This workshop is designed to provide information and allow the sharing of good practice regarding existing mechanisms for financing training and the necessary conditions for acquiring appropriate funding for skills development. It provides opportunities for South-South dialogue and for international agencies to share lessons learnt and new ideas. It adopts an exhaustive approach to financial initiatives.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

Skills needs anticipation is a term used to encompass a range of both quantitative and qualitative methods of peering into the future of changing skills needs to try to assess what it might look like.

The main objective of this course is to help participants understand the central importance of identifying current and future skill needs and labour market imbalances in a broader policy framework, and to acquire basic knowledge. Upon completion of the course, participants will have:

The academy will focus on the theory and practice of CSST, its concepts, principles, modalities and policies.

The Academy of South-South and Triangular Cooperation (CSST) is an inter-regional event for learning and networking that brings together policy development practitioners, promoters, professionals and researchers from around the world. It is also a forum for the coordination of strategic initiatives and high-level promotion of policies related to the CSST in favor of the Sustainable Development Goals (SDGs) of the United Nations, in particular decent work.

The Academy, in partnership with the UN system, will focus on the theory and practice of CSST, its concepts, principles, modalities and policies. The core of the Academy program will be sharing practical experiences and lessons learned in an international context, in order to create meaningful collaborative opportunities and high impact, and develop strategies for them. This course will make planners and policy-makers aware of the importance, relevance and positive impact of career guidance in developing and emerging economies.

Career guidance enables participants to enhance their capacities in improving, planning and implementing career guidance services, significantly increasing the chances for success and fulfilment in their professional life and at the same time avoiding the waste of human talent and resources through bad career choices. It is widely acknowledged that career guidance is beneficial not only for the individual’s empowerment and choices for the future, but also contributes to achieving public policy goals in the labour market, as well as to a more pertinent and effective education and vocational training system.

With this in mind, the International Training Centre of the ILO (ITCILO), in collaboration with the European Training Foundation (ETF) is offering a joint training and knowledge-sharing course on career guidance policies and practices. This course targets primarily planners and policy makers in developing and emerging economies. It addresses both experts and technical staff working in the field of employment as well as professionals working in the education/training sector, notably:

-Employment, TVET and education planners and counsellors at national, regional and local governmental levels

-Leaders in guidance professional societies and unions

-Representatives of employers and workers’ organizations involved in education decision making and TVET

-Members of Boards of Trustees of educational and training institutions and bodies, or similar committees

-Staff of public and private employment services, job centres, schools, vocational training centres and other institutions working in the area of career guidance

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth.
