Tackling the coronavirus (COVID-19): Contributing to a global effort. The consequences of the coronavirus (COVID-19) pandemic for the labour market are likely to be severe. Many firms are struggling to stay afloat during the often strict confinement measures, and large numbers of workers have already either been involved in various forms of short-time work schemes or laid off. Public and private employment services (PES) will play a crucial role in preventing the labour market from seizing up during the crisis and in promoting a fast recovery once confinement measures start to be lifted. They will need to provide support on an increasingly virtual (i.e. not face to face) basis to an unparalleled inflow of jobseekers. This will include ensuring that benefits are paid out without delay, providing information, and encouraging jobseekers to stay active even if there are fewer vacancies. In the short-term, the economic impact of the pandemic is shifting labour demand across sectors and regions, and it remains to be seen if this will lead to more permanent re-allocation of labour across sectors and regions. Therefore, the PES in each country will not only be facing a surge in the number of jobseekers but also the need to potentially reallocate many of them across occupations, sectors and regions. This requires providing them with good labour market information and support for skills development. In order to fulfil these particularly challenging tasks, PES need to be agile and quickly adapt to the new situation. This policy brief provides guidance on how this can be done.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Helping young people acquire quality jobs that transition successfully into modern careers is of primary concern. The global economy is experiencing rapid changes: the youth unemployment rate is three times higher than that of adults. Nonetheless, there are important variations across regions. The consequences of poor transitions into a changing world of work can be observed in: long-term unemployed young people in developed countries; unemployed university graduates in emerging countries; and those in low-productivity family farms in low-income countries.

Employment services are one of the most cost-effective mechanisms to link jobseekers to available work. These services can be delivered by public, private, and non-government providers to all unemployed and active jobseekers. Assisting young people, however, often requires a combination of mainstream services and targeted approaches for a successful transition into employment.

This technical note underlines that making employment services effective involves tailoring the types and nature of these services to the different needs and circumstances of young jobseekers in accordance with their readiness for employment, as well as their personal aspirations. While pertinent to all employment services, this technical note is specific to countries with emerging and low-income economies, often faced with tight budgets, more limited institutional capacities, and a less developed offer of employment services and providers.

OECD Social, Employment and Migration Working Papers No. 224 Profiling tools help to deliver employment services more efficiently. They can ensure that more costly, intensive services are targeted at jobseekers most at risk of becoming long term unemployed. Moreover, the detailed information on the employment barriers facing jobseekers obtained through the profiling process can be used to tailor services more closely to their individual needs. While other forms of profiling exist, the focus is on statistical profiling, which makes use of statistical models to predict jobseekers’ likelihood of becoming long-term unemployed. An overview on profiling tools currently used throughout the OECD is presented, considerations for the development of such tools, and some insights into the latest developments such as using 'click data' on job searches and advanced machine learning techniques. Also discussed are the limitations of statistical profiling tools and options for policymakers on how to address those in the development and implementation of statistical profiling tools.

This report provides an overview of global and regional trends in employment, unemployment, labour force participation, productivity, as well as employment status, informal employment and working poverty. It also examines income and social developments, and provides an indicator of social unrest.

A key finding is that poor job quality is a prime concern for the most of the global labour force. In addition, unemployment and labour underutilization remain high in many countries, despite improvements in recent years.

The report also takes stock of progress with respect to targets for Sustainable Development Goal 8, which has been slower than anticipated.

The main objective of the Academy is to strengthen the capacities of participants in the design and implementation of policies and programmes that address the critical employment challenges in their countries.

Responding to current and evolving labour market challenges, the Academy aims to build the capacities of government officials, social partners and other relevant stakeholders in designing and implementing effective policies and programmes, including national employment policies and programmes that target youth and women. It covers different aspects of monitoring and evaluation of interventions to promote evidence-based policymaking. The Academy also focuses on ground-breaking topics and policy innovations linked to the Future of Work, which will help countries improve the resilience of their labour markets and access to decent work for all.

The academy targets senior government officials (policy-makers, planners and technical staff) of ministries of labour and employment, ministries of economy and finance, and other institutions/agencies directly involved in the formulation of national employment policies and youth employment policies and programmes; representatives of workers' and employers' organizations directly involved in the design and implementation of national employment policies, and research departments.

