The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Technical Brief No.7. Part of the Work4Youth project, funded by the MasterCard Foundation. One of the most discussed topics in the domain of labour economics during the last couple of decades has been the polarization of employment in industrialized countries, namely the growth of high and low paying jobs and the decline of jobs paying wages around the middle of the wage distribution. Economists identify two main reasons for this phenomenon, the first one being technological progress and the second one the globalization of the world economy. Both factors have contributed to changes in the distribution of skills demanded by employers in the labour markets of industrialized countries.

The bulk of the literature on employment polarization focuses on the industrialized world although the concepts of 'skill-biased technological change' and globalization have obvious implications for the distribution of employment also in developing countries. The ILO school-to-work transition surveys (SWTS) offer an opportunity to study the phenomenon of polarization more closely from the perspective of 23 developing countries. The objective of the technical brief is to examine the skill distribution of young workers in different industries as a function of their trade openness. According to the globalization hypothesis, the jobs that are most prone to be offshored in the industrialized countries are those performed by middle-skilled workers who are, in the context of the present paper, workers with secondary education. However, once these jobs are offshored, they are often performed by workers in the developing countries with education levels at the secondary level or higher. Therefore, this paper will examine the relative occupational skills level of workers in the sectors most open to trade. Three case studies of Madagascar, Ukraine and Vietnam will be presented to better demonstrate the research topic.

The 2017 edition of the Latin American Economic Outlook explores youth, skills and entrepreneurship. Young Latin Americans embody the region’s promise and perils. They stand at the crossroads of a region whose once promising economy and social progress are now undergoing a slowdown. The Outlook identifies potential strategies and policy responses to help Latin America and the Caribbean revive economic growth. While development can stem from different sources, skills and entrepreneurship can empower youth to develop knowledge-intensive economic activities, boost productivity and transform the region’s politics as they transition successfully from the world of school to the world of productive work and create the future they seek. The report highlights valuable experiences and best practices in these fields and proposes strategies to allow Latin America to consolidate long-term growth while assuring continuity in the social agenda.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

A recurring issue for education policy-makers is the labour market effect of the long-term global mass expansion of higher education, particularly on what is a “graduate job”. The traditional assumption is that graduate jobs are virtually coterminous with professional and managerial occupations. This paper develops the concept of graduate jobs, and puts forward a simple framework for the determination of graduate jobs. It considers existing graduate jobs classifiers, and reviews the existing internationally comparative literature. It then introduces the Survey of Adult Skills (PIAAC), and describes the key indicators used in the classification. It also presents findings from analyses of the prevalence of graduate jobs. And finally, the paper concludes and discusses some limitations.

This report seeks to promote new and deeper knowledge of the potential of African young people and the broad conditions that have an influence on this potential. It acknowledges the predicament of African young people today, noting that they share visions and aspirations that are seemingly beyond their reach, yet are essential elements of today’s societies and the future which awaits coming generations. Accordingly, the report focuses on the youth-education employment nexus in a global economy, because having access to education and later to employment is a precondition for poverty reduction, political stability, peace and security, and sustainable development. Well-educated young people are a source of efficient and productive labour, and a highly skilled and motivated workforce is essential to remaining globally competitive. The report analyses the interdependent relationship between education and employment and the challenges and opportunities facing African young people in these two realms within the context of regional integration and globalization. It provides information, describes best practices and poses questions that policymakers should take into consideration when working on issues that affect young people.

Vocational education and training (VET) programmes are facing rapid change and intensifying challenges. How can employers and unions be engaged? How can work based learning be used? How can teachers and trainers be effectively prepared? How should postsecondary programmes be structured? This country report looks at these and other questions in the context of Peru.

The report has six chapters. The first chapter provides an overview of Peru’s education and training system and includes an in-depth discussion of its key strengths and challenges. Chapter two explores how Peru can improve the alignment between the supply of VET programmes and the demands of the labour market. Chapter three focuses on strategies for improving the quality in its VET programmes. The fourth chapter examines the fragmented architecture of Peru’s education and training system and provides recommendations on how to facilitate student transitions from one system or level to the next. Chapter five focuses on the need to address inequities in access to high-quality VET, particularly for student from low-income, rural, and historically disadvantaged groups. The final chapter explores how Peru can help students make informed choices about their education and training through better career navigation and consumer information services.

An analysis of Hungary’s performance in the program for international student assessment Facing the prospects of rapid aging and demographic decline over the coming decades, Hungary needs a highly skilled workforce to help generate the productivity growth that it needs to continue fueling a convergence of its living standards with those of its West European neighbors. Skilling up Hungary’s workforce should start by equipping youth with the right cognitive and social-emotional foundation skills. International research has identified three dimensions of skills that matter for good employment outcomes and economic growth: cognitive skills, such as literacy, numeracy, creative and critical thinking, and problem-solving; social-emotional skills and behavioral traits, such as conscientiousness, grit, and openness to experience; and job- or occupation-specific technical skills, such as the ability to work as an engineer. Hungary can do significantly better in preparing its next generation with the right cognitive foundation skills.

This report focuses on cognitive skills and examines results for Hungary from the program for international student assessment (PISA), which assesses the mathematics, reading, and science competencies of 15-year-olds. This report lays out a policy agenda consisting of two parallel elements: first, improving socioeconomic conditions for children and youth in general and in school through policies targeted to the poor and disadvantaged such as welfare and employment policies for parents and education support for children. Second, promoting equity and reducing socioeconomic segregation in basic education through inclusive education policies.

In developed economies, formal apprenticeship systems have proven to ease young people’s transitions from school to work. In most informal economies, meanwhile, informal apprenticeships remain the chief mode of skills transfer for young workers. In these informal systems, young learners or apprentices acquire the skills for a specific trade in a micro or small business by learning and working side-by-side with an experienced craftsperson. These apprenticeships are based on an informal agreement embedded in local norms and traditions, rather than on a contractual relationship, leaving room for misunderstandings and low standards.

ILO interventions in Africa have demonstrated that well designed approaches can enhance informal apprenticeship practices by introducing improvements and upgrades negotiated between the master craftsperson, the apprentice and a vocational training centre. Projects that were piloted in Jordan, Egypt and Tunisia in 2013 serve as a basis for Arab version of this approach. This report summarizes the findings and results from the Jordan pilot carried out between April 2013 and March 2014.

Understanding how the uncertain economic outlook is affecting young people’s labour market and social outcomes is central to being able to shape institutional and policy responses, especially following the adoption of Transforming Our World: The 2030 Agenda for Sustainable Development, which includes 17 Sustainable Development Goals (SDGs). This report tries to shed light on the current and future challenges faced by young people throughout the world. In particular, section 1 looks at recent developments and the outlook for a number of labour market indicators, including youth unemployment, working poverty and employment quality. Section 2 discusses the barriers and inequalities in opportunities affecting youth labour market prospects, notably the gaps between young men and women. Finally, section 3 provides some concluding remarks.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The study uses an innovative approach to look at employers’ preferences for graduates, namely by simulating the selection process with hypothetical candidates. This so-called conjoint study with responses from more than 900 employers in nine different European countries was complemented with in-depth interviews with employers as well as focus groups of relevant stakeholders in 12 European countries. The study provides insight into:

-the major trends on the labour market for Higher Education (HE) graduates and how these trends impact the skills that HE graduates are supposed to have,
-the key characteristics that employers look at when they recruit HE graduates,
-the skills that graduates should possess in order to be employable,
-how higher education institutions (HEIs) can best enable students to develop employable profiles,
-the dilemmas that HEIs face when improving employability.
