Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

This note builds on research covering the three countries with the highest concentration of Syrian refugees displaced since 2011: Turkey, Jordan, and Lebanon. It is intended to inform policymakers and practitioners on the barriers that Syrian refugees, especially women, face in securing work to earn a livelihood. This note highlights initiatives designed to address those barriers, but does not enumerate all of them. While not specifically addressing internally-displaced persons (IDPs) within Syria, this Note could serve as a blueprint for examining and addressing many of the same barriers women face in Syria.

The Future of Work in Africa focuses on the key themes of creating productive jobs and addressing the needs of those left behind. It highlights how global trends, especially the adoption of digital technologies, may change the nature of work in Sub-Saharan Africa by creating new opportunities and challenges. It argues that, contrary to global fears of worker displacement by new technologies, African countries can develop an inclusive future of work, with opportunities for lower-skilled workers. Harnessing these opportunities is, however, contingent on implementing policies and making productive investments in four main areas. These are enabling inclusive digital technologies; building human capital for a young, rapidly growing, and largely low-skilled labor force; increasing the productivity of informal workers and enterprises; and extending social protection coverage to mitigate the risks associated with disruptions to labor markets. This companion report to the World Bank’s World Development Report 2019 concludes with important policy questions that should guide future research, whose findings could lead to more inclusive growth for African nations.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The COVID-19 pandemic has presented unique challenges to all types and levels of learning including vocational education and training (VET). An entire generation of VET learners have seen their education and training being interrupted. This population could suffer severe disruption of their learning if continuity of distance learning is not ensured. Among VET learners, for those being already at risk, COVID-19 is not the only threat they face. These students are often found out of school. With schools being shut down, they risk falling even further behind while at the same time they are also at increased risk of violence, abuse and neglect, as families and households are locked down.

This report, based on preliminary information collected from Cedefop’s ambassadors tackling early leaving from VET, calls for a COVID-19 response that puts the needs of each VET student at risk front and centre. Students from disadvantaged socioeconomic backgrounds, migrants and from ethnic minorities, learners with disabilities and special educational needs, have an equal right to health, education and protection during the global recovery of COVID-19.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. COVID-19 will add to the existing labour market challenges facing young women and men. This policy brief highlights how youth, especially women, are being severely impacted by the COVID-19 pandemic. The crisis is likely to be particularly severe for youth across three dimensions: (1) disruptions to education, training and work-based learning; (2) increased difficulties for young jobseekers and new labour market entrants; and (3) job and income losses, along with deteriorating quality of employment. The brief calls for urgent, comprehensive and targeted policy responses to the global pandemic.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

SKILL-UP Programme is a joint effort of the ILO and the Norwegian Ministry of Foreign Affairs. SKILL-UP Programme is a joint effort of the International Labour Organization (ILO) and the Norwegian Ministry of Foreign Affairs aimed to help the ILO Member States enhance their skills systems to take advantage of new opportunities offered by emerging global drivers of change relating to increased digitalization, international trade integration, technological change, large international migration flows, climate change, demographics, among others.

The Programme has global and country components. The SKILL-UP Global’s main outcomes focus on new global products development and innovation; strengthening national skills systems; capacity development, advocacy, knowledge sharing and support to country components. The SKILL-UP Country Projects are located in Ghana, Ethiopia, Lebanon, Malawi, Senegal and Tanzania. They are developed to deliver on three main areas: skills anticipation, skills systems development and social inclusion. Additionally, the Programme supports dialogue between countries of origin and destination in two Sub-Saharan African regions: Western Africa and Central Africa to forge skills partnerships that make migration more demand-led and better informed

UNICEF technical note This report provides guidance on ways that UNICEF can support governments and partners to help adolescents to make a smooth transition from school to decent work. To prepare them for life, work, citizenship and life-long learning, UNICEF encourages governments and partners to expand access to learning and skills development for all children and adolescents – from pre-primary to upper-secondary age, and particularly for the most marginalized. UNICEF further advocates strengthening systems to enable them to develop a breadth of skills across the life course and through multiple learning pathways, such as formal, non-formal, on the job and community based.

Technological development, climate change, demographic shifts and globalization are major drivers transforming the nature of work, disrupting established structures and habits while presenting both challenges and opportunities.

Africa is the continent with the largest growing young population. Their active participation in the labour market is critical for poverty reduction. Improving young people's access to decent jobs and income in Africa is an imminent challenge. The private and public sectors struggle to create enough jobs for the 120 Million unemployed and underemployed young people, a number that is expected to increase by 10 to 20 million young people yearly at the same time as informality is a growing threat to prosperity.

What is the current work situation for young people in different parts of Africa? How is it influenced by the changing nature of work? Considering this, how can Africa harness the potential of its youth today and in future?

To better understand these questions and the extent of tomorrow’s opportunities and challenges, and to guide future actions, SDC and ILO join forces to organize the Future of Work for African Youth Conference in Geneva, with an interactive livestream for global audiences.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Progress Report 2016 This report provides an overview of the ILO programmes supported by the Norway-ILO Programme Cooperation Agreement 2016-17, as well as an update on progress made in 2016 towards the achievement of ILO’s biennial goals. In 2016–17, Norway provided a contribution of NOK 80 million through a combination of different funding modalities, including unearmarked core contributions and lightly earmarked thematic funding with a focus on skills development, including the provision of vocational and professional training and education. Specific sections highlighting results achieved in Malawi, Mozambique and Tanzania are also included.

One of the most powerful ways employers can support their local communities and improve their business, is by making their jobs accessible to all. Greater diversity of life experiences brings with it a stronger workforce and a distinct competitive edge.

The Department for Work & Pension’s new toolkit, written in partnership with Business in the Community, is designed to help employers across all sectors review their recruitment practices to ensure they are open and fair for all candidates, including those from disadvantaged groups.

By following the steps in this simple guide, businesses can gain access to a largely untapped pool of potential talent, including long-term unemployed, ex-offenders, care leavers, recovering addicts, homeless people, single parents and military veterans.

The toolkit has been produced in support of the Government's See Potential campaign, which encourages employers to think differently about how they recruit and recognise the potential within people from disadvantaged groups.