The Academy will combine interactive plenary sessions on critical issues with personalized learning paths through elective thematic courses.

The Academy is learner-centred and highly participatory. It will be facilitated by a pool of ILO and ITCILO officials and other learning experts. Different learning techniques will be applied in order to facilitate collaborative building of knowledge and experience sharing. Time will be dedicated to the presentation of national experiences.

The Academy will be a bilingual event held in English and French, with interpretation services provided during the entire programme.

L’Académie a pour objectif principal de renforcer la capacité des participants dans la conception et la mise en oeuvre de politiques et de programmes qui répondent aux défi s majeurs de l’emploi dans leurs pays.ries.

Dans le souci de relever les défis actuels et futurs du marché du travail, l'Académie vise à renforcer les capacités des fonctionnaires gouvernementaux, des partenaires sociaux et des autres parties prenantes à concevoir et à mettre en oeuvre des politiques et programmes efficaces, et notamment des politiques et programmes nationaux pour l'emploi qui ciblent les jeunes et les femmes. Elle abordera différents aspects du suivi et de l'évaluation des interventions promouvant l'élaboration de politiques fondées sur des données factuelles. L'Académie se concentrera également sur les sujets novateurs et les innovations politiques liées à l'avenir du travail, qui aideront les pays à consolider la résilience de leur marché du travail et à assurer l'accès à un travail décent pour tous.

L'Académie s'adresse aux hauts fonctionnaires (décideurs, planificateurs ou personnel technique) des ministères du Travail, de l'Emploi, de l'Économie ou des Finances ou d'autres agences et institutions directement impliqués dans la formulation des politiques nationales de l'emploi et des politiques et programmes nationaux pour l'emploi des jeunes; représentants des organisations de travailleurs et d'employeurs directement impliqués dans la formulation des politiques nationales de l'emploi; personnel des départements de recherche.

L’Académie s’appuie sur une approche très participative et axée sur l’apprenant. Les séances seront animées par un ensemble de spécialistes de l’OIT et du CIF-OIT et d’autres experts en formation. Différentes techniques d’apprentissage seront appliquées afi n de faciliter la construction collaborative du savoir et le partage d’expériences. Du temps sera consacré aux présentations d’expériences nationales.

Les cours dispensés par l’Académie se dérouleront en anglais et en français, et des services d’interprétation seront offerts durant toute la durée du programme.

The 2018 edition of the OECD Employment Outlook reviews labour market trends and prospects in OECD countries. Chapter 1 presents recent labour market developments. Wage growth remains sluggish due to low inflation expectations, weak productivity growth and adverse trends in low-pay jobs. Chapter 2 looks at the decline of the labour share and shows that this is partially related to the emergence of 'superstar' firms, which invest massively in capital-intensive technologies. Chapter 3 investigates the role of collective bargaining institutions for labour market performance. Systems that co-ordinate wages across sectors are associated with better employment outcomes, but firm-level adjustments of sector-level agreements are sometimes required to avoid adverse effects on productivity. Chapter 4 examines the role of policy to facilitate the transition towards new jobs of workers who were dismissed for economic reasons, underlying the need of early interventions in the unemployment spell. Chapter 5 analyses jobseekers' access to unemployment benefits and shows that most jobseekers do not receive unemployment benefits and coverage has often been falling since the Great Recession. Chapter 6 investigates the reason why the gender gap in labour income increases over the working life, stressing the role of the lower professional mobility of women around childbirth.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This technical note shows how public employment services (PES) are going beyond traditional ways of working, moving towards joined-up services to help people facing complex barriers to employment in finding work and building skills, with the aim of achieving more sustainable outcomes.
The note explores the meaning of 'joined-up services' and presents selected country case studies that offer insights from experience to policy-makers, practitioners and others interested in developing services to maximize the level of support available to disadvantaged job seekers. Slow growth in employment and economic activity is having disproportionately frequent and severe effects on people already facing disadvantage. People in vulnerable situations are more likely to have a weaker attachment to the labour market and fewer chances of re-employment. The available evidence on what policy approaches are effective in improving employment outcomes for disadvantaged groups shows the importance of tackling barriers to employment in parallel to those in education, health and housing.
