Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

In a rapidly changing world with diverse demands, universities face the challenge to produce human resources with the right capacities, skills and knowledge to meet society’s needs. Governments call on universities to facilitate the shift to knowledge-based economy and high-technology to ensure a competitive edge in the global market. Preparing young people to enter the labour market has therefore become a critical responsibility for universities.

Many economies are reported as not generating sufficient employment opportunities to absorb growth in the working-age population, a generation of young productive workers will face an uncertain future, unless this trend is reversed.

The case studies from selected countries in Asia commissioned by UNESCO Bangkok with the support of Japanese Funds-in-Trust and UNESCO Jakarta give a better understanding of the current trends and challenges as regards employability of university graduates in Asia.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Investitionen in Bildung und Qualifikationen für Frauen und Männer mit dem Ziel, Wirtschaften zu unterstützen, damit sie ein dynamisches Wachstum mit qualitativ guten Arbeitsplätzen erzielen, ist rund um den Globus eine dringende Priorität.

Auf der Internationalen Arbeitskonferenz 2008 hat die dreigliedrige Mitgliedschaft der IAO – Regierungen, Arbeitgeber und Arbeitnehmer – eine Reihe von Schlussfolgerungen angenommen, die diese Herausforderung direkt angehen. Diese Schlussfolgerungen bieten praktische Hinweise, wie die Bildung, die Berufsbildung und das lebenslange Lernen als zentrale Säulen der Beschäftigungsfähigkeit für Arbeitnehmer und Nachhaltigkeit für Unternehmen innerhalb der Agenda für menschenwürdige Arbeit gestärkt werden können.

Die Schlussfolgerungen betonen, dass die Qualifikationsentwicklung ein wichtiges Werkzeug zur Verringerung von Armut und Ausgrenzung und zur Stärkung der Wettbewerbsfähigkeit und Beschäftigungsfähigkeit sein kann.

In Korea's dynamic labour market, job displacement (involuntary job loss due to firm closure or downsizing) affects many workers over the course of their working lives. Some workers are more vulnerable than others to this risk and may face long periods of unemployment after displacement, particularly if their skills are not well-matched to emerging job opportunities. Even when they find new jobs, displaced workers tend to be paid less, have fewer benefits and are more likely to be overskilled than in the jobs they held prior to displacement. Helping displaced workers get back into good jobs quickly should be a key goal of labour market policy. To achieve this goal, Korea needs to increase resources devoted to re-employment programmes, such as job-search training and job matching, to improve their performance and better target those who need the most help. Existing training programmes need to be revised to ensure that people are obtaining skills that will help them find work. The social safety net also needs to be strengthened to lower the personal and societal costs of displacement, notably by improving the coverage of unemployment benefits.

A case study of lifelong learning and employment prospects in Hong Kong SAR, China This case study report was developed as part of a UNESCO research project on Lifelong Learning and Employment Prospects/Employability in the Asia-Pacific, initiated by the Asia and Pacific Programme of Education for All, UNESCO Bangkok.

The project aims to support the formulation of policies that can promote lifelong learning (LLL) as well as strategies and programmes to enhance the employability and employment prospects of working-age individuals living in Asia and the Pacific.

The research was conducted through an investigation of existing LLL policies, strategies and programmes offered through formal, non-formal and informal channels. The study explores the relation between LLL and employment by analysing the instruments adopted in Hong Kong to define the specific needs of employees and employers, learners and trainees. It looks at the main features of LLL policies, implementation and final results in order to understand in which way future policies can be implemented in the specific Hong Kong case and also in other countries or regions.

UNESCO Research Project on Lifelong Learning and Employment Prospects/Employability in the Asia and Pacific Region This publication is the first case study report developed as part of UNESCO Research Project on Lifelong Learning and Employment Prospects/Employability in the Asia and Pacific Region. The project aims to support the formulation of policies that promote lifelong learning (LLL) as well as strategies and programmes to enhance employability and employment prospects of working-age individuals in Asia and the Pacific.

The objectives of the case study are: (i) to identify the relationship between LLL and employment prospects in policy and practice; and (ii) to document existing LLL policies, strategies and programmes that are offered at national, regional and local levels through formal, non-formal and informal channels, and which contribute to the enhancement of employment prospects and employability of working-age citizens in Australia.

The report outlines the structure, financing and participants of the education and training system in Australia and describes programmes and approaches to lifelong learning and employability. It also examines the roles of government, industry and education providers and the curriculum challenges and social issues in the system.

It covers a broad spectrum of subject areas including macroeconomic and sectoral policies, small and medium enterprises, labour market policies for specific groups and training, management and career guidance. Policy statements in these different subject areas are based on lengthy consultations with government officials, employers’ and workers’ organizations, professional bodies and academia. Every effort has been made to make this document inclusive, over-arching and comprehensive, keeping in mind the overall policy priorities of the government.

The objectives of NHREP are:
• to promote the attainment of full, productive and freely chosen employment for all women and men in Sri Lanka;
• to develop a highly competent, globally competitive, multi-skilled and productive workforce;
• to improve incomes and the quality of life of the working population across different sectors and regions;
• to provide the fullest possible opportunity to each worker without discrimination, to qualify for and to use his/her skills and endowments in a job for which he/she is best suited so that worker motivation and productivity are maximised; and
• to safeguard the basic rights and interests of workers in line with national labour laws and key international labour standards.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The Trade Adjustment Assistance (TAA) Program is a federal program that provides a path for employment growth and opportunity through aid to US workers who have lost their jobs as a result of foreign trade. The TAA program seeks to provide these trade-affected workers with opportunities to obtain the skills, resources, and support they need to become reemployed.

TAA participants come from a variety of backgrounds and industries, and therefore many enter the program with a wide array of skills and experience. However, the majority of TAA participants who enter the program face similar challenges in obtaining reemployment, which can include no post-secondary degree, job skills solely in the manufacturing sector, and an average age of 46 with over 12 years of experience in a specific job that may no longer exist. The TAA program has been developed through legislation, regulation, and administrative guidance to best serve the needs of this unique population.
