Access to training

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Investing in skills must be a key element of the G20 commitment to take action to “support development and Inclusive Growth, and help to reduce inequality and poverty” in the context of lifting G20 GDP (Brisbane Summit) and promoting inclusive growth. Skills are a key driver of innovation, whilst the adoption of new technologies and higher productivity can combine to make an important contribution to generating strong and inclusive growth. Building adequate skills and adapting them over working lives boosts the earnings of individuals and enhances opportunities. Effective skills systems underpin thriving communities and societies as shown in Annex II of the G20 labour and employment ministerial declaration 2015.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

G20 Finance and Labour Ministers met in Ankara at a Joint Meeting on September 4, 2015. Experiencing a sluggish and uneven economic growth following the global financial crisis of 2008, G20 Finance and Labour Ministers gathered to discuss the ways to achieve job-rich economic growth by discussing the employment-growth linkage. Considering that the slow pace of economic growth is not enjoyed by all segments of the society, Ministers also discussed how to tackle inequalities among G20 societies. The following Declaration is the result of the discussions.

Report prepared for the G20 Employment Working Group with inputs from The International Monetary Fund This paper aims to set out the challenges confronting G20 economies and to develop a proposal for a set of concrete actionable measures to improve the employability of each economy’s workforce, making skills more transferable and workplaces more adaptable. The paper begins with an overview of the major challenges that are putting jobs at jeopardy and which risk widening existing inequalities and further marginalising disadvantaged groups in the labour market. The key policy responses that are required to meet these challenges are then set out according to four key areas: i) Anticipating emerging skill needs and adapting policies accordingly; ii) Reinforcing the role of training and work-based learning; iii) Enhancing the adaptability of workplaces; and iv) Promoting labour mobility. Under each area, a selection of informative country policy examples is provided and some general policy principles are identified, drawing on these examples for inspiration.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Report prepared for the G20 Employment Working Group Antalya, Turkey, 26-27 February 2015 Promoting better employment outcomes for youth remains a key G20 objective as reaffirmed in the G20 Brisbane Action Plan and the 2014 G20 Labour and Employment Ministerial Declaration. Employment measures targeted at youth also feature prominently in many of the national Employment Plans (EP) developed by each G20 economy. The purpose of this note, prepared at the request of the Turkish Presidency of the G20, is to put forward possible options for monitoring developments in youth labour markets as well as country progress in implementing policy commitments for improving the labour market situation of young people.

This note begins by highlighting the key trends and youth employment challenges in G20 countries and the diversity of youth labour markets across these economies. A proposal to establish a “youth scoreboard” is then put forward as a way of monitoring developments in youth labour markets on a regular basis and for identifying improvements and where further action is required. This is followed by a discussion of the feasibility of using one of the indicators from the youth scoreboard to set a quantitative target for improving youth employment outcomes. The note concludes with the presentation of a draft questionnaire for the consideration of the G20 EWG for sharing information on the implementation of new policy measures to improve youth labour market outcomes.
