el mercado de trabajo. En momentos en que un número cada vez mayor de países está ratificando y adoptando medidas para la aplicación de la Convención de las Naciones Unidas sobre los Derechos de las Personas con Discapacidad –un instrumento integral de protección de los derechos humanos de este segmento de la población–, se hace cada vez más necesario brindar elementos para inspirar y orientar al sector empresarial. La publicación responde a un conjunto emergente de información que confirma la viabilidad comercial de contratar a personas con discapacidad y el interés de las empresas en mantener una fuerza laboral diversa.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

An initiative of the Indonesia Youth Employment Network The Youth Employment Action Plan, developed with the help of the ILO, brought together government, trade unions, employers and representatives from civil society to develop the road map to tackle the issue of youth employment. The objectives of the Plan are:
1. To identify the key issues and challenges faced by young women and men in their transition through education to the workplace;
2. To acknowledge that many policies, programs and activities already exist and to provide a platform for the sharing of information and knowledge at the national, provincial and district levels, that will enrich the various initiatives already being undertaken;
3. To set priorities for action by policymakers and other stakeholders;
4. To demonstrate the need for, and benefits of, an integrated approach to addressing the youth employment challenge;
5. To provide a set of policy recommendations that can contribute to the creation of quality jobs, thereby reducing unemployment, under-employment and the numbers of young people living and working in poverty;
6. To stimulate action by individuals and groups of stakeholders to involve themselves in processes and programs that directly and indirectly contributes to the generation of more and better jobs for young men and women;
7. To urge provincial and district level governments to mainstream youth employment issues into economic and social policies, strategies and programs at the provincial and district levels.
8. To encourage young men and women to participate in dialogue and collective action as a necessary pre-requisite for an accurate and effective response.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The plan has been developed with the technical assistance of the ILO and together with employers' organizations and trade unions. The three-year action plan to promote decent jobs for young people in the Former Yugoslav Republic of Macedonia is the result of cooperation between the government and social partners.

The plan outlines four strategic objectives, namely:
1) Strengthen the (youth) labour market governance system (mainstreaming of the Employment Service Agency reform throughout all local employment offices and strengthening of the Labour Inspectorate with a view to address informal employment);
2) Enhance youth employability (including the reform of the education and training system; the career counselling and guidance; the introduction of a flexible training system leading to gainful employment; and more and better career guidance services for young people);
3) Foster youth employment through private sector development (setting up a system of incentives to promote youth employment and establishment of dedicated youth entrepreneurship services);
4) Ensure the labour market inclusion of disadvantaged youth (improving targeting and financing of active labour market programmes; expanding promotional measures to move enterprises established by young people to the formal economy; integration of employment and social services to address multiple layers of disadvantage).

The World Development Report 2013, adopting a cross-sectoral and multidisciplinary approach, looks at why some jobs do more for development than others. The report tackles some of the most pressing questions policy makers are asking right now: Should countries design their development strategies around growth or focus on jobs? Are there situations where the focus should be on protecting jobs as opposed to protecting workers? Which needs to come first in the development process— creating jobs or building skills?

The report finds that efficiency increases as workers get better at what they do, as more productive jobs appear, and as less productive ones disappear. Societies flourish as jobs foster diversity and provide alternatives to conflict.

The increase of low-income low skilled youth in the labour market is a major concern in Latin America. In this region, the unemployment rate among young people is up to three times higher than the adult rate. Whereas one in three employed adults have an informal job employment, the informality rate for young people reaches 50%. The poor quality of basic education and early school dropouts have resulted in a large group of poorly educated youth with poor labour market perspectives. The Chile Joven program, which started in 1991, was targeted at a group of urban youth considered to be “at risk”. The Chilean authorities envisioned the model behind this program and the Inter-American Development Bank contributed to its definition and implementation. Other countries in the region faced similar challenges, and given the attractiveness of the Chilean Joven, the model has been replicated throughout the region.

Co-ordination mechanisms between TVET and enterprises in different economic sectors are eminently important for the relevance of TVET to both employers and job seekers. Such mechanisms, linkages and “bridges” between training providers and companies cannot follow one uniform design or format under different economic, social and cultural circumstances. In addition, there are a multitude of stakeholders in training, with varying and sometimes conflicting interests, objectives and priorities; and these stakeholders are not the same in every country. In 2007, the Vietnamese General Directorate for Vocational Training (GDVT) organized a workshop in order to establish closer links between training providers and companies in the various sectors of the Vietnamese economy. One of the leading ideas was to scrutinize the Vietnamese experiences and examine them against those in neighbouring countries which have some cultural features in common with Vietnam: Thailand, the Peoples’ Republic of China and the Republic of Korea. In addition, experts from a country well-reputed for linking company- and school-based TVET, namely Germany, were invited, which enabled the participants of the workshop to take part in a captivating dialogue between different cultures about the varying approaches and the solutions found in the Asian and European contexts.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The TVET policy aims to: (1) assure guidance and counselling, planning, coordination, monitoring and evaluation of TVET activities; (2) provide relevant theoretical and practical training in all sectors; (3) satisfy needs of priority sectors by training workers for the relevant qualification areas; (4) provide the graduates with required skills, i.e. ensure their employability; and (5) develop work values and attitudes of workers. The priority areas of intervention identified for the TVET policy are: development of a TVET systems, improved access to TVET programmes, high quality of TVET programmes, provision of well-trained TVET teachers, and ensuring sustainable financing of TVET programmes.
