The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. En l’absence de qualifications reconnues, un grand nombre de personnes est gravement désavantagé lorsqu’il s’agit d’obtenir un emploi décent, de migrer vers d’autres régions et d’acquérir une formation supplémentaire, même lorsqu’elles possèdent les connaissances et les aptitudes nécessaires. La validation des acquis de l’expérience (VAE) peut leur permettre d’acquérir une qualification reconnue correspondant à leurs connaissances et à leurs aptitudes qui peut ainsi améliorer leur employabilité, leur mobilité, l’apprentissage tout au long de la vie, ainsi que leur intégration sociale et leur confiance en soi. La discussion en ligne mettra en exergue l’importance de la VAE et soulignera en quoi elle aide à lutter contre la pauvreté et à créer du travail et des emplois.

Les modérateurs de la discussion seront Ashwani Aggarwal et Albert William Okal, spécialistes en compétences et employabilité à l’OIT.

Alors que la mondialisation s’étend à une allure rapide, le monde d’aujourd’hui est marqué par la diversité et la flexibilité accrues des modes de travail, les moyens d’effectuer le travail; la régularité de l’emploi et la mobilité professionnelle. En raison de ces différentes évolutions, les travailleurs ont pu acquérir des compétences et un savoir auprès de sources et selon des modalités diverses, au sein d’un pays ou dans des pays développés, en développement et émergents. Il est important de bien cerner l’ensemble des compétences acquises au cours d’une vie, quel que soit le lieu ou les moyens de leur acquisition, pour que les travailleurs concernés puissent en faire la démonstration. Posséder la preuve des compétences acquises facilite aussi le transfert entre différents postes et peut éliminer les obstacles à la progression des salaires.

Dans les pays en développement, où le taux d’abandon de la scolarité est élevé, nombreux sont les travailleurs qui acquièrent des compétences professionnelles de façon informelle. Pour cette raison, ils rencontrent des difficultés substantielles à obtenir un emploi décent et à poursuivre leur éducation en l’absence de systèmes permettant de reconnaître les connaissances, les aptitudes et les compétences acquises par des moyens non formels et informels. Dans ce contexte, l’accès des travailleurs à des dispositifs qui leur permettent de concrétiser la valeur de leurs acquis pour s’en servir sur le marché du travail revêt une importance croissante. Comme, au niveau mondial, la moitié de la population active travaille et exerce des activités de production dans le secteur informel (et que l’informalité progresse ....

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Skills development can be viewed from a life-cycle perspective of building, maintaining and improving competencies and skills. Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

Trade unions play a key role in increasing workplace-based training opportunities. This document was originally prepared as a background paper for the ILO Workshop on the role of social partners in skills development, recognition and matching for migrant workers: A contribution to the Global Skills Partnership. The objective of the event was to discuss the role of social partners in supporting skills partnerships and programmes for facilitating skills development, recognition and matching. The paper was intended to foster debate, which would feed into developing viable approaches and policy options on how to address these issues in concrete terms through the strong involvement of the social partners. It was also an opportunity to discuss how the Global Skills Partnership on Migration (GSP), forged among the ILO, IOM, UNESCO, IOE and ITUC, could support this process. Following the Workshop, the paper was updated, taking on board the discussions that took place during the event, as well as all comments and inputs received from the participants.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

These Facilitator’s notes reflect new labour migration needs and trends, including in the COVID-19 context, and share good practices. They are intended to contribute to addressing the challenges of recognition of prior learning (RPL) and are designed to be used in conjunction with the updated ILO guide: 'How to facilitate the recognition of skills of migrant workers: Guide for employment services providers'.

This edition is issued within the framework of the Support to Free Movement of Persons and Migration in West Africa project (FMM), funded by the EU and ECOWAS, and takes on board the efforts made in the ECOWAS subregion to improve labour migration governance and skills portability, in particular skills acquired through non-formal and informal learning, and non-recognized formal qualifications.

The notes are a capacity-building tool and can be used for training of trainers, as well as for targeted stakeholders, including government officials and the social partners. The notes are of particular relevance to the ECOWAS Member States in contributing to the effective implementation of the ECOWAS Protocol on the Free Movement of People and Goods. They are also part of the overall ILO assistance and collaboration in promoting skills and employability, and protection of migrant workers in Africa.

