France devotes a great deal of resources to vocational training for youths and especially adults, but the system is unduly complex and yields rather poor returns. The basic literacy and numeracy skills of many French adults remain weak in international comparison, with harmful effects on employment opportunities, wages and well-being. Access to basic skills training is poor for those who need it most, many of whom come from disadvantaged socio-economic backgrounds. Secondary vocational education and apprenticeship training still suffer from a serious image problem in the minds of French families, even though the latter have a good track record. The government has succeeded in ensuring that the number of apprenticeships is growing, but that is mostly due to those studying at the tertiary level or at least for a higher secondary diploma. The labour market outcomes of those with only shorter vocational qualifications are not good, and quality in that stream needs to improve.

This report analyses Vocational training and adult learning and provides insights to strengthen education and training as well as to ensure more equitable access to it all this in order to improve the living standards of the population in France.

Financement de la formation professionnelle en Afrique : Rôles et spécificités des fonds de financement de la formation professionnelle

L’Etat reste dans tous les pays le plus grand contributeur aux dépenses de l’EFTP, mais la faiblesse des moyens publics attribués (seulement 2% à 6% des dépenses publiques d’éducation selon le rapport OCDE-BAD/2008) oblige la plupart des pays à entrer dans une stratégie de diversification des sources de financement afin de toucher un public plus large tout en optimisant les coûts de la formation. Cette stratégie passe par la production de revenus additionnels au niveau de l’offre de formation, mais surtout par la recherche d’une contribution des entreprises au financement de la formation.

L’étude commanditée par l’Agence française de développement (AFD) à l’Association pour le développement de l’éducation en Afrique (ADEA) vise trois objectifs spécifiques:

Objectif 1 : Rédiger une note bibliographique synthétisant les principales études réalisées au cours des dix dernières années sur le thème du financement de la formation professionnelle ;
Objectif 2 : Proposer une typologie/grille de lecture des fonds de financement de la formation professionnelle ;
Objectif 3 : En fonction de la typologie/grille de lecture, émettre des recommandations concernant les types d’accompagnement possibles.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

Skills for Peace and Income (SKIPI) is a UNIDO project that has been designed to support the social and economic re-integration of veterans, former rebels and their families in the post-conflict situation of northern Uganda. SKIPI is part of the Government of Uganda's longer-term efforts to re-integrate veterans and ex-combatants into civilian life. The project started operations in April 2006 and is to last until March 2010.

SKIPI is implemented by UNIDO, in partnership with the Uganda Veteran Assistance Board (UVAB) and Participatory Rural Action for Development (PRAFORD), a Yumbe-based NGO. An independent impact assessment was conducted in April 2009. The findings are the basis of this publication.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The transformation of the Saudi Arabian economy is one of the success stories of the past few decades. The path of its development has been a particularly unique one, which requires rigorous analysis to understand the current situation and the way forward to continue its prosperity. In this context, the Ministry of Labor has a goal to enhance the skills of the Saudi workforce, especially for the youth. Indeed, the principal mechanism by which Saudi Arabia seeks to specifically address its challenge of youth unemployment. A particular focus has been driving greater job readiness for the private sector, where the majority of workers are currently foreign workers. For youth there are key skill development programs, namely Career Education, On the Job training and Colleges of Excellence, whilst there are also courses targeted at wider participation. This plan introduces the current successes and challenges of Employment in Saudi Arabia.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Los Institutos de Formación Profesional (IFPs) son instituciones clave para el desarrollo nacional y regional, ya que son los organismos especializados en la formación y capacitación para el trabajo de las personas que entran por primera vez al mercado laboral y para la población trabajadora que requiere perfeccionar sus competencias. Estas instituciones ejercen el rol de rectores de los sistemas nacionales de formación profesional y brindan asesoría al Estado en el tema.

Las IFPs, como se les designa abreviadamente en este estudio, han ido diversificando y ampliando sus funciones para responder a los requerimientos de las economías actuales, sin embargo hay poca información documentada al respecto. Esta investigación busca contribuir a llenar esos vacíos, a identificar cuáles son las características principales de la formación profesional en Centroamérica y República Dominicana y a definir lineamientos y recomendaciones para el diseño e implementación de un plan de acción subregional que permita mejorar la calidad de la formación profesional en los países de la región.

The steady economic growth experienced by Latin America over the past decade has allowed countries in the region to step up efforts to achieve development objectives and to reinforce state-run public programmes aiming to bring about much-needed social transformations. Nevertheless, Latin American economies still face the challenge of guaranteeing sustainable, inclusive, good-quality growth and development to satisfy the demands of a better-informed and increasingly well educated population. To respond to these challenges, institutions are now redefining their “default” roles and, perhaps more importantly, their modes of operation.

Public-private partnerships have therefore emerged in the social and sustainable development arena as efficient models for the provision of public services and social entitlements to the Latin American citizenry. The region is now accumulating valuable experience, as shown by the many well-functioning alliances among governments, the private sector, civil society and other stakeholder groups that make the most of capital investments, especially in the areas of social and human capital development.

This research was commissioned by UNESCO and the International Task Force on Teachers for Education for All (EFA). It focuses on the role of teachers and instructors in technical and vocational education and training (TVET) within the Arab region. It builds on international research and the outcomes of the Third International Congress on TVET organized by UNESCO in Shanghai (China) in May 2012 and the TVET Regional Expert Meeting held in Muscat, Oman (17-19 March 2012) which have drawn attention to the importance of the quality of teaching and training as a necessary condition for TVET achieving its social, economic and educational goals. Given that good quality teaching and training are crucial to the achievement of TVET goals, it is important to clarify what is currently known about the quality of teaching and training. Further, it is valuable to understand the factors that determine quality. Pre-service and in-service training are obviously important, but other factors also matter: recruitment, deployment, supervision, wages, career structure and management, performance assessment, qualification and leadership.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The development challenges facing Sudan are enormous, but at the heart of the problem is how to continue and accelerate economic growth, and translate this into improved employment opportunities for the vast majority of the country’s population. Employment creation and investments in skills represent one of the most efficient means of distributing incomes equitably in developing countries, and one of the most sustainable ways of fighting poverty. However, the process of human capital formation in Sudan is alarmingly low by regional and international standards, and provision of technical and vocational education and training (TVET) plays a marginal role compared to general and academic education.

This report provides the baseline information required to understand how young women and men, the unemployed and other vulnerable groups gain the skills needed for productive employment, leading to improved standards of living and ultimately decent work. It is paramount to understand the processes, institutions, and approaches that underpin skills development both in formal TVET and in the informal economy, in order to develop and improve systems in place, particularly in a relatively new nation.
