This guide aims to show, through actual examples which are used day in and day out by employers in the real world, how enterprises manage the various processes which need to be undertaken to deliver a successful apprenticeship programme. The aim of this joint ILO and IOE publication is to facilitate enterprises, especially small and medium-sized ones, to design and implement apprenticeship programmes that suit their skills needs. Useful tools to plan and carry out apprenticeships have been developed and tested by many successful companies. The joint research has gathered some of these tools and this publication makes them available.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

El propósito de la conferencia es adoptar formalmente el Pacto Mundial sobre Migración, acordado por los Estados Miembros de las Naciones Unidas el 13 de julio de 2018.

La conferencia se convoca bajo los auspicios de la Asamblea General de las Naciones Unidas y se lleva a cabo de conformidad con la resolución 71/1 de 19 de septiembre de 2016, titulada "Declaración de Nueva York para los Refugiados y Migrantes", que decidió iniciar un proceso de negociaciones intergubernamentales que conduzca a la adopción del Pacto Mundial sobre Migración.

El propósito de la conferencia es adoptar formalmente el Pacto Mundial sobre Migración, acordado por los Estados Miembros de las Naciones Unidas el 13 de julio de 2018.

Se estima que la conferencia tendrá entre 5.000 y 6.000 participantes. La participación está abierta a:
- Todos los Estados Miembros de las Naciones Unidas y todos los miembros de agencias especializadas que tengan la condición de observador en la Asamblea General de las Naciones Unidas;
- Organizaciones intergubernamentales y otras entidades que hayan recibido una invitación permanente para participar como observadores en el trabajo de la Asamblea General de las Naciones Unidas, y organizaciones y órganos de las Naciones Unidas participantes en calidad de observadores;
- Todas las partes interesadas, incluida la sociedad civil, el sector privado, las instituciones académicas, los parlamentos, las comunidades de la diáspora y las organizaciones de migrantes de la Asamblea General de las Naciones Unidas.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The OECD Skills Strategy provides a strategic and comprehensive approach for ensuring that people and countries have the skills to thrive in a complex, interconnected and rapidly changing world. The updated 2019 OECD Skills Strategy takes account of the lessons learned from applying the original skills strategy in 11 countries since 2012, while also incorporating new OECD evidence about the skills implications of megatrends, such as globalisation, digitalisation, population ageing, and migration. The Strategy also incorporates new learning from across the OECD about skills policies that work in these three broad components: developing relevant skills over the life course, using skills effectively in work and society, and strengthening the governance of skills systems.

En desarrollo de las acciones definidas por la Alta Comisión de la Política Pública de Empleo sobre las ocupaciones técnicas y profesionales para el establecimiento de un Marco Nacional de Cualificaciones- MNC, el Centro Interamericano para el Desarrollo del Conocimiento en la Formación Profesional-OIT/CINTERFOR y el Banco de Desarrollo de América Latina-CAF han venido apoyando la definición de una ruta para el establecimiento del MNC para Panamá, que establezca los niveles y certificaciones educativas para los trabajadores panameños.

Este documento consta de siete apartados. El primero, retoma el concepto del marco de cualificaciones, en el segundo se revisan sus atributos y en el tercero se presentan los elementos que dan cuenta de su estructura. En el cuarto se recogen algunos hitos en la historia de los marcos de cualificaciones, se comparan algunos por sus niveles así como por los descriptores que adoptan. En el quinto apartado se mencionan algunos de los antecedentes que se identificaron en el análisis del entorno de Panamá al iniciar el proceso de construcción del MNC. El sexto apartado contiene la propuesta para el Marco de Cualificaciones de Panamá, resultado del proceso de construcción orientado por la cooperación técnica de OIT/CINTERFOR y CAF con la República de Panamá, y resultado de la validación por parte de los diversos actores que conforman la Comisión del MNC, creada por la Alta Comisión de la Política Pública de Empleo. Este apartado incluye los objetivos del MNC panameño, los principios, alcance y niveles del MNC de Panamá. Asimismo, se relaciona los descriptores y la matriz del MNC. Finalmente, se incluye un glosario básico de principales conceptos utilizados a lo largo del documento.

La comparación de estadísticas de formación entre las instituciones de la región ha resultado particularmente difícil por no disponerse de unidades de medición estandarizadas e indicadores que puedan facilitar dicho cotejo. OIT/Cinterfor ha realizado el esfuerzo de organizar en ciertas categorías desagregadas la información compartida por estas instituciones, lo que permitió arribar a un conjunto de conclusiones que aquí se plantean.

Este material es producto de dicho análisis y sintetiza los hechos más destacados de la formación profesional en nuestra región durante 2017. Toma como fuente la información estadística de las instituciones de formación profesional recabada durante el año 2018, donde participaron 24 instituciones que representan a 17 países.
