Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The Asia-Pacific region is home to 4.3 billion people, constituting as much as 60 per cent of the world’s population (UNESCAP, 2013). Since 2000, the Asia-Pacific region has had considerable success by measure of the Millennium Development Goals, particularly, in reducing poverty. Despite rapid economic growth, social development, and technological advances, the Asia-Pacific region continues to face significant challenges, especially in providing good governance, improving the quality of life, and reducing inequalities at the regional, sub-regional, and country level. Addressing these challenges will be central to the post-2015 development agenda and vital to the region’s prosperity. This regional synthesis report has been prepared by analysing and consolidating findings of the national EFA reports. Its purpose is to elucidate the major achievements, trends and issues arising from the analysis. Its main focus is to track the progress towards achieving the EFA Goals; which include the development and acquisition of life skills and lifelong learning as well as adult education.

Held every two years, the WorldSkills Competition is the world's largest professional education event.

Competitors from over 50 countries and regions in the Americas, Europe, Asia, South Pacific and Africa simulate real work challenges that must be completed to international standards of quality. They demonstrate individual and collective technical skills to perform specific tasks for each of the professional skills.

Throughout its 65 year history, the Competition brings together the best young people from around the world in their chosen profession. They represent the best students selected in local and national skills competitions for professional education.

The event also provides contact and exchange of information on best practices in professional education among industry leaders, governments and education experts. The experience and the results of all of the competitions provide valuable feedback to the Competitors, their countries or regions of origin and businesses and schools in which they are being trained. In each Competition, delegations aspire to ever-higher results, while the Competitors are role models to inspire school children to engage in technical and skilled careers.

It is the first time in history that the WorldSkills Competition will be held in South America. The 43rd edition, being held in São Paulo in August 2015, is expected to surpass the record number of Competitors registered for the Competition. In Leipzig, Germany in 2013 - nearly 1,000 participants from 53 countries and regions competed for medals in 46 Skills.

This time, the Competition is organized by the National Service for Industrial Training (SENAI), which is one of the five largest complexes of professional education in the world and WorldSkills International, a global organization promoting skills excellence and development.

The Strategy for Lifelong Learning (LLL) provides guidelines for the actions that the Bulgarian government should undertake in order to ensure the future preparedness of Bulgarian citizens to actively participate in a new global knowledge-based economy.

This strategic document points out the priority directions for development of LLL, the activities needed to achieve them, the necessary legislative changes, financing mechanisms, indicators for measuring the progress.

The National Strategy for Lifelong Learning aims to unify the efforts of all institutions and citizens of the Republic of Bulgaria for creating the necessary conditions and realising the process of lifelong learning in order to ensure full-value development of each citizen of the Republic of Bulgaria as an individual, professional and citizen, thus supporting the process toward a competitive knowledge-based economy.

This Inventory provides a broad overview of the status and scope of qualifications frameworks internationally as at the end of 2014. It includes the NQFs of eighty-six countries and seven regional qualifications frameworks (RQFs). The Inventory acts as an observatory of progress and achievement of NQF goals through country case studies. Specifically, the case studies look at the main policy objectives, stakeholder involvement, the framework adopted for implementation, the focus on learning outcomes and the use of level descriptors. They also consider the ways in which the validation of non-formal learning is considered (if any), and how these link to the NQF. The case studies finish with important lessons and future plans.

The global mapping draws on inventories from agencies (the European Centre for the Development of Vocational Training [Cedefop], the European Training Foundation [ETF], the United Nations Educational, Scientific and Cultural Organization [UNESCO] and the UNESCO Institute for Lifelong Learning [UIL]) and communication with country officials and experts. It also draws on extensive research in the field of qualifications, as captured in the list of countries and regions covered.

This publication illustrates how the development and introduction of NQFs is resulting in a new representation of national education and training systems. Part 1 of the report offers a general overview and main tendencies of European NQF developments, with a brief discussion of the impact these frameworks are having. Part 2 briefly presents each national framework and the way it has been designed and structured. This description is supported by detailed tables showing how concrete qualifications and qualifications types have now been allocated to the learning-outcomes-based levels. Where available, and where referencing has taken place, the link to EQF levels is also included. Given that most countries have recently finalised the initial development of their frameworks, this report provides the first-ever comprehensive overview of the allocation of national qualifications and qualification types to learning outcomes-based NQF levels.

Secondary education is, perhaps, the most important part of an individual’s education as it is during these years that a student decides what she is going to take up for further education. The present report examines the secondary and higher secondary education system in India and discusses how it prepares the student for the world of work. It focuses on the vocational training that is imparted during the four years of secondary (and higher secondary) education. Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

The gap between rich and poor keeps widening. Growth, if any, has disproportionally benefited higher income groups while lower income households have been left behind. This long-run increase in income inequality not only raises social and political concerns, but also economic ones. It tends to drag down GDP growth, due to the rising distance of the lower 40% from the rest of society. Lower income people have been prevented from realising their human capital potential, which is bad for the economy as a whole. This book highlights the key areas where inequalities are created and where new policies are required, including: the consequences of current consolidation policies; structural labour market changes with rising non-standard work and job polarization; persisting gender gaps; the challenge of high wealth concentration, and the role for redistribution policies.

This publication argues that the trend towards higher educational attainment and better skills has been one of the most important elements to foster economic growth in the long run and, at the same time, to partially counteract the trend toward higher earnings inequality. Investment in human capital must start in the vital early childhood period and be sustained through compulsory education. This will help ensure equality of opportunity for children from disadvantaged backgrounds. Once the transition from school-to-work has been accomplished successfully, there must also be sufficient incentives for workers and employers to further invest in skills throughout the working life.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Les Perspectives de l’OCDE sur les compétences 2015 : Les jeunes, les compétences et l’employabilité font apparaître clairement que là où le système éducatif et le marché du travail coexistent séparément, il s’avère particulièrement ardu pour les jeunes de réussir le passage de l’un à l’autre. L’insertion dans le monde du travail se fait d’autant mieux que les systèmes éducatifs sont souples et à même de s’adapter aux besoins du marché du travail, que les employeurs interviennent tant dans la conception que dans l’application des programmes d’enseignement, que les jeunes ont accès à des services d’orientation et à une formation continue de qualité qui les aident à mettre leurs compétences en adéquation avec les emplois qui s’offrent à eux, et que les obstacles institutionnels à l’entrée dans la vie active – y compris pour ceux qui disposent des compétences adéquates – ont été levés.

Like primary and secondary schooling and tertiary education, lifelong learning should be in the mainstream of our education system; thus becoming the “third pillar” to propel human capital development in this country.