The International Labour Organization (ILO) is organizing a ‘Webinar – Innovations and Strategies for Recognition of Prior Learning (RPL)’. The webinar aims to support policymakers and practitioners in the design and implementation of RPL systems in the fast-changing world of work and to address the challenges posed by COVID-19.

Most learning takes place through non-formal and informal means, whether at work, home, or elsewhere. In fact, in many developing countries, the majority of people acquire workplace skills by informal means. In the absence of recognized qualifications, they face severe disadvantages as far as finding decent jobs, migrating to other regions and accessing further education and training. Unfortunately, most formal education and training systems are not geared to recognize non-formal and informal learning. This not only hinders the development of human capital but is also a cause of its under-utilization. As a result, the recognition of knowledge, skills and competencies acquired through non-formal and informal means is becoming a highly aspirational, political and social issue, attracting the attention of policymakers.

Given its importance, key international standards of the International Labour Organization (ILO) and the United Nations Educational, Scientific and Cultural Organization (UNESCO) and EU policy papers, as well as national policies recommend that countries establish recognition of prior learning (RPL) system. Many countries have initiated steps towards establishing RPL systems, but the majority face challenges to their successful implementation. Therefore, policy-makers and practitioners are seeking support from the ILO and other institutions in this area.

The objectives of the webinar, Innovations and Strategies for Recognition for Prior Learning, are:
1. To examine the challenges faced by countries in developing, implementing and scaling up RPL
2. To exchange experiences and good practices undertaken by various countries to overcome challenges
3. To share innovative practices in using digital technology for improving the effectiveness and efficiency of the RPL process
4. To share evidence of benefits of RPL
5. To identify policy recommendations for RPL systems.

The webinar is designed for the representatives of public authorities, employers and workers organisations, assessment bodies, TVET institutes and other stakeholders who are involved in the design and implementation of RPL.

Volume I: Thematic Chapters A national qualifications framework (NQF) is an instrument used to classify a country’s qualifications at different levels. Each level is defined by a set of learning outcomes expected at that level. NQFs can be useful tools in education and training reforms and are vital reference points for lifelong learning and comparing qualifications across borders.

The Global Inventory of Regional and National Qualifications frameworks 2019, Volume I: Thematic chapters comprises six thematic chapters, charting developments in national and regional qualifications frameworks worldwide. It shows the extent to which countries see NQFs as instruments for reforming their qualifications systems to improve transparency, relevance and quality, as well as widening access and opening up pathways to learning opportunities.

This fourth edition (the first three editions appeared in 2013, 2015 and 2017) of the Global Inventory of Regional and National Qualifications Frameworks arrives at a crucial moment in the relatively short history of qualifications frameworks as tools within the wider reforms of education and training systems. Numbers of frameworks, national and regional, remain stable, while implementation of most frameworks has deepened and widened since 2017. At the same time, frameworks are evolving in a context of ever-faster technological, social and economic change. Much of this change has a direct bearing on the purposes and function of frameworks, notably the search for systems which compare skills and qualifications internationally, the emergence of digital credentials, and the development of methods and tools to recognise the skills of migrants and refugees, especially where those skills are undocumented or not formally certificated.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Discussion paper In the context of increased international migration, the importance of education and training and a global governance of migration is widely acknowledged in academic and international development debates. This discussion paper looks at the relationship between migration and technical and vocational education and training (TVET), distinguishing between between forced, labour and environmental migration.

The discussion paper was prepared in the context of UNESCO-UNEVOC's Bridging Innovation and Learning in TVET (BILT) project. The BILT project seeks to support TVET institutions in addressing the transformation challenges facing TVET systems today, and to explore innovative approaches and new practices. The BILT Project is carried out in collaboration with the UNEVOC Network, coordinated by UNESCO-UNEVOC with the support of the German Federal Institute for Vocational Education and Training (BIBB) and sponsored by the German Federal Ministry of Education and Research (BMBF).

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

A perspective on France, Italy, Spain, South Africa and the United Kingdom This report identifies effective strategies to tackle skills imbalances, based on five country-specific policy notes for France, Italy, Spain, South Africa and the United Kingdom. It provides a comparative assessment of practices and policies in the following areas: the collection and use of information on skill needs to foster a better alignment of skills acquisitions with labour market needs; the design of education and training systems and their responsiveness to changing skill needs; the re-training of unemployed individuals; and the improvement of skills use and skills matching in the labour market. The assessment is based on country visits, desk research and data analysis conducted by the OECD secretariat in the five countries reviewed. Examples of good practice from other countries are also discussed.
