The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

La pandemia de la COVID-19 ha perturbado todos los aspectos de nuestras vidas. Incluso antes del inicio de la crisis, la integración social y económica de los jóvenes era un reto continuo. En la actualidad, a menos que se tomen medidas urgentes, es probable que los jóvenes sufran impactos graves y duraderos a causa de la pandemia.

Este estudio indica las conclusiones de la Encuesta mundial sobre los jóvenes y la pandemia de la COVID-19 llevada a cabo por los socios de la Iniciativa Mundial sobre Empleo Decente para los Jóvenes entre abril y mayo de 2020. Esto fue en un momento en el que la pandemia de la COVID-19 se había traducido rápidamente en una crisis económica. La Encuesta mundial tuvo por objeto reflejar los efectos inmediatos de la pandemia en las vidas de los jóvenes (de 18 a 29 años) en lo que respecta al empleo, la educación, el bienestar mental, los derechos y el activismo social. Se recibieron más de 12 000 repuestas de 112 países, y una gran parte provino de jóvenes instruidos y con acceso a Internet. La población de la encuesta es representativa de los estudiantes y de los trabajadores jóvenes que han alcanzado un nivel de educación superior, que juntos representan aproximadamente una cuarta parte de los jóvenes en los países de la muestra.

El estudio revela que el impacto de la pandemia en los jóvenes es sistemático, profundo y desproporcionado. Éste ha sido particularmente duro para las mujeres jóvenes, los jóvenes de menor edad y los jóvenes que viven en países de ingresos más bajos. Los jóvenes se preocupan por el futuro y por el lugar que tendrán en el mismo. Este estudio resume su historia.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

This note highlights initiatives designed to address those barriers, but does not enumerate all of them. While not specifically addressing internally-displaced persons (IDPs) within Syria, this Note could serve as a blueprint for examining and addressing many of the same barriers women face in Syria.

This report aims to document the emergency response and innovative experience accumulated by Shanghai in protecting students' safety and ensuring that learning is undisrupted during this challenging period. The aim is to describe the immediate and systematic actions of the local government, the innovative and inspiring practices of teachers, students, parents and education administrators, and the active and passionate engagement of the public, both learners and learning supporters. The most dynamic parts of this Report are the 18 case study examples collected from the different educational categories of preschool education, primary and secondary education, higher education, vocational education, and technical training, and formal and informal learning for parents, the elderly, and the public. It is a tiny part of Shanghai's experience in combating the pandemic. However, these examples reflect the collective yet individualized approach in different situations and for different groups of learners, including rural areas, students with special needs, and psychological issues in the times when classes disrupted.

Of an estimated 1 billion people with disabilities in the world today, some 785 million are of working age. While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. A strategy of including people with disabilities in training and employment promotion policies, combined with targeted supports to ensure their participation, can help disabled persons obtain productive mainstream employment.

This study seeks to examine gender gaps and disability issues in education in Indonesia, and to suggest policy actions as well as future analytical and operational work to address these differences. Field visits were conducted to uncover drivers of gender differences, as well as issues of social inclusion, and to explore policy approaches to improve learning outcomes and educational achievement for all children. Secondary data analysis shows that Indonesia has demonstrated great progress on gender parity in education; however, the national averages mask important variations at the subnational level, including variations of significant male and female disadvantage between and within provinces. Women are still underrepresented in school and government leadership positions, as well as the workforce overall. Despite women making up the majority of the teaching workforce, men dominate the management and leadership roles in schools. The study also reveals significant challenges and offers policy recommendations to ensure inclusivity in education for children with disabilities.

The COVID-19 pandemic has presented unique challenges to all types and levels of learning including vocational education and training (VET). An entire generation of VET learners have seen their education and training being interrupted. This population could suffer severe disruption of their learning if continuity of distance learning is not ensured. Among VET learners, for those being already at risk, COVID-19 is not the only threat they face. These students are often found out of school. With schools being shut down, they risk falling even further behind while at the same time they are also at increased risk of violence, abuse and neglect, as families and households are locked down.

This report, based on preliminary information collected from Cedefop’s ambassadors tackling early leaving from VET, calls for a COVID-19 response that puts the needs of each VET student at risk front and centre. Students from disadvantaged socioeconomic backgrounds, migrants and from ethnic minorities, learners with disabilities and special educational needs, have an equal right to health, education and protection during the global recovery of COVID-19.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This report constitutes the analytical synthesis of the 2nd Regional Workshop for Exchange between Vocational Training Actors in Africa and their Mutual Strengthening, held in Nairobi from 18-20 June 2019, on the theme of “Quality TVET for the successful training-to-employment transition of Africa’s youth”. It was organized under the technical coordination of the Dakar-based Africa office of UNESCO’s International Institute for Educational Planning (UNESCO-IIEP Dakar), in partnership with the Luxemburg Development Cooperation Agency (LuxDev) and La Francophonie’s Institute for Education and Training (IFEF). The workshop received support from the European Commission’s VET Toolbox and the Agence Française de Développement (AFD).

This forum built upon the lessons learned from the first regional exchange workshop of this kind held in Dakar in March 2018, on public-private partnerships in vocational training, of which the wealth of cross-reflections and shared experiences were committed to a thematic report similar to this one.

El talento de una juventud resiliente en la era del COVID-19 y más allá.

El Día Mundial de la Juventud 2020 se celebra en un contexto desafiante. Las medidas de bloqueo y la pandemia de COVID-19 han llevado al cierre mundial de las instituciones de educación y formación técnica y profesional (EFTP), amenazando la continuidad del desarrollo formativo.

Antes de la crisis actual, los jóvenes de 15 a 24 años tenían tres veces más probabilidades que los adultos de estar desempleados y a menudo se enfrentaban a un período prolongado de transición de la escuela al trabajo. En las sociedades posteriores a COVID-19, a medida que los jóvenes deben contribuir al esfuerzo de recuperación, deberán estar equipados con las habilidades adecuadas para manejar con éxito los desafíos y la capacidad de adaptación para adaptarse a futuras interrupciones.

En el mundo actual, el creciente desempleo juvenil es uno de los problemas más acuciantes con los que se enfrentan las economías y sociedades, tanto de países desarrollados como en desarrollo. El último informe "Tendencias mundiales del empleo juvenil 2020: la tecnología y el futuro de los empleos" muestra que desde 2017, ha habido una tendencia al alza en el número de jóvenes que están desempleados y no cursan estudios ni reciben formación (los ninis). En 2016 había 259 millones de jóvenes clasificados como ninis, un número que aumentó a una cifra aproximada de 267 millones en 2019, y se proyecta que continúe subiendo a alrededor de 273 millones en 2021. En términos de porcentaje, la tendencia también aumentó ligeramente de 21.7 % en 2015 a 22.4% en 2020, lo que implica que se perderá el objetivo internacional de reducir la tasa de jóvenes que no están empleados y no cursan estudios ni reciben formación para 2020.

La enseñanza y la formación son cruciales para cumplir la Agenda 2030. La EFTP puede dotar a los jóvenes con las competencias necesarias para acceder al mundo laboral, incluidas competencias para el empleo por cuenta propia. También puede ofrecer oportunidades para desarrollar aptitudes a personas poco cualificadas que están subempleadas o desempleadas, a jóvenes que están fuera de las instituciones educativas y a personas que ni trabajan, ni estudian ni reciben formación.
